Does unemployment affect Medicaid eligibility? California EDD benefits and Medi-Cal explained
So I finally got approved for unemployment after being laid off from my warehouse job about six weeks ago. Benefits just started coming in and honestly it's a relief, but now I'm stressing about something I didn't even think about when I filed - does unemployment affect Medicaid eligibility? I'm on Medi-Cal right now and it covers me and my two kids. I can't afford to lose that coverage while I'm job hunting. I called the county office but couldn't get through to anyone who could give me a straight answer. One person told me UI benefits count as income and could affect my Medi-Cal, another said it depends on my household size. Now I'm completely confused about what I need to report and when. Do I need to notify Covered California? Does California EDD report my benefit payments automatically to the health programs? Anyone dealt with this situation before?

Yes, unemployment benefits DO count as income for Medi-Cal purposes. This is actually a really important thing to know because a lot of people get caught off guard. Your weekly UI benefit amount gets counted as income when determining Medi-Cal eligibility. That said, with two kids in your household, your income limits are probably higher than you think - the Modified Adjusted Gross Income (MAGI) rules apply and they factor in your household size. You should report your unemployment benefits to Covered California or your county Medi-Cal office within 30 days of receiving them.

AuthorThanks for this. Do you know if California EDD automatically reports the payments or do I have to manually notify someone? I really don't want to be stuck with a repayment situation later.

California EDD doesn't automatically notify Medi-Cal. You need to report the change yourself. Log into your Covered California account or contact your county social services office. Keep records of everything you report and when.

this is correct - i went through this exact situation last year. report it yourself don't assume anyone talks to anyone else lol the systems definitely do not communicate automatically

I was in nearly the same boat when I got laid off from my restaurant job last spring. Medi-Cal for me and my daughter, then UI kicks in and I had no idea what to do. Here's what I found out after going through it: unemployment benefits count as unearned income under MAGI Medi-Cal rules. Whether you lose coverage depends on your total household income compared to the income limits for your household size. With two kids, you're looking at a larger household which means higher limits. Definitely report it but don't panic yet.

AuthorHow long did it take for them to process the change? I'm worried about a gap in coverage.

For me it took about 3 weeks to get a letter back. Coverage didn't drop immediately - they gave me time to transition to Covered California if needed. Just make sure you respond to anything they send you promptly.

ok so I went through this and let me tell you the hardest part wasn't even figuring out the Medi-Cal question - it was trying to reach ANYONE at California EDD to get documentation of my benefit amounts to submit to the county office. Spent literally 4 days calling and getting the busy signal or getting disconnected after waiting forever. Somebody in another thread mentioned Claimyr (claimyr.com) and I was skeptical but tried it anyway. It got me connected to an actual California EDD rep within the same day. I needed a benefits verification letter and the rep was able to help me with that. If you need any documentation from California EDD for your Medi-Cal or county office, that's the route I'd take. There's a demo video at https://youtu.be/JmuwXR7HA10 that shows how it works.

AuthorWait, California EDD can give you a benefits verification letter? I didn't know that was a thing. That would actually be really helpful for submitting to the county.

Yes! It shows your weekly benefit amount, your claim start date, and projected end date. Exactly what the county needed from me to do the Medi-Cal redetermination properly.

I've heard of Claimyr before. Getting through to EDD by phone is legitimately one of the hardest things I've ever tried to do so anything that helps is worth knowing about.

WAIT. does unemployment affect medicaid eligibility differently depending on whether ur on regular medi-cal vs like the kids program?? my kids are on their own medi-cal case separate from mine and i'm wondering if this changes anything

Yara Sayegh
Good question actually. Children's Medi-Cal (including through CHIP/CHIP-like programs) often has higher income limits than adult Medi-Cal. Your UI income would still count but the threshold for your kids losing coverage is typically higher than for you. So your kids might stay covered even if your income bumps you off adult Medi-Cal.

oh ok that's actually a relief to hear. my kids coverage is the one I really can't lose

Something nobody has mentioned yet - California EDD unemployment benefits are considered TAXABLE income by the IRS and the state. This is separate from the Medi-Cal question but equally important. When you file taxes next year, you'll owe on those benefits. California EDD withholds federal and state taxes only if you specifically request it when filing your claim. If you didn't opt in to withholding, set some money aside now. Roughly 10% federal voluntary withholding is standard.

