What qualifies a person for unemployment benefits in Washington - confused about eligibility

I got laid off from my restaurant job last month and I'm trying to figure out if I even qualify for unemployment benefits through Washington ESD. I worked there for about 8 months but before that I was only working part-time at different places. My friend said you need to have worked a certain amount of time or earned a certain amount of money but I can't find clear info on the Washington ESD website. Does anyone know what the actual requirements are? I'm worried I might not qualify because my job history is kind of scattered.

You need to meet what's called the 'monetary eligibility' requirements. Basically Washington ESD looks at your earnings in what they call your 'base year' - which is usually the first 4 of the last 5 completed quarters before you filed. You need to have earned at least $3,800 in your base year, AND you need to have earned at least $1,000 in your highest earning quarter.

Ok that makes sense. How do I figure out what my base year is exactly? And do they count all jobs or just the most recent one?

0 coins

They count ALL jobs where your employer paid into the unemployment insurance system. So if you worked multiple part-time jobs, those all get added together. You can see your wage history when you file your claim online.

0 coins

there's also the work separation requirement - you have to be unemployed through no fault of your own. so if you got fired for misconduct or quit without good cause you might not qualify even if you meet the wage requirements

0 coins

I was laid off because they had to reduce staff, so that should be fine right?

0 coins

yeah layoffs usually qualify as long as it wasn't for performance issues

Don't forget you also have to be able and available for work. This means you're physically able to work, available for full-time work during normal business hours, and actively seeking work. Washington ESD requires you to make at least 3 job search contacts per week and keep a log of your activities.

0 coins

Wait, 3 job searches per week? I thought it was more than that. And what counts as a 'contact'?

0 coins

It's 3 per week in Washington. Job search contacts can include applying for jobs, contacting employers directly, attending job fairs, or networking activities. You have to log everything in WorkSourceWA.

I had such a hard time reaching Washington ESD when I had questions about my job search requirements. Spent hours on hold every day trying to get through. Finally found this service called Claimyr (claimyr.com) that actually got me connected to an agent in like 10 minutes. They have a video demo at https://youtu.be/7DieNd3C7zQ that shows exactly how it works.

The whole system is so confusing!! I've been trying to figure out if I qualify too and every website says something different. Why can't they just make it simple?

0 coins

Tell me about it. I spent 3 hours on the phone yesterday just to ask one question about my base year earnings.

0 coins

That's exactly why I ended up using Claimyr. So much easier than playing phone tag with Washington ESD for weeks.

Here's the basic checklist for Washington unemployment eligibility: 1) Meet wage requirements ($3,800 total, $1,000 in highest quarter), 2) Be unemployed through no fault of your own, 3) Be physically able to work, 4) Be available for work, 5) Actively seek work (3 contacts/week), 6) Be legally authorized to work in the US. If you check all those boxes, you should qualify.

0 coins

This is super helpful! So when they say 'highest quarter' do they mean the 3-month period where I earned the most money?

0 coins

Exactly. Quarters are Jan-Mar, Apr-Jun, Jul-Sep, and Oct-Dec. They look at which of those 3-month periods in your base year had your highest earnings.

0 coins

idk about all these requirements but i filed and got approved pretty quick. just answered the questions honestly and it worked out

0 coins

How long did it take for your claim to get approved? Mine's been in adjudication for weeks.

0 coins

maybe like 2 weeks? but i didn't have any complicated stuff going on

0 coins

One important thing people often miss - if you worked in multiple states, you might need to file an interstate claim. Washington ESD can use wages from other states to help you qualify if your Washington wages alone aren't enough.

0 coins

Oh wow, I did work in Oregon for a few months last year. How do I include that in my claim?

0 coins

When you file your initial claim, there's a section asking about work in other states. Make sure to include all your out-of-state employment - it could help you meet the wage requirements.

0 coins

also worth mentioning - even if you think you might not qualify, it's usually worth applying anyway. worst case they say no, but sometimes people are pleasantly surprised

0 coins

That's a good point. Is there any downside to applying if you're not sure you qualify?

0 coins

nope, no penalty for applying. they'll just determine your eligibility based on your work history

0 coins

The Washington ESD website has a benefit calculator that can give you an estimate of whether you qualify and how much you might receive. It's under the 'Apply for Benefits' section.

