How is unemployment determined in Washington ESD system?
I'm trying to understand how Washington ESD actually determines if someone qualifies for unemployment benefits. My employer laid me off last month but I'm getting conflicting information about whether I'll be approved. Some people say it's automatic if you're laid off, others say they look at your entire work history. What exactly do they check when making this determination? I worked part-time for 18 months at my last job making about $2,800 per month. Do they look at the reason you left previous jobs too or just the most recent one?

Washington ESD looks at several factors for unemployment determination. First is your base year earnings - you need to have earned at least $1,005 in your base year. They also examine if you're unemployed through no fault of your own (layoffs qualify). The job separation reason is crucial - voluntary quits usually disqualify you unless for good cause.

•What's considered the base year? Is that the last 12 months I worked?

•Base year is the first 4 of the last 5 completed calendar quarters before you file. So if you file in January 2025, it would be October 2023 through September 2024.

they definitely look at your work history beyond just the last job. i got denied initially because i quit a job 8 months before my layoff, even though the layoff wasn't my fault. had to appeal and explain the circumstances

•That's concerning. I did quit a job about a year ago because my hours got cut to almost nothing. Will that hurt my chances?

•Quitting due to substantial reduction in hours can qualify as good cause. You'll need to document the hour reduction when they ask about it during adjudication.

Washington ESD determination process is pretty thorough. They verify your earnings through employer reports, check separation reasons for all jobs in your base period, and ensure you meet the able and available requirements. Your part-time status might actually help since you were actively working and earning.

•What does 'able and available' mean exactly? I'm definitely looking for work.

•Able and available means you're physically capable of working, available for full-time work, and actively seeking employment. You'll need to document your job search activities weekly.

If you're having trouble getting through to Washington ESD to check on your determination status, I found this service called Claimyr that helps you actually reach an agent. They have a video demo at https://youtu.be/7DieNd3C7zQ showing how it works. Way better than sitting on hold for hours or getting disconnected. Check out claimyr.com - it was a lifesaver when I needed to clarify my eligibility.

•Is that legit? Sounds too good to be true with how impossible it is to reach Washington ESD.

•Yeah it's real. I was skeptical too but it actually worked. Got connected to an agent in about 20 minutes instead of wasting whole days trying to call.

The determination process can take 2-3 weeks if there are no issues, longer if they need to investigate your job separation. Since you were laid off, that should be straightforward. Your earnings look like they'll meet the minimum requirement too.

•That's reassuring. I was worried about the part-time aspect but sounds like that won't be a problem.

•Part-time work actually shows you were attached to the workforce. Much better than having gaps in employment.

Washington ESD also looks at whether you're actively seeking work as part of the ongoing determination. Even after initial approval, you need to maintain eligibility by job searching and reporting it weekly. They randomly audit job search logs too.

•How many jobs do I need to apply for each week?

Sofia Martinez
•Minimum 3 job search activities per week. This includes applications, interviews, networking events, or approved training. Keep detailed records.

WASHINGTON ESD MAKES THIS SO COMPLICATED!! Why can't they just approve people who obviously qualify?? The whole system is designed to discourage people from claiming benefits they've earned.

•I get the frustration but the requirements exist to prevent fraud. The process is complex but it protects the system for legitimate claimants.

•Maybe but when you're unemployed and stressed, jumping through all these hoops feels impossible. They should make it easier for clear-cut cases like layoffs.

Your situation sounds pretty straightforward for approval. Layoff with decent earnings history should qualify. The previous quit might trigger some questions but if it was due to hour reduction, that's defensible. Just be honest in your application.

•Should I mention the hour reduction in my initial application or wait until they ask?

•Be upfront about it. They'll find out anyway when they contact your former employers. Better to control the narrative from the start.

i went through this last year and the determination took forever because they kept asking for more documentation. make sure you have all your pay stubs and separation paperwork ready before you even apply

QuantumQuest
•What kind of separation paperwork? I just have the layoff notice from my employer.

