The whole unemployment classification system is just academic nonsense anyway! Whether you call it cyclical or structural or whatever, we're all just trying to pay our bills while looking for work. NYS Department of Labor should focus on getting people their money faster instead of making us jump through hoops with job search requirements and weekly certifications.
This reminds me of when I was laid off during the 2008 recession. Unemployment was through the roof and everyone was competing for the same few jobs. NYS Department of Labor actually had to extend benefit periods back then because people genuinely couldn't find work despite meeting all their job search requirements. Different situation now but similar pressures in certain areas.

Your individual claim processing shouldn't be affected, but job search expectations might be more realistic in high-unemployment areas.

I'm dealing with something similar - my company is offering early retirement to avoid layoffs. HR said we could potentially still qualify for unemployment if we don't actually retire but just leave the company. Maybe look into that option instead? The unemployment system is so messed up honestly. They make it seem like there's all these different categories but really it just comes down to whether they want to approve you or not. I've seen people get denied for the stupidest reasons and others get approved when they probably shouldn't have.

The harassment angle is probably her strongest case if she can prove it. Document EVERYTHING - dates, what was said, who was there, any emails or texts. NYS Department of Labor takes workplace harassment seriously as good cause for quitting. Just make sure she follows the proper procedures at work first - file complaints, request transfers if possible, give the employer a chance to fix it.