Connor Murphy
AuthorOh wow I had no idea about the tax part. I definitely did not set up withholding. How do I change that?

Javier Mendoza
You can update your withholding preferences in your UI Online account. Look under payment settings. You can request California EDD withhold 10% for federal taxes.

I work as a benefits counselor (not giving official legal advice here, just general info) and I want to clarify a common misconception I see in this thread. Medi-Cal uses MAGI rules which means they look at your projected annual income. If you're getting unemployment for a limited time, what matters is your estimated annual income for the whole year, not just your weekly benefit amount annualized. So if you only get UI for 4-5 months, your annual income might still fall within Medi-Cal limits even though the weekly amount seems significant.
0 coins
Connor Murphy
AuthorThis is actually really reassuring. I'm expecting to find work within 3-4 months hopefully, so maybe my annual income won't even hit the threshold.
0 coins
Malik Davis
Exactly. And if at any point your income goes over the limit, you have options - Covered California plans with subsidies based on your income. You wouldn't just be left without coverage.

i lost my medi-cal when i got unemployment and honestly it was a nightmare. nobody told me i needed to report it within 30 days and then they sent me a letter saying i had like 10 days to respond or lose coverage. i missed the letter because it went to my old address. ended up with a 6 week gap in coverage right when i needed to see a doctor. PLEASE update your address everywhere before anything else happens to your claim

yeah just make sure. california edd, covered california, your county medi-cal office, and any other programs you're on. they all have separate systems and none of them talk to each other

Does anyone know if the income from part-time work while collecting UI would be counted differently than the UI benefit itself for Medi-Cal purposes? I'm in a situation where I'm doing some gig work and getting partial UI and trying to figure out how all of this gets reported.
0 coins
Yara Sayegh
Both count as income for Medi-Cal MAGI calculations - your UI benefit amount AND your gig/part-time earnings. For Medi-Cal reporting, you'd include both sources. The good news is partial UI means your total weekly UI benefit is already reduced based on your earnings, so the amounts aren't being doubled up in terms of impact.
0 coins
GalacticGuru
Got it, so I report all sources and it's the total that gets compared to the limit. Makes sense, thanks.
0 coins
Malik Davis
Correct. And keep records of both income streams because if you ever have a Medi-Cal audit or redetermination, you want documentation of everything you reported and when.

Just want to add my experience here - I was terrified I'd lose Medi-Cal when I got laid off and started UI. Turns out I was fine because my household size (me + 3 kids) meant the income limit was high enough that UI benefits didn't push me over. Everyone's situation is different but it's really worth doing the actual math before you panic. The Covered California website has an income calculator that estimates eligibility.

Connor Murphy
AuthorWhere exactly on the Covered California site? I want to try that calculator.

Go to coveredca.com and look for the 'See if I'm eligible' or shop and compare tool. It'll walk you through household size and income and tell you if you'd likely qualify for Medi-Cal vs a subsidized plan.

The thing that really frustrated me when I was trying to sort all this out was needing documentation from multiple agencies that don't coordinate with each other. California EDD for my benefit verification, county office for Medi-Cal, Covered California for plan options... and trying to get a live person on the phone at EDD to answer specific questions about my claim was nearly impossible through normal channels. I ended up using Claimyr after reading about it online. claimyr.com - it helped me get through to an EDD agent who confirmed exactly what documentation I needed and could provide. Saved me probably two weeks of phone tag. The video at https://youtu.be/JmuwXR7HA10 explains how the callback system works if you want to check it out first.

random question but is medi-cal the same thing as medicaid in california?? i keep seeing both terms and getting confused

Yara Sayegh
Yes - Medi-Cal IS California's Medicaid program. Same federal program, just branded differently in each state. When people ask 'does unemployment affect Medicaid eligibility' in California, they mean Medi-Cal. So everything in this thread applies to you.

I need to push back slightly on some of the advice in this thread. While unemployment benefits do count as income for Medi-Cal, the actual determination is more nuanced. California specifically follows Modified Adjusted Gross Income (MAGI) rules and the way UI benefits are counted can vary based on your specific case type, other household income, and deductions. I'd strongly recommend calling 211 and asking to be connected with a Medi-Cal navigator or benefits counselor in your county who can review YOUR specific situation rather than relying on general forum advice.
0 coins
Malik Davis
This is fair and responsible advice. General guidance is helpful but a benefits navigator can look at your actual numbers and case details. Most counties have free assistance available.

