I'm in the EXACT same boat right now!!! 6 weeks pending, Governor's office "escalation" 2 weeks ago, called by ESD last Thursday with promises to fix it "immediately" and STILL NOTHING!!! This system is BROKEN. My car payment bounced yesterday and now I'll have late fees on top of everything else. I'm filing a formal complaint with the state auditor's office because this is beyond unacceptable. We need to start making more noise about this systematic failure.
Filing with the state auditor is actually a good idea. They've been investigating ESD's processing times since the 2024 system upgrade that was supposed to improve things but clearly made them worse. You can submit a complaint here: https://sao.wa.gov/report-a-concern/
UPDATE: My claim that was pending for 5 weeks finally got resolved today! Here's what worked: I called my state representative's office (not the Governor) and explained the situation. Their constituent services person made a call directly to their ESD liaison (apparently each rep has one), and my claim was processed within 24 hours. Might be worth trying if the Governor's office route isn't working fast enough. Good luck!
Almost forgot to mention - if your waiver gets denied, don't give up! You can still request a payment plan. I know someone who got a 48-month payment plan with really low monthly payments. Not as good as a waiver but WAY better than having to pay it all back at once or getting your wages garnished!
If you need some guidance on filling out the form, the Northwest Justice Project has a really helpful guide specific to ESD pandemic overpayment waivers. Just search "Northwest Justice Project ESD overpayment waiver guide" and it should come up. They walk through exactly what to include in each section and what documentation is most important. Also - be sure to check if you qualify for a "blanket waiver" which is different from the individual waiver process. In some specific situations, ESD is automatically waiving certain types of overpayments from the pandemic period. This includes cases where you were eligible under one program but should have been paid under a different program.
I found that guide - it's incredibly helpful! After reading through everything, I think I might qualify for the blanket waiver since my overpayment notice mentions something about being paid under regular UI when I should have been under PUA. I'm going to call ESD (using that Claimyr service if I can't get through) to confirm if I'm eligible for the blanket waiver before I go through the whole individual application process. Thank you all for the help - feeling much less panicked now!
One more thing to try: check if you can see your weekly claim status under the "Weekly Claims" tab in eServices. Sometimes there's more information there about why a claim is being held. Also, while waiting to get this resolved, make sure you continue completing your job search activities (3 per week) and documenting them. Even though you can't file right now, you'll need to report these activities when you file retroactively after the pending issue is cleared.
Just wanted to follow up - were you able to get through to ESD and resolve this? What was the pending issue in your case?
Update: I finally got through to ESD yesterday! Turns out my former employer questioned my hours worked (they reported fewer hours than I claimed). The agent said they'd expedite the adjudication since it's a relatively small discrepancy. She also helped me file my missed weekly claim over the phone and said I should be able to file online again starting next week. Such a relief!
Just a quick update - I checked with a contact at WorkSource about this "user ID disqualification" issue, and there's been a known bug in the system affecting some claims filed since January 2025. Essentially, if you created your SAW account on the same day you filed your initial claim, a data syncing error can occur that incorrectly flags the account. The fix usually requires an Identity Management specialist to manually match your records, but getting through to one is the challenge. If you do manage to reach ESD, specifically ask them to check for "SAW account synchronization issues" and request an IM specialist review.
dont forget to keep filing ur weekly claims even while all this mess is happening!!! if u stop filing weekly claims u might lose benefits for those weeks even if they fix the ID problem later

anyone else notice that the ESD site always seems to have "technical difficulties" right when you need it most? lol. i swear they do this on purpose to reduce the number of claims. my partner tried for TWO WEEKS to get in before finally getting through on a tuesday at exactly 10:15am. so maybe try that specific time? not sure if it was just coincidence but worth a shot

•THIS!!!! I'm convinced they make it difficult on purpose! The system was designed by dinosaurs who don't want us to get OUR MONEY that WE PAID INTO THE SYSTEM!!!

Update: I tried clearing my cache and cookies, then used Firefox instead of Chrome like some of you suggested. It worked! I was able to log in at 2pm today and got my claim submitted. Thanks everyone for your help! For anyone else having this issue - definitely try a different browser and clear your cache. Also, mid-afternoon on a weekday seemed to be a good time to access the system.
