Can I file for unemployment if I was self employed Washington ESD?

I've been running my own small consulting business for the past two years but things have really dried up lately. I haven't had any clients in over a month and I'm struggling to pay my bills. I keep hearing conflicting information about whether self-employed people can get unemployment benefits. Does anyone know if Washington ESD covers self-employed workers? I've never paid into the system before so I'm not sure if I'm eligible.
