Bottom line: no, you can't just reapply for unemployment when it runs out. You need to work and earn wages first. But there are other resources available while you're looking for work. Don't give up!

Set up your SecureAccess Washington (SAW) account before you start if you don't have one already. You'll need it to access your unemployment services online.
Remember you need to file weekly claims every week to get paid, even if your initial claim is still processing. Don't skip weeks thinking you'll catch up later.

Instead of trying to visit an office, you could try the online chat feature if it's working. Sometimes that's faster than phone calls. Though it might not be available for adjudication issues.

Final update - I ended up trying the Claimyr service mentioned earlier and got through to Washington ESD in about 20 minutes. The agent was able to check on my adjudication status and told me what additional documents they needed. Saved me a trip to the office and a lot of frustration. Thanks to whoever recommended it!
