EBT card skimmed TWICE! Finally got reimbursed after bringing eviction notice to CalFresh office

I'm so stressed from this EBT theft nightmare! My CalFresh benefits were stolen TWICE in the past month by card skimmers. First time was $475 on 5/14, then another $680 disappeared on 5/28! Filed the theft report immediately both times but nothing happened for WEEKS while bills kept piling up. My landlord gave me a 3-day notice to pay rent or quit yesterday, and I was literally about to be homeless with my kids. This morning I marched into the county office with my eviction notice and demanded to speak with a supervisor. She actually helped push through my reimbursement claim! The system is completely broken though - they didn't even notify me when they deposited the money back. I just randomly checked my EBT balance this afternoon and saw the funds were there. Had to race to withdraw everything before the thieves could steal it again! My blood pressure is through the roof from all this stress. Has anyone else had their CalFresh benefits stolen? How long did reimbursement take? Are they doing ANYTHING to make these cards more secure in 2025? This shouldn't be happening to families who already struggle to put food on the table!

I'm sorry this happened to you. Unfortunately, EBT skimming has become extremely common. Here's what everyone needs to know about the current situation: 1. California has started replacing magnetic stripe EBT cards with chip cards, but the rollout is happening county by county through 2025. 2. Until you get a chip card, you should transfer your benefits to a bank account as soon as they're deposited (if possible). 3. The reimbursement process should legally take no more than 10 business days, but with the volume of claims, most counties are taking 30+ days unless you can prove immediate hardship. 4. Always file a police report in addition to the EBT theft claim - some counties are prioritizing cases with police reports. For added protection, check your balance daily and change your PIN monthly. Also avoid using EBT at standalone ATMs where skimmers are commonly installed.

This is absolutely outrageous! The entire EBT system is BROKEN and nobody at the state level seems to care that families are going hungry because of their negligence! I had $890 stolen in March and $730 stolen in April from my CalFresh benefits. Took them 46 DAYS to reimburse me while my kids ate ramen and whatever food bank scraps we could get. I started calling my state representative's office every single day until they intervened. THAT'S what finally got my claim processed. The county workers are overwhelmed but the state isn't giving them resources to handle the volume of theft. It's criminal negligence as far as I'm concerned.

ive had my benefits stolen 3x since january... last time they took everything literally an hour after deposit. i started going to the atm at midnight when benefits drop now lol. one thing tho - did u get the full amount back? they only gave me partial reimbursement saying something about "available balance at time of theft" even tho ALL my money was taken each time

They're supposed to reimburse whatever was stolen in the 90 days before you reported it. If they're only giving partial reimbursement, ask specifically which transactions they're not covering and why. I had to fight for full reimbursement by showing my transaction history and proving all withdrawals on certain dates were fraudulent.

Reimbursed EBT funds don't count toward your resource limit! It's not considered income or a resource since it's returning money that was already rightfully yours. But def withdraw it fast so it doesn't get stolen again lol

I had a similar experience last year and had to escalate to a supervisor too. One thing I learned is that you should always change your PIN immediately after getting a replacement card AND after getting reimbursed. The thieves sometimes have ways of knowing when money is redeposited on compromised cards. Also, if you call your county office and can't get through (which is super common), I found that requesting an "expedited hearing" about your theft claim gets more attention than just asking about status. You shouldn't have to bring in an eviction notice to get help - that's absolutely ridiculous.

I actually did change my PIN after the first theft, but they still got me the second time! I think they must have a skimmer on the actual ATM I was using. And yes, it's completely ridiculous that we have to be at the brink of homelessness before they take action.

That's scary! You're probably right about the skimmer being on the ATM. Try only using EBT at major grocery stores if possible - those terminals tend to have better security. Gas stations and standalone ATMs are the highest risk.

The chip cards are definitely more secure against common skimming devices, but they're not perfect. Unlike credit cards with chips, the new EBT cards don't require a PIN for every transaction, which is a security gap. Still, they're much better than the magnetic stripe cards.
