When is someone eligible for unemployment benefits in Washington ESD?

I'm trying to figure out if I qualify for unemployment benefits through Washington ESD. I got laid off from my job last month but I'm not sure if I meet all the requirements. I worked for about 8 months at my last job and before that I had a part-time position for like 6 months. Do I have enough work history? Also, I heard there are other requirements like being able to work and actively looking for jobs. Can someone break down what makes you eligible for UI benefits in Washington? I don't want to file a claim if I'm just going to get denied.

Basic eligibility for Washington ESD unemployment requires you to have worked in covered employment during your base period (usually the first 4 of the last 5 completed calendar quarters before you filed your claim). You need sufficient wages during that time - the exact amount varies but generally you need wages in at least 2 quarters of your base period.

So if I file now in January 2025, my base period would be like January 2024 through December 2024?

0 coins

Actually no, it would be October 2023 through September 2024. They use completed quarters, so if you file in January 2025, they look back to the most recent completed quarter which was October-December 2024.

You also have to be unemployed through no fault of your own - so if you were laid off that's good. If you quit or got fired for misconduct you might not qualify. Plus you have to be able and available to work full-time and actively searching for work.

0 coins

What counts as actively searching? Do I need to apply to a certain number of jobs each week?

0 coins

Yes, you need to make at least 3 job search contacts per week and keep a log. You can do this through WorkSourceWA or on your own but you have to document everything.

I had trouble reaching Washington ESD when I needed to verify my eligibility status. Spent hours on hold trying to get through to an agent. Finally found this service called Claimyr that helps you actually connect with ESD representatives. Check out claimyr.com - they have a video demo at https://youtu.be/7DieNd3C7zQ that shows how it works. Made the whole process so much easier.

0 coins

How does that work exactly? Do they just help you get through the phone lines?

0 coins

Yeah basically they handle the calling and waiting on hold for you, then connect you when an agent picks up. Saved me probably 10+ hours of trying to call myself.

Don't forget about the monetary requirements too. In Washington you need to have earned at least $3,500 during your base period in covered employment. And your highest quarter earnings need to be at least 1.5 times your lowest quarter or something like that.

0 coins

That sounds complicated. Is there a way to check if I meet the monetary requirements before filing?

0 coins

You can estimate it but the easiest way is just to file your claim. If you don't meet the requirements they'll let you know and you can try using an alternate base period if that helps.

0 coins

ugh the whole system is so confusing. I tried to figure out my base period wages and got totally lost in all the quarters and dates. why cant they just make it simple??

0 coins

I know it seems overwhelming but once you understand the base period concept it makes more sense. They need a consistent way to measure everyone's work history.

0 coins

i guess but its still super frustrating when you just lost your job and need help

0 coins

Are there any other disqualifying factors? Like what if you're going to school or something?

0 coins

Being in school can affect your eligibility if it interferes with your ability to work full-time. But there are exceptions for certain approved training programs.

0 coins

Good to know, I was thinking about taking some classes while I'm unemployed.

0 coins

This is really helpful everyone. So it sounds like I probably qualify since I was laid off and have been working consistently. Should I file right away or wait?

0 coins

File as soon as possible! There's a waiting week before you can receive benefits, and you can't be paid for weeks before you file your claim.

0 coins

Definitely don't wait. Even if there are issues with your claim, it's better to get the process started early.

0 coins

One thing to watch out for - if you have any severance pay or vacation payout, that might affect when your benefits start. Washington ESD has rules about how they handle those payments.

0 coins

I did get a small severance. Does that mean I can't get unemployment at all?

0 coins

No, you can still get unemployment but the severance might delay when your benefits begin. They'll ask about it when you file your claim.

0 coins

Just want to mention Claimyr again since someone asked about it earlier. I used them when I had questions about my severance affecting my claim timing. The Washington ESD agent I spoke with through their service was super helpful in explaining exactly how it would work. Worth checking out if you run into any complications with your claim.

0 coins

That actually sounds pretty useful. I always get anxious calling government offices.

0 coins

Same here! That's exactly why I tried it. Much less stressful than trying to navigate the phone system yourself.

0 coins

Does anyone know if there are special rules for part-time workers? OP mentioned having a part-time job before their full-time one.

0 coins

Part-time work counts toward your base period wages as long as it was in covered employment. The key is having enough total wages across all your jobs during the base period.

0 coins

That makes sense. So it's really about your total earnings, not whether each individual job was full-time or part-time.

0 coins

What about people who are self-employed? I have a friend who does freelance work and lost their main client.

0 coins

Self-employment usually doesn't count for regular unemployment unless you were paying into the system as an employee somewhere else too. There might be other programs available though.

0 coins

I'll let them know to look into other options then. Thanks!

0 coins

Update: I went ahead and filed my claim online. The process was pretty straightforward and it looks like I do meet the wage requirements. Now I just have to wait for them to process everything. Thanks for all the advice!

0 coins

Great! Make sure you file your weekly claims on time even while your initial claim is being processed.

0 coins

And start your job search activities right away. You'll need to report them on your weekly claims.

0 coins

How long does it usually take for Washington ESD to approve a claim?

0 coins

It varies a lot. Simple claims might be approved within a week or two, but if there are any issues that require adjudication it can take much longer.

0 coins

What kind of issues cause adjudication delays?

0 coins

I'm in a similar situation but I quit my job because my boss was making the workplace hostile. Does that count as 'not my fault'?

0 coins

That could potentially qualify as good cause for quitting, but you'd need to document the hostile work environment. It's more complicated than a layoff situation.

0 coins

I do have some emails and text messages. Should I include those when I file?

0 coins

For complex situations like hostile work environment, definitely worth talking to an ESD agent directly. That's another case where Claimyr really helped me out - I had a complicated separation issue and needed to explain the details to someone who understood the rules.

0 coins

That's a good point. I was dreading trying to explain everything over the phone but maybe that service would make it easier.

0 coins

Exactly! They take care of getting you connected so you can focus on explaining your situation instead of worrying about getting through.

0 coins

Does Washington state have any special programs for people in certain industries? I worked in hospitality and that sector has been really unstable.

0 coins

The basic unemployment program is the same regardless of industry, but there might be additional training or reemployment services available depending on your situation.

0 coins

I should look into that. The hospitality job market is still pretty rough in some areas.

0 coins

this thread has been super helpful! I was worried I wouldnt qualify because I had a few short-term jobs but it sounds like as long as the total wages are enough it should be ok

0 coins

That's right! Multiple short-term jobs can definitely add up to meet the requirements. The system looks at your total wages across all covered employment.

0 coins

thats a relief. going to file my claim this week

0 coins

One more thing - make sure you have all your employment information ready when you file. Employer names, addresses, dates of employment, and reason for separation for each job.

0 coins

Good reminder! I had to dig through my old paystubs to get all the details.

0 coins

Yeah it's worth taking the time to gather everything first. Makes the application process much smoother.

0 coins

Thanks everyone for all the detailed information. This has been way more helpful than trying to navigate the ESD website on my own.

0 coins

Happy to help! The unemployment system can be confusing but once you understand the basics it gets easier.

0 coins

Definitely feeling more confident about filing now.
