Washington ESD - who is subject to federal unemployment tax requirements?

I'm trying to figure out if my small business needs to pay federal unemployment tax (FUTA) and how it relates to Washington ESD requirements. I have 3 part-time employees who work about 15 hours each per week. Do I need to register with Washington ESD and pay into the unemployment system? I'm getting conflicting information about the thresholds and requirements. Anyone know the specifics for Washington state?

Don't forget that Washington state also has Paid Family and Medical Leave that you'll need to register for. It's separate from unemployment but administered through ESD.
