What is RESEA unemployment and how does it affect my California EDD claim?
So I got this letter in the mail from California EDD telling me I have to attend something called a RESEA appointment and honestly I have no idea what this even is. I've been on unemployment for about 6 weeks now filing my weekly certifications and everything was going fine until this showed out of nowhere. The letter says it's mandatory and if I don't show up my benefits could be stopped but it doesn't really explain WHY I was selected or what actually happens at these appointments. I work in logistics and got laid off when my company downsized their warehouse operations, so it's not like I did anything wrong to trigger this. Does anyone know what RESEA unemployment actually is? Is this a bad sign for my claim? Do I need to bring anything specific? I'm genuinely confused and a little stressed out about this whole thing.

RESEA stands for Reemployment Services and Eligibility Assessment. It's actually not a bad thing for your claim - California EDD randomly selects certain claimants who are statistically likely to exhaust their benefits before finding work. The appointment serves two purposes: first, they verify you're still meeting your ongoing eligibility requirements like actively searching for work and being available for full-time employment. Second, they connect you with reemployment services through the America's Job Center of California (AJCC) to help you find work faster. Bring your job search log showing your weekly work search activities, your resume, and the letter itself. Attend in person or via the virtual option listed on your letter. Missing it absolutely can result in a hold on your benefits so take it seriously.

AuthorOh okay that makes way more sense. So they're not investigating me for fraud or anything like that? I was genuinely panicking thinking I did something wrong on my certifications.

same thing happened to me last year, it was pretty straightforward, they just went over my job search and gave me some resources. dont stress

This is accurate. The RESEA program is federally funded and administered by the Employment Development Department in partnership with local workforce development boards. It replaced the older REA program a few years back and expanded the services offered. Your claim status won't be negatively impacted as long as you attend and can demonstrate you've been meeting your job search requirements each week.

I got selected for RESEA about 2 months into my claim and was confused too. From what I went through, they basically review your eligibility on the spot and a counselor helps you build out a reemployment plan. Mine lasted maybe 45 minutes total. They looked at my resume, checked my job search log, and then enrolled me in some workshops through the workforce center. One thing nobody told me beforehand - make sure your CalJOBS profile is active and up to date before you go because they literally pull it up during the meeting and if it's blank or outdated that can cause issues.

AuthorI completely forgot about CalJOBS honestly. I set it up when I first filed but haven't touched it since. Going to update that tonight, thank you!

the caljobs thing is so annoying like why do we have to maintain two separate profiles, one on UI Online and one on CalJOBS it makes no sense

Zoe Stavros
CalJOBS is actually a separate system from UI Online - CalJOBS is the state's workforce development database managed by the Employment Development Department's workforce services division. When you attend RESEA your counselor will use it to match you with job openings and training programs. It's worth keeping updated regardless of RESEA because employers and recruiters can sometimes find candidates through it.

Not gonna lie when I first got my RESEA letter I completely ignored it thinking it was junk mail or something. BIG mistake. They put a hold on my next two payments and I had to call EDD to get it sorted out. Took me forever to get through on the phone. I kept getting the "we cannot accept your call due to high volume" message over and over for like three days straight. Eventually someone on a forum like this told me about Claimyr (claimyr.com) - it basically gets you connected to an actual EDD agent without you sitting on hold for hours. There's a video showing how it works at https://youtu.be/JmuwXR7HA10. Used it to get my hold removed after the missed RESEA and it saved me so much time. Moral of the story: attend your RESEA appointment lol

How long did it take after you used Claimyr to actually get someone on the line? I've been trying to reach EDD for a week about an unrelated issue and I'm losing my mind

To give you the full picture on what RESEA unemployment means for your ongoing claim requirements: after your RESEA appointment you'll typically be referred to reemployment services which might include resume workshops, interview prep sessions, or career counseling. These referrals may become mandatory depending on what the counselor determines. Also worth noting that California increased the required weekly job search contacts to three employer contacts per week, and your RESEA counselor will review whether your documented contacts meet that requirement. Keep detailed records - employer name, contact method, position applied for, and date.

Andre Rousseau
AuthorWait it's THREE contacts per week now? I thought it was two. I need to double check what I've been submitting on my weekly certifications...

Zoe Stavros
Yes three employer contacts per week is the current California EDD job search requirement. If you've been submitting two contacts per week your claim could potentially face an eligibility issue. I'd strongly recommend clarifying this at your RESEA appointment or calling EDD directly before your next certification.

I'm so confused now because when I filed months ago the pamphlet I got said two contacts. Is this a recent change?? How would anyone even know to update this
0 coins
GalaxyGlider
The requirement has been three contacts per week for a while now. It's possible older materials still show the previous requirement. Always verify current requirements at edd.ca.gov or with an EDD representative rather than relying on printed materials you received at initial filing.

does anyone know if you can do the RESEA appointment virtually or does it have to be in person? I got my letter too and the location they listed is like 40 minutes away from me and I don't have reliable transportation right now

Mine had both options listed on the letter itself - there was a phone number to call if you wanted to request virtual instead of in-person. I'd call the number on your letter asap because I think they need advance notice to switch the format.

