UPDATE: I finally got it to work! For anyone else struggling, here's what worked for me: 1. I completed the ID.me verification separately first 2. Waited 48 hours as suggested 3. Logged in using Chrome incognito mode 4. The "File A New Claim" option appeared this time! Thanks everyone for your help. The verification loop was incredibly frustrating, but persistence paid off. Now I just have to wait and see if my claim gets approved.
Yes! Finally got it. I ended up using that Claimyr service that someone mentioned above and got through to a rep in about 30 minutes. They verified my identity and sent the 1099-G to my new email address through a secure link. Much easier than I expected once I actually reached someone who could help.

When I finally got someone on the phone they said it was because my married name on my license didn't match my birth name they had on file. I had this same worry back in January! Turns out DOL sent me the notification email but it went to my spam folder, so I almost missed it. Make sure you're checking all your email folders and also log into your NY.gov account regularly to check for messages there too. They usually give you about 2-3 weeks notice before you need to take action.

The September 5th deadline only matters if your benefit year is ending before that date 3. The system will notify you 2-3 weeks before any action is needed 4. Filing early can create serious problems that take weeks or months to resolve The best thing you can do right now is keep certifying weekly as normal and wait for official instructions from NYSDOL.

im in a similar situation except im the other parent who gets to claim our kid this year. my ex got all the advance payments last year but now i should get the full credit minus what they already got. its confusing but actually works out fair in the end if you alternate years claiming the kid

Just to be clear about one thing - this isn't specific to New York. The Child Tax Credit is a federal program administered by the IRS, not by New York State or NYSDOL. The tax implications would be the same regardless of which state you live in. You may have received notifications through your NY.gov account as a courtesy, but the program itself is federal.
