How do you apply for partial unemployment benefits through Washington ESD?
I'm really confused about how to apply for partial unemployment benefits in Washington state. My hours got cut from 40 to about 20 hours per week at my job, and I heard I might be eligible for some unemployment benefits to help make up the difference. But when I go to the Washington ESD website, it seems like the application process is the same as regular unemployment? Do I just file a regular claim and then report my reduced hours, or is there a separate application for partial benefits? I'm worried about messing something up and getting in trouble. Has anyone been through this process before?

You file the same regular unemployment claim through Washington ESD, there's no separate application for partial benefits. When you do your weekly claims, you'll report the hours you worked and your earnings. The system will automatically calculate if you're eligible for partial benefits based on what you earned versus your weekly benefit amount.

•That makes sense, thank you! So I should just go ahead and file like I would for regular unemployment?

•Exactly. Just make sure you report all your hours and earnings accurately on your weekly claims.

been there, the partial unemployment thing is pretty straightforward once you get the hang of it. You still have to meet all the regular requirements though - like being able and available for full-time work and doing your job searches.

•Wait, I still have to do job searches even though I'm working part-time? That seems weird.

•yep, you still need to search for work unless you're on standby with your current employer

I was in the exact same situation last year and it took me FOREVER to get through to someone at Washington ESD to confirm I was doing everything right. The phone lines are absolutely ridiculous - I'd call dozens of times and either get busy signals or sit on hold for hours just to get disconnected. Finally found this service called Claimyr (claimyr.com) that actually got me through to an agent in like 15 minutes. They have a video demo at https://youtu.be/7DieNd3C7zQ that shows how it works. Saved me so much frustration.

•Really? How does that work exactly? I've been dreading having to call Washington ESD.

•They basically handle the calling for you and get you connected to an actual person. Way better than sitting on hold forever.

•Interesting, I hadn't heard of that before. Might be worth looking into if I run into issues.

OMG this is so stressful!! I'm in a similar situation but I'm terrified I'll mess up the application somehow. What if I calculate my earnings wrong? What if they think I'm trying to commit fraud? I keep reading horror stories about people getting overpayments and having to pay everything back.

•Take a deep breath! As long as you're honest about your hours and earnings, you'll be fine. Keep good records of everything.

•I just don't trust myself to get all the numbers right. This whole system is so confusing.

The key thing with partial unemployment is understanding the earnings deduction formula. In Washington, you can earn up to your weekly benefit amount plus $5 before they start reducing your benefits. So if your weekly benefit amount is $300, you can earn up to $305 before any deductions.

•Wait, how do I find out what my weekly benefit amount would be?
0 coins
GalacticGuru
•That gets calculated based on your earnings history when you file your initial claim. Washington ESD will determine your weekly benefit amount based on your highest earning quarter in your base period.

•yeah and once you earn more than that threshold, they deduct 75% of your excess earnings from your weekly benefit

I filed for partial benefits about 6 months ago when my restaurant cut everyone's hours. The process was pretty smooth overall, but I did have to provide documentation about my reduced hours. Make sure you keep copies of your work schedules or any communication from your employer about the hour reduction.

•Good point about keeping documentation. I should probably email my supervisor about the hour reduction to have it in writing.

•Absolutely! Paper trail is your friend with unemployment stuff.

Just wanted to add that you'll still need to register with WorkSource Washington and keep a job search log even for partial benefits. I know it seems counterintuitive since you're still working, but that's the requirement unless you're on standby status.

•How many job searches do I need to do per week for partial benefits?

Freya Pedersen
•Same as regular unemployment - minimum 3 job search activities per week unless you're exempt for some reason.

The Washington ESD website has gotten better over the years but it's still confusing AF. When I applied for partial benefits, I accidentally clicked through some screens too fast and had to call to fix my application. That's when I discovered how impossible it is to reach anyone by phone!

•This is exactly why I ended up using Claimyr - the phone situation with Washington ESD is just brutal.

•Yeah I should have known about that service back then. Would have saved me weeks of frustration.

