Jennifer, I completely understand your frustration - I've been in a similar situation waiting months for my appeal to be processed. One thing that helped me was documenting everything in writing and sending certified letters to VEC with your case details and timeline. Also try calling right at 8:15 AM when they open - I've had better luck getting through then. Have you tried reaching out to your local delegate's office too? Sometimes they can help escalate cases that have been stuck for months. Hang in there, and don't give up!