Zainab Yusuf
•that should be enough, just anything showing the layoff wasn't your fault. sometimes they want to see final paystubs too

The monetary determination comes first, then the non-monetary if there are any separation issues. Since you were laid off, you probably won't have a lengthy adjudication process. Your earnings should easily clear the $1,005 minimum.

•What's the difference between monetary and non-monetary determinations?
0 coins
Connor O'Reilly
•Monetary is about whether you earned enough to qualify and your benefit amount. Non-monetary is about job separation reasons and ongoing eligibility requirements.

Washington ESD determination also considers if you have any disqualifying income or benefits from other sources. Make sure to report any severance pay or vacation payout accurately - they'll cross-reference with employer reports.

QuantumQuest
•I did get two weeks severance. Does that delay when I can start collecting benefits?
0 coins
Yara Khoury
•Yes, severance pay usually creates a waiting period. You'll need to report it and they'll calculate how it affects your benefit start date.

honestly the whole determination process stressed me out so much. took 3 weeks to get approved and i was calling every day trying to get updates. wish i had known about services that help you actually get through to agents back then

•There are phone services that help you connect with Washington ESD agents instead of getting stuck in the phone queue. Wish I remembered the name but it saved my friend tons of time.

The determination process examines your entire work history during the base period, not just your most recent job. They calculate your weekly benefit amount based on your highest-earning quarter. With $2,800 monthly, you should qualify for a decent benefit amount.
0 coins
QuantumQuest
•How do they calculate the weekly amount? Is there a formula?
0 coins
Paolo Marino
•It's based on your highest quarter earnings divided by 26, but there are minimum and maximum limits. Washington ESD has a calculator on their website.

Pro tip: create your Washington ESD account online before filing. The system sometimes glitches during the application process and having an existing account helps avoid technical issues that could delay your determination.

•Good advice! I'll set that up today before I submit my application.

•also make sure to file soon after your layoff. there's a waiting week but delays in filing can complicate things

Washington ESD will also verify your identity as part of the determination process. Have your driver's license and Social Security card ready. Identity verification delays are common and can hold up benefit payments even after approval.

QuantumQuest
•How long does identity verification usually take?

Natasha Petrova
•Usually 1-2 weeks if you provide clear documentation. Longer if there are any discrepancies or if you need to mail documents.

The key factors for Washington ESD determination: sufficient base period earnings, involuntary job separation, able and available for work, and actively job searching. Your layoff situation should meet all these criteria easily.

If you need to speak with someone at Washington ESD about your determination status, I highly recommend trying Claimyr. It's a service that helps you get connected to actual agents instead of waiting on hold forever. I used it when my claim was stuck in adjudication and finally got answers. The website is claimyr.com and they have a demo video showing exactly how it works.

•How much does something like that cost? Is it worth it?

•Honestly, after wasting weeks trying to get through on my own, it was totally worth it. Much cheaper than the stress and lost time of the regular phone system.

Washington ESD determination can seem overwhelming but it's mostly about proving you worked, lost your job through no fault of your own, and are ready to work again. Document everything and be completely honest in your application. The system works when you follow the rules.

•Good luck! Remember to file your weekly claims even while waiting for the determination. You can't get paid for weeks you don't claim.

Just wanted to add that Washington ESD sometimes requests additional information during the determination process. Don't panic if you get requests for more documentation - it doesn't mean you're being denied, just that they need clarification on something.
0 coins
QuantumQuest
•What kind of additional information do they typically request?
0 coins
Freya Andersen
•Usually employment verification, pay stubs, or clarification about job separation circumstances. Respond quickly to any requests to avoid delays.

The determination process also checks if you're eligible for any special programs like standby or shared work benefits. These might be relevant if your employer plans to recall workers or reduce hours instead of permanent layoffs.

QuantumQuest
•My employer said the layoff is permanent, so I don't think those programs apply to my situation.

•Then regular UI benefits should be your path forward. The determination should be straightforward for a permanent layoff.