Does anyone know if there's a waiting period for partial unemployment benefits like there is for regular unemployment? I'm trying to figure out when I might start receiving payments.

Javier Mendoza
•There's still a one-week waiting period for partial benefits, same as regular unemployment.

Chloe Anderson
•Thanks! So I won't get paid for the first week I'm eligible, but after that it should be weekly payments?

Javier Mendoza
•Correct, assuming your claim gets approved and you continue to meet all the requirements.

I've been on partial unemployment for like 3 months now and honestly it's been a lifesaver. My retail job cut everyone to 25 hours and the partial benefits help cover the gap. Just make sure you report your earnings EXACTLY as they appear on your pay stub - don't try to calculate anything yourself.
0 coins
AstroAdventurer
•That's really helpful to know it's working out for you. Do you report gross earnings or net earnings?
0 coins
Diego Vargas
•Gross earnings before taxes and deductions. And make sure you report for the week you actually worked, not when you got paid.

The whole unemployment system in this state is a joke. They make it so complicated and confusing on purpose so people give up and don't claim benefits they're entitled to. And don't even get me started on trying to reach someone by phone - it's like they're actively trying to avoid helping people.

Ravi Gupta
•I feel this so much. The system definitely feels designed to frustrate people into giving up.

Anastasia Fedorov
•Exactly! And then they wonder why people make mistakes on their claims. Maybe make the process clearer?

Pro tip: when you're doing your weekly claim, there's a section where you report your work hours and earnings. Take your time with this part because mistakes here can cause delays or overpayments later. I always double-check everything before submitting.

AstroAdventurer
•Good advice! I'm definitely going to be extra careful with that part.

•Also, if you ever have questions about specific scenarios, try to get it in writing from Washington ESD rather than just taking someone's word over the phone.

btw if your employer puts you on a reduced schedule temporarily, you might want to check if you qualify for standby status instead of regular partial benefits. different rules apply and you might not have to do job searches.

AstroAdventurer
•How would I know if I qualify for standby status?

Sean Doyle
•usually it's if your employer expects to bring you back to full hours within a specific timeframe. there's paperwork involved.

I tried to apply for partial benefits last month and my claim went into adjudication immediately. Still waiting to hear back and it's been 3 weeks. Has anyone else had their partial claim get stuck in adjudication?
0 coins
Malik Davis
•Adjudication delays are super common unfortunately. This is another situation where Claimyr really helped me - I was able to get through to an adjudicator to check on my case status.

•I might have to look into that service. This waiting is killing me financially.

Quick question - if my hours vary week to week, do I need to file a new claim each time or just report the different hours on my weekly claim?
0 coins
Javier Mendoza
•Just report the varying hours on your weekly claims. You don't need to file a new claim unless you become completely unemployed or your employment situation changes significantly.

Luca Romano
•Perfect, that makes it much easier. Thanks!

Make sure you understand the difference between being 'able and available' for work versus actively seeking work. For partial benefits, you still need to be available for additional work beyond your current part-time job.
0 coins
AstroAdventurer
•So I need to be willing to take on more hours or a second job?
0 coins
Nia Jackson
•Exactly. You can't restrict your availability in a way that would prevent you from accepting suitable work offers.

Does anyone know how long partial unemployment benefits last? Is it the same 26 weeks as regular unemployment?
0 coins
GalacticGuru
•Yes, you have the same maximum benefit duration whether you're on partial or full unemployment. It's based on your total benefit amount, not the type of claim.

Mateo Hernandez
•Good to know, thanks! I was worried it might be shorter for partial claims.

Been trying to reach Washington ESD for two weeks about my partial claim and it's impossible. The phone system is absolutely broken. I've called over 100 times and either get a busy signal or get disconnected after hours on hold.

•This is exactly the problem Claimyr solves. I know I sound like a broken record but it really works - check out their demo video to see how they get through the phone system.

One thing that helped me was creating a simple spreadsheet to track my hours and earnings each week before I report them. Makes it much easier to avoid mistakes and have a record if there are any issues later.

AstroAdventurer
•That's a great idea! I'm definitely going to set up something like that.
