Social Security rejected me for IRMAA appeal at office outside my county - forced to travel farther?

I'm really confused and upset after what happened today. My husband and I both retired in 2023 and we're now getting hit with those Medicare IRMAA surcharges based on our 2022 income when we were still working. Our income has dropped by over 65% since retirement, but we're still being charged these extra premiums! I went to our closest Social Security office (about 15 miles away) but was turned away because it's in the neighboring county. The representative said I HAVE to go to the office in my county of residence which is nearly 45 miles away! They also told me they don't even make in-person appointments for IRMAA questions anyway. Is this actually true? Are we really restricted to only using SS offices in our specific county? And do they really not handle IRMAA appeals in person? I have all our tax documents ready to prove our income reduction (which should qualify as a life-changing event) but I can't even get in the door to talk to anyone!
