Wait so if they contest it does that mean I don't get any money while they investigate?? I can't afford to go weeks without income while NYS Department of Labor decides who's telling the truth. This is making me even more anxious about my job situation.
The whole system is rigged anyway. Employers know exactly what to say to get claims denied and NYS Department of Labor just rubber stamps whatever the company tells them. I've seen people with legitimate claims get screwed over because their boss knew how to work the system.

Just want to add that even though federal unemployment tax (FUTA) is paid by employers, your unemployment benefits are still considered taxable income by the IRS. So definitely either have the 10% withheld or set aside money for taxes. The 1099-G from NYS Department of Labor will show exactly what you received for the year.
One thing to keep in mind - you'll need to be actively looking for work and keeping a log of your job search activities. NYS Department of Labor requires you to make at least 3 work search contacts per week. They can ask to see your records at any time so keep detailed notes of where you applied, when, and any responses you received.

Non-monetary includes being unemployed through no fault of your own, able and available for work, and actively seeking employment. Your situation with hour reduction should qualify as involuntary unemployment. You'll file weekly claims certifying you're looking for work and report any income. The job search requirement is typically 3 contacts per week but can vary.

ugh the whole system is so confusing and they make it hard on purpose!! i quit my job because my boss was harassing me and they still gave me a hard time about 'voluntary separation' even though i had documentation. took months to sort out. good luck with yours but prepare for a fight
