New York Unemployment: Laid off again with funds left from previous claim - reapply?

Need help figuring out my unemployment situation. Filed back in July, went back to work in January but just got laid off again. Still see money left on my previous claim. Not sure if I need to file a whole new claim or if I can just start certifying again. Anyone been through this?

New York Unemployment denied me for low earnings but didnt count my 2023 wages

Got denied unemployment because they say I didnt earn enough but they only looked at my 2022 wages. I started working in October 2022 and was laid off in March 2023. Made $9k in 2022 and doubled that in 2023 but they arent counting the 2023 earnings at all. The appeal form only lets me add extra 2022 earnings. Anyone know how to get them to count my 2023 wages?

Filed my unemployment claim and now they want me to call to finish it up. Been trying to get through for a week straight, calling multiple times every day but keep getting the busy signal or automated message saying to call back later.