I work at a workforce development center (not as an EDD employee just as a contractor providing the reemployment services) and can clarify a few things. RESEA appointments are not punitive - they're designed to be helpful. The eligibility review portion is straightforward if you've been certifying honestly and meeting your job search requirement. The counselors aren't trying to catch you doing anything wrong, they're genuinely trying to help shorten your unemployment spell. The referrals to workshops and services are based on your individual situation - what industry you're in, how long you've been unemployed, your resume strength, etc. Claimants who engage with the services we offer statistically return to work faster. I'd encourage OP and everyone here to approach it as a free resource rather than an interrogation.

ok but what about when the counselors give you job referrals for jobs that are completely outside your field or skill set? that happened to a friend and she felt pressured to apply to things that made no sense for her background
0 coins
Jamal Harris
That's a fair criticism and it does happen. Counselors have referral targets they're working against and sometimes the job matching isn't great. You can and should advocate for yourself during the appointment - if a referral doesn't match your experience or the wage would be significantly below your previous earnings in ways that would affect your benefit eligibility, say so. You have the right to document your objections.

I had my RESEA appointment three weeks ago and genuinely came out of it feeling better about my job search. The counselor helped me realize my resume format was outdated for my industry and gave me a referral to a free resume workshop that completely revamped how I was presenting myself. Got two interviews in the following week after updating it. Not saying RESEA fixes everything but it's not the nightmare I thought it would be going in.

WAIT does attending RESEA affect your weekly benefit amount at all? Or is it strictly just an eligibility check and services referral? My friend told me they reduced her payments after her appointment but I cant tell if that was related to RESEA or something else happening with her claim
0 coins
GalaxyGlider
RESEA itself does not affect your weekly benefit amount. Your WBA (weekly benefit amount) is set based on your base period earnings when you initially file. However if during the eligibility review they discover you haven't been meeting job search requirements or there's another eligibility issue, they could refer your claim to adjudication which might temporarily pause payments while they review. If your friend's payments changed after RESEA it was likely something that came up during the eligibility portion rather than the appointment itself.

Giovanni Colombo
ohhhh okay that makes sense. I think she mentioned something about not having her job search log ready so maybe that's what caused hers

Zoe Stavros
Exactly - if you can't demonstrate your job search activities during the appointment they may flag it. Always bring documentation. A simple spreadsheet or even handwritten notes with the required details for each employer contact is fine.

ugh I've been on ui for 4 months and never got a RESEA letter, is that normal? Or did mine get lost in the mail? I'm kind of worried now that this thread is making it sound like everyone gets one
0 coins
Mei Wong
Not everyone gets selected - it's a random sample based on statistical profiling of who is likely to need reemployment assistance. Going 4 months without one is totally normal and doesn't mean anything is wrong with your claim.

The part nobody talks about with RESEA is what happens if you disagree with what the counselor documents in their assessment. Like what if they mark something inaccurate about your job search activities or your availability for work? Does that go into your EDD file permanently or can you contest it?
0 coins
Jamal Harris
Great question. The RESEA assessment summary does get associated with your claim record. If you disagree with something documented you should request a copy of the assessment before leaving the appointment and note any discrepancies in writing. You can also contact your local AJCC afterward to request corrections. If an eligibility issue gets referred to EDD based on inaccurate RESEA documentation you do have the right to appeal any resulting disqualification within 30 days of the notice.

GalaxyGlider
This is good information. I'd add that staying engaged throughout the appointment and asking clarifying questions before the counselor finalizes their notes is the best way to prevent documentation errors in the first place. Don't just sign off on the summary without reading it carefully.

I just want to say as someone who went through a really rough RESEA experience - my counselor flagged a potential issue with my availability for work because I mentioned I had a part time caregiving obligation for my mom. It sent my claim into adjudication for almost three weeks while EDD reviewed whether I was truly available for full time work. During that time I couldn't get anyone at EDD on the phone to explain what was happening or how long it would take. I finally used Claimyr (claimyr.com) to get through and the agent I spoke with was able to confirm my claim was still active and give me the timeline for resolution. The video at https://youtu.be/JmuwXR7HA10 explains how the service works if anyone is dealing with something similar and can't get through by phone.

Andre Rousseau
AuthorThat sounds incredibly stressful. I'm glad you eventually got it resolved. Is your claim back to normal now?
0 coins
Dmitry Sokolov
Yes, fully resolved. They determined I was available for full time work as long as I could arrange alternative care when needed, which I could. The three weeks without payments was brutal though financially.

