its a mess but there is hope! I was in the same situation. Got $670 when supposed to get $1580. I tried calling for weeks with no luck, then finally used this service called claimyr that got me through to an agent. The person explained that there was a system-wide calculation error they're fixing case by case. She put in a request and I got the rest of my refund 2 weeks later. Check them out at claimyr.com - totally worth it!
So I was about to throw my phone after 3 hours on hold when my friend told me about it. Not a hack, they literally just wait on hold for you. When an agent picks up, they call you. that's it. but whatever, stay on hold all day if you want lol
The NY DOL is running on outdated systems that cant properly calculate these refunds. My friend who works there says theyre completely overwhelmed and prioritizing new claims over fixing old ones. Your best bet is to call and ask specifically for the "tax refund adjustment team" - thats the special unit handling these issues.
I knw this sounds weird but try calling your local IRS office instead of the main number. They sometimes have appointments available and can look up your refund status right there.
Had a similar issue with my ny unemployment and federal taxes. What worked for me was going thru my state senator's office. The IRS has liaisons with congressional offices. Google your state senator, call their district office, ask for constituent services.

I had this exact thing! Bus driver for 7 years and I saw that form too. I couldn't get anyone on the phone so I went to my local workforce office and they told me it was a pandemic thing that doesn't apply to me. You can just ignore it.
I know this sounds weird but try calling right when they open (7:30am) or right before they close (6:45pm). I've had better luck getting through during those times vs mid-day when everyone's calling.
You're gonna need to call them, and it's gonna suck. The whole system is designed to be frustrating enough that people give up. I had to call 46 times before I got through, and that was at 7:31am on a Tuesday. Once I finally reached someone, they fixed it in like 2 minutes. So stupid.
Or just use claimyr.com and save yourself the hassle. They'll call repeatedly for you and connect when they get through.

Have you tried using the "Trusted Referees" option? It's buried in their help section but lets you do a video call with a person who can manually verify you without all the security key stuff. Worked for me when I was stuck in a similar situation.

Pro tip: ID.me works waaaaay better on mobile than desktop in my experience. Also try using cellular data instead of wifi, sometimes that helps bypass some of their weirder security checks.