Connor Murphy
AuthorDoes 211 actually work for this? I've called 211 before and got mostly general referrals.

Ask specifically for 'benefits enrollment assistance' or 'Medi-Cal navigator' when you call 211. They can often connect you to an organization with trained staff rather than just giving you a phone number.

honestly this whole thing is stressful enough without having to figure out how losing a job affects literally every other benefit you have. One practical thing I'll add: screenshot or save PDFs of everything. Your California EDD benefit determination letter, your Medi-Cal notices, anything Covered California sends you. The number of times I had to re-explain my situation to different reps because there was no continuity in their systems was maddening. Having documentation meant I could immediately reference specific letters and dates which sped everything up significantly.

AuthorGreat advice on keeping records. I've been doing this for my EDD claim stuff but hadn't thought to be as systematic about the Medi-Cal side.

Quick update from my own situation since I've been following this thread - I reported my UI income to my county Medi-Cal office last week and they said they'd send a redetermination notice within 45 days. Rep told me my coverage continues as-is until the redetermination is complete. So at least there's no immediate gap to worry about during the review period.
0 coins
Connor Murphy
AuthorThis is really helpful to know about the 45-day window. Did they say what happens if the redetermination shows I'm over income?
0 coins
Natasha Kuznetsova
She said I'd get a 10-day advance notice before any change in coverage, and that I could apply for Covered California during that window. Apparently losing Medi-Cal eligibility counts as a qualifying life event for Covered California enrollment.
0 coins
Malik Davis
Exactly right - it's a special enrollment period trigger. So even if UI income does push you off Medi-Cal, you won't be left uninsured as long as you respond to the notices promptly.

been on medi-cal for years through various employment gaps and one thing i've learned is the renewal/redetermination process is way smoother if you respond to EVERYTHING they send you even if it seems routine. i once ignored what looked like a form letter renewal and lost coverage for 3 months because it was actually a required income verification form. just respond to everything.

Connor Murphy
AuthorGenuinely didn't know that. I'll make sure to actually read everything they send and respond to anything that has a deadline on it.

Question for the thread - if someone is collecting California EDD unemployment AND doing part-time work that brings them just slightly over the Medi-Cal income limit, is it worth it to try to stay under by reducing hours? Or is that impractical advice?
0 coins
Malik Davis
That's a legitimate consideration but there are a few things to weigh. First, if Covered California subsidized plans are available to you, the cost might not be as high as you think - subsidies can be substantial for people in that income range. Second, intentionally reducing your work activity might affect your UI benefits since you have to be 'able and available' and actively seeking work. Don't make decisions about limiting work without understanding the full picture.
0 coins
Chloe Anderson
OK so it's more complicated than I thought. Makes sense to compare actual Covered California plan costs before deciding anything.
0 coins
Yara Sayegh
Exactly. Run the numbers at coveredca.com first. A lot of people are surprised at how affordable subsidized plans can be, especially with household income near Medi-Cal thresholds.

Circling back because I want to mention one more time - if anyone in this thread needs to call California EDD for documentation related to their Medi-Cal redetermination or just to ask questions about their UI claim, the hold times right now are brutal. I spent 3+ hours on hold twice before trying Claimyr. claimyr.com basically handles the waiting for you and calls you when an agent is available. For anyone trying to juggle Medi-Cal paperwork on top of job searching and everything else, not sitting on hold for hours is genuinely a quality of life improvement. The walkthrough video is at https://youtu.be/JmuwXR7HA10

3 hours on hold is not an exaggeration unfortunately. That's my normal experience with EDD calls.

AuthorI'll definitely look into this if I need to call EDD for documentation. Between the county office and EDD and Covered California there's a lot of potential phone calls ahead of me.

Final summary for anyone who finds this thread later through search: 1. Yes, unemployment benefits count as income for Medi-Cal eligibility in California 2. You need to report UI benefits to your county Medi-Cal office yourself - California EDD does not automatically notify Medi-Cal 3. Eligibility is based on TOTAL household income vs income limits for your household SIZE - more people in your household = higher limits 4. Coverage doesn't stop immediately when you report - there's a redetermination process with advance notice 5. If you go over the Medi-Cal limit, losing coverage is a special enrollment period for Covered California 6. Report within 30 days to avoid potential overpayment issues later Hope this helps someone!