Giovanni Colombo
this is a good lesson to be careful what you say during RESEA. not lying but just being precise about your situation
0 coins
Jamal Harris
I want to gently push back on the advice to be strategic with your answers - if there's a genuine availability issue it's better to surface it and address it than to have it discovered later and face a potential overpayment situation. Being honest and bringing documentation of how you manage any constraints is the better approach.

can you reschedule a RESEA appointment? I got my letter but the date they gave me conflicts with a job interview I already scheduled and obviously the interview takes priority
0 coins
Mei Wong
Yes you can reschedule but call the number on your letter as soon as possible - they need advance notice and may not be able to accommodate same-day reschedule requests. A confirmed job interview is a completely valid reason and any reasonable counselor will understand.
0 coins
Zoe Stavros
Also document your job interview when you reschedule - it actually demonstrates you're actively pursuing work which is exactly what the RESEA process is verifying. It could even work in your favor.

Something I didn't see mentioned yet - after your RESEA appointment you might get referred to the Job Search Workshop which is a multi-session program through the America's Job Center. I thought this was optional but apparently once you're referred you're required to complete it or it can affect your benefits. Make sure you understand exactly what you're being enrolled in before you leave the appointment and ask directly whether participation is mandatory or voluntary for each thing they refer you to.
0 coins
Andre Rousseau
AuthorThis is really important to know ahead of time. I'll definitely ask about each referral specifically.
0 coins
GalaxyGlider
Correct - some reemployment services referrals are discretionary but others become mandatory conditions of your claim depending on your situation and what the RESEA assessment determines. Always clarify the mandatory vs. voluntary status of each referral before signing anything.
0 coins
Liam Sullivan
I had no idea about this. I signed up for two workshops at my RESEA thinking they were optional and then found out one of them had attendance requirements tied to my benefits. Not a bad thing in the end but I wish it had been explained better upfront.

honestly the whole unemployment system in california is just designed to make you feel like a suspect for needing benefits you paid into. every week it's a new form or a new requirement or a new letter with a deadline buried on page 3. RESEA is just another hoop they make you jump through to reduce payout numbers
0 coins
Jamal Harris
I understand the frustration and there are genuine systemic issues with how complex the process is. That said RESEA specifically does have real evidence behind it - claimants who receive reemployment services through the program do return to work measurably faster on average. It's not purely administrative burden.

i just don't trust the system after having my claim denied twice for reasons that made no sense and then approved on appeal both times. once bitten twice shy i guess

Does RESEA count as one of your required weekly job search contacts? Like if the appointment is on a Tuesday and I've already done 2 contacts for the week can I count the RESEA as my third?
0 coins
GalaxyGlider
No - RESEA is a mandatory program requirement and doesn't count toward your weekly job search contacts. You still need to complete three separate employer contacts for any week you're certifying for benefits, regardless of whether you had a RESEA appointment that week.

QuantumQuasar
ugh okay, that's what I was afraid of. thanks for clarifying

This is a common misconception worth flagging. Workshop attendance, RESEA appointments, and career counseling sessions don't substitute for employer contacts in your job search log. The contacts need to be with actual employers for actual positions.

I think I missed my RESEA appointment and I didn't know it was mandatory - I never got the letter, maybe it went to my old address. I just noticed my payments stopped and when I check UI Online it shows a hold but no explanation. Is this what happened? How do I fix it?
0 coins
Amara Okafor
First update your address immediately through UI Online if it's wrong - go to Account Profile and update your contact information. Then call EDD to explain the situation. If you can document that the letter went to an outdated address you have a reasonable basis for requesting a reschedule rather than losing your benefits. Getting through to EDD by phone can be brutal though - I'd try Claimyr at claimyr.com to actually reach an agent, there's a walkthrough video at https://youtu.be/JmuwXR7HA10 that shows how it works.

Quick update for OP and anyone else anxious about their upcoming RESEA: I had mine this morning and it was genuinely fine. 40 minutes, reviewed my job search log, updated my resume on CalJOBS with the counselor's help, and got referred to a free LinkedIn optimization workshop. Nobody was accusatory or made me feel like I was doing anything wrong. The counselor was actually pretty knowledgeable about my industry (construction project management) and gave me a couple of specific leads to follow up on.

one more thing nobody mentioned - the RESEA appointment is also when they verify your ID documents if EDD has any pending identity verification on your account. I didn't know this and my claim had a separate ID.me issue that I thought was resolved but apparently wasn't fully cleared. The RESEA counselor flagged it and it added another two weeks to my situation while EDD cross-referenced with ID.me. Just something to be aware of if you've had any verification issues with your account.

Andre Rousseau
AuthorI did have some ID.me verification issues when I first filed but thought those were resolved. I'm going to log into my UI Online account tonight and double check there are no pending items before Wednesday.

Good call. Under the 'Profile' section in UI Online there should be an indicator of your identity verification status. If there's anything flagged there, address it before your RESEA appointment rather than finding out about it during the meeting.
