TWC Disaster Unemployment Assistance (DUA) approved after initial denial - our 4-week journey

Has anyone had success getting DUA after being initially denied? I'm going crazy with this process! My situation: Applied for Disaster Unemployment Assistance on August 3rd after missing my new job start date because of the hurricane on July 10th. TWC has been putting me through absolute HOOPS: - Had to do this weird ID.me video verification call where they made me show my driver's license on camera - Asked for utility bills proving my address (sent my water bill) - Required a letter from the employer stating the job offer was rescinded due to the hurricane I submitted EVERYTHING within 48 hours of them asking. My online portal has shown "pending review" for almost a month now, even though it shows a potential benefit amount of $615/week. I've been faithfully submitting my payment requests every two weeks as instructed. Yesterday I got a determination letter saying I was DENIED because I "failed to submit required documentation in a timely manner" - which is complete BS! I immediately filed an appeal online and called TWC. The rep actually admitted they could see all my documents in the system and couldn't explain the denial. They created a "ticket" for review. I'm stressed about bills piling up and worried this appeal will drag on forever. Has anyone successfully appealed a DUA denial? How long did it take to get a resolution? Any tips for getting through this nightmare?

Yes, I had almost the EXACT same experience with my DUA claim! Filed July 22nd after the hurricane destroyed my workplace. They made me jump through all those same hoops - ID verification, documentation requirements, etc. My claim showed pending for 5 weeks despite calling twice and being told "everything looks good." Then BAM - denial letter saying I didn't provide documentation, which was complete nonsense. Here's what worked for me: 1. Immediately filed appeal (which you've done) 2. Called and had them create a ticket (which you've done) 3. Called AGAIN the next day and specifically asked them to notate on my account that all documentation WAS received timely 4. Asked for a supervisor to review my case Two days after that second call with the supervisor request, I got an approval letter and all my backpay from the hurricane date. Don't give up! Their system seems to have some serious glitches with DUA claims specifically.

OMG thank you for giving me hope! Did they give you a timeframe for the appeal when you called? I'm getting different information from every person I talk to. One said 2-3 weeks for appeal decisions, another said it could be up to 8 weeks! I really can't wait that long.

the twc system is a JOKE. same thing happened to my brother after the hurricane. they denied him saying he didnt submit proof of employment even tho they literally had his paystubs in there system!!! took him over two months to get it fixed and that was only after he went to the local workforce office in person and raised hell. good luck!!

Two MONTHS?? I can't wait that long! Did going to the office in person actually help? Maybe I should try that instead of dealing with the phone system.

ya going in person was what finally fixed it. bring copies of EVERYTHING u already submitted. the people at the actual office can sometimes help more than those phone reps who just read from scripts.

I successfully appealed my DUA denial last month after experiencing a similar situation. According to TWC guidelines, Disaster Unemployment Assistance claims are supposed to receive expedited processing, but there seem to be consistent issues with their automated document verification system. When you submit an appeal, make sure to include in the comments section: 1. Exact dates you submitted each requested document 2. Names of representatives you spoke with previously 3. The fact that reps confirmed your documents were visible in the system My appeal was resolved in 8 days, which is much faster than the typical appeal timeframe. DUA appeals seem to get prioritized over regular UI appeals. You should continue submitting your biweekly payment requests during the appeal process to ensure you don't miss out on any weeks if approved. Also, document everything in case you need to escalate further. Good luck!

Thanks so much for the detailed response! I didn't include all those details in my appeal comments - should I call and try to add that information? Or just mention it if they contact me about the appeal? I'm worried I might have messed up the appeal by not being specific enough.

You can call TWC and ask them to add notes to your appeal with those additional details. Be sure to mention that their own representatives confirmed your documents were in the system. That's what worked for me - having documented proof that contradicted their denial reason. Keep filing your payment requests every two weeks regardless of the pending appeal status.

After dealing with TWC for years (worked in HR and helped employees with claims), I've found that trying to call them directly is almost impossible - busy signals, disconnections, 3+ hour holds. I recently discovered a service called Claimyr that gets you through to a TWC agent typically within 10-15 minutes instead of spending days trying to get through. I recommended it to several former employees dealing with hurricane-related claims, and they've had good experiences. You can see how it works here: https://youtu.be/V-IMvH88P1U?si=kNxmh025COIlIzKh and the website is claimyr.com. For DUA claims specifically, speaking with an actual agent is critical since these claims have different documentation requirements than regular unemployment. Getting an actual person to review your documents in real-time can make all the difference, especially with your appeal pending.

Thank you for suggesting this! I just wasted 2 hours on hold today before getting disconnected. I'll check out that service because I'm desperate to talk to someone who can actually help. Do they work with appeals specifically or just general TWC calls?

It connects you to the regular TWC phone line, but bypasses the wait. Once connected, you can ask to speak with the appeals department or someone who can help with DUA claims specifically. Just be ready with all your documentation info when they connect you.

I got denied DUA at first too! TWC is TERRIBLE with this program. I think their computer system automatically denies people because it happened to like 5 people I know who all applied after the hurricane. I called them 6 times (not exaggerating) and finally on the 6th call got someone who actually knew what they were doing. She could see all my documents were there and flagged my account for urgent review. Three days later I got approved with full backpay. Keep calling until you get someone competent! It's frustrating but eventually you'll get someone who can help. And DOCUMENT EVERYTHING - write down who you talked to, when, and what they said. I had to remind them of my previous calls.

SIX calls? That's insane but I'm willing to try anything at this point. Did you say anything specific that finally got them to flag your account for urgent review? I feel like I'm just getting generic responses when I call.

I specifically asked for a supervisor each time. On that 6th call, I recited the dates and names of everyone I'd spoken with previously, and said I needed a resolution today because I had evidence their system was wrong. Being super specific about dates/times of document uploads seemed to help. Also mentioned potential hardship if not resolved quickly.

UPDATE: You guys won't believe this! Just checked my correspondence inbox and TWC APPROVED my appeal already! Only took 2 days after I called that second time. The determination letter says they reviewed my documentation and found that I DID submit everything on time. They're releasing all my backpay from July 10th (hurricane date) through now - almost $5,000! I'm in shock that it happened so fast after all the headaches. For anyone else dealing with this - definitely call multiple times and file that appeal immediately if denied. Seems like their system is automatically denying people even when the documentation is there. Thank you everyone for your advice and support!

That's awesome news! So happy it worked out quickly for you. Make sure you continue doing your payment requests every two weeks to keep the benefits coming. Did they say anything about whether you need to submit additional proof for continued eligibility?

Thanks! The letter just says to keep submitting payment requests on my scheduled filing day (every other Monday). It mentions I need to document at least 3 work search activities each week, but that's standard for all unemployment in Texas now. The back pay was deposited this morning - such a relief!
