UPDATE: I got through this morning! Called right at 8:00am and followed the sequence that was suggested (press 2, then 2 again, then 3). Had to wait about 30 minutes but finally spoke to someone who confirmed they'll mail my 1099-G. Should arrive in 7-10 days which is cutting it close for my tax appointment but better than nothing. Quick update on the Form UI-BPA2025 that was mentioned earlier - make absolutely sure you complete Section 4C correctly. This section requires you to list each specific day you certified for the missing weeks. If you can't remember the exact dates, you can find them in your account under "Certification History." Many back pay requests get delayed because this section is incomplete. Also, after submitting both forms, call again after 5 business days to confirm they were received and are being processed. The system doesn't always send confirmation notifications for back pay requests.

FINALLY got it resolved yesterday! The UI-BPA2025 form was the key - apparently my case was stuck in some weird limbo state. I also used Claimyr to get through to someone quickly after trying for 2 hours on my own with no luck. The agent was able to see both my forms and pushed it through to processing. Money should be in my account by Tuesday! Thanks everyone for all your help!!!
btw has anyone else noticed the website is always "down for maintenance" exactly when you need to certify? like they do it on purpose to make it harder
UPDATE: I finally got through to NYSDOL this morning! I followed multiple pieces of advice from this thread: 1. Called right at 8am 2. Asked specifically for a claims specialist 3. Mentioned the July system glitch affecting my pending certifications The specialist confirmed that my pending weeks will NOT disappear in September (which was my main worry). She said the July glitch affected a lot of people and they're still working through the backlog. She was able to release two of my three pending payments, and said the third one needs additional review but should be processed within 7-10 business days. So relieved! Thank you everyone for your help and suggestions!
When I had trouble with my claim I just gave up and got a job at Walmart lol. Not worth the headache dealing with government bureaucracy. Good luck tho!
I'm going to try a combination approach based on all this helpful advice. I'll submit the forms mentioned (TC-403.1 and UI-AT25), mail a physical letter with documentation, try calling the direct appeals line, and if all else fails, reach out to my state assembly person. I'll update once I get some results! Thanks everyone for the suggestions.

Just to clarify something important: Your friend should NOT submit a new claim. That will only complicate things further. This is just a payment processing issue with their existing claim. Also, make sure they keep certifying weekly (just once!) even if they're not receiving payments yet. Once the issue is resolved, they'll receive all back payments they're eligible for.

UPDATE: My friend finally got through to NYSDOL this morning! You were all right - the double certification triggered a fraud review. They told her it would be resolved within 72 hours and all back payments would be processed. Thank you all for your help and advice!