0 coins

I'll check that out! Does it take into account wages from multiple jobs?

0 coins

Yes, you can enter wages from all your employers. It gives you a pretty good estimate of your weekly benefit amount too.

0 coins

UGH this is all so overwhelming. Why does everything with government benefits have to be so complicated??

0 coins

I know right? And good luck getting anyone on the phone to explain it to you.

0 coins

It does seem complicated at first, but once you understand the basic requirements it's not too bad. The key is making sure you have all your employment information ready when you file.

0 coins

Speaking of getting people on the phone - I was struggling with this exact question about eligibility and couldn't reach anyone at Washington ESD for days. Finally tried Claimyr and got connected to an actual agent who walked me through all the requirements. Game changer honestly.

0 coins

How much does that cost? I'm already broke from being unemployed.

0 coins

It's way cheaper than I expected, especially compared to the time and frustration I was spending trying to get through on my own. Check out their video demo to see how it works.

0 coins

Just wanted to add - if you're denied initially, you can appeal the decision. Sometimes there are errors in how they calculate your wages or interpret your work separation.

0 coins

Good to know! How long do you have to file an appeal?

0 coins

You have 30 days from the date of the determination notice. Don't wait - appeal deadlines are strict.

0 coins

worked in restaurants for years and got UI multiple times during slow seasons. as long as you weren't fired for stealing or showing up drunk or something like that you should be fine. layoffs definitely qualify

0 coins

That's reassuring! Did you ever have issues with the seasonal nature of restaurant work?

0 coins

nah, as long as you earned enough during your base year it doesn't matter if some periods were slower. they look at the total

0 coins

Final reminder - you also need to register for work with WorkSourceWA within one week of filing your claim. This is a separate requirement from your weekly job searches, and failing to register can delay or deny your benefits.

0 coins

Is WorkSourceWA the same thing as the job search log?

0 coins

No, WorkSourceWA is the state's job search website where you register as a job seeker. You'll use it for some of your job search activities, but you still need to track all your contacts separately for your weekly claims.

0 coins

Honestly just apply and see what happens. I was convinced I wouldn't qualify because I had only worked 6 months at my last job, but it turned out my previous jobs from earlier in the year counted toward my base year wages.

0 coins

That gives me hope! I'm definitely going to apply this week.

0 coins

Good luck! The worst they can say is no, but you might be surprised.

0 coins

Pro tip: gather all your pay stubs and employment records before you start the application. Makes the whole process much smoother when you have all the dates and wage info ready to go.

0 coins

Great advice! I think I have most of my recent pay stubs but I'll need to track down some older ones.

0 coins

Your employers should be able to provide copies if you can't find them. Worth the effort to have complete records.

0 coins

This is where having access to an actual Washington ESD agent through Claimyr really helped me - they could see my wage records in the system and confirm everything was accurate.

0 coins

thanks for asking this question OP, i was wondering the same thing but was too embarrassed to ask. this thread has been really helpful!

0 coins

No problem! I'm glad it helped other people too. Sometimes you just have to ask the 'dumb' questions.

0 coins

One more thing - if you're self-employed or work as an independent contractor, the rules are different. You generally don't qualify for regular unemployment unless you've also worked as an employee for someone else.

0 coins

Good point! All my work has been as a regular employee so I think I'm okay there.

0 coins

Yeah you should be fine then. Independent contractor work doesn't count toward your base year wages for regular UI benefits.

0 coins

Update: I applied online this morning and it was actually pretty straightforward once I had all my employment info ready. Thanks everyone for all the helpful advice! Now I just have to wait to see if I get approved.

0 coins

Great job taking action! Make sure to file your weekly claims even while your initial claim is being processed.

0 coins

Fingers crossed for you! Keep us posted on how it goes.

0 coins

If you run into any issues or have questions about your claim status, remember that Claimyr option I mentioned. Really saved me a lot of headaches.

0 coins

This whole thread should be pinned somewhere. So much better info than what's on the official website!

0 coins

Agreed! It's nice when people actually take the time to explain things clearly instead of just posting links to confusing government websites.
