Can you get Medi-Cal while on California EDD unemployment benefits?
So I just got laid off last month and I'm currently receiving California EDD unemployment insurance benefits. My COBRA coverage from my old job is going to be insanely expensive and I honestly can't afford it right now while I'm between jobs. Someone mentioned I might qualify for Medi-Cal since my income dropped so dramatically. But I'm confused - does unemployment count as income when they're deciding if you qualify for Medi-Cal? And can you even have both at the same time? I've been trying to research this online but I'm getting conflicting answers everywhere. My EDD weekly benefit amount is around $520 a week which I think comes out to roughly $27k annually if I got it the whole year. Does anyone know how this actually works in California? I really need health coverage and can't afford to just go without it while my claim is being processed and I'm job searching.

Yes you can absolutely get Medi-Cal while collecting unemployment! Your EDD unemployment benefits count as income for Medi-Cal eligibility purposes, but the threshold is pretty generous. For a single adult in California in 2025, you can earn up to around $20,000 annually and still qualify for full Medi-Cal. If your weekly benefit puts you over that, you might qualify for Covered California with subsidies instead. Either way you have options - don't pay for COBRA if you can avoid it.

AuthorWait so my $520/week benefit might actually put me over the Medi-Cal limit? That's like $27k if I get it the full year. Does it matter that I won't actually be on unemployment for a full year hopefully?

They calculate based on your current monthly income, not projected annual. So if you're getting $520/week that's roughly $2,250/month which would likely put you just over the Medi-Cal limit for a single person but you'd almost certainly qualify for heavily subsidized Covered California plans. Still way cheaper than COBRA.

this is really helpful i'm in same situation and had no idea covered california was even an option during unemployment

One thing worth knowing - losing your job-based health coverage is a qualifying life event that lets you enroll in Covered California outside of open enrollment. You have 60 days from when your employer coverage ended to sign up. So even if Medi-Cal doesn't work out for you, you won't be stuck waiting until open enrollment in November. Make sure you track that 60-day window carefully.

AuthorOh that's super important, I didn't realize I had a time limit on this. My coverage technically ended last week so I need to move fast.

Confirming this is correct - losing employer coverage triggers a Special Enrollment Period for Covered California. 60 days is the window. Don't miss it because then you'd have to wait until open enrollment or qualify for Medi-Cal based on income.

i missed my 60 day window once and it was awful had to go months without insurance. don't let that happen to you OP

I went through this exact situation about eight months ago. Lost my job, filed with California EDD, freaked out about health insurance. Here's what actually happened for me: I applied for Medi-Cal through Covered California's single portal (coveredca.com) and during the application it automatically determined I didn't qualify for Medi-Cal based on my benefit amount but that I'd get a huge subsidy for a Covered California plan. My premium ended up being like $47/month for a Silver plan. COBRA would have been $680/month. The whole application took maybe 25 minutes online.

Author$47/month compared to $680 COBRA?? That's insane. I'm going to the Covered California website today. Thank you for sharing this.

similar experience here, covered california subsidies are massive when you're on unemployment income. the ACA premium tax credits are calculated on projected annual income so being on unemployment for part of the year actually helps your subsidy amount

Just make sure you report any income changes to Covered California throughout the year. When you find a new job and your income goes up you need to update it or you might owe money back at tax time.

Honestly I spent two weeks trying to figure out the Medi-Cal vs Covered California question by calling EDD and the Covered California number. Could NOT get through to anyone at EDD to even ask a basic question about how my benefit amount would be counted. The Covered California line was actually more helpful but I still got transferred around forever. If you need to reach EDD for anything related to your claim while sorting this out, I ended up using Claimyr (claimyr.com) to actually get through to an EDD agent. There's a video showing how it works at https://youtu.be/JmuwXR7HA10 - saved me from the endless hold music nightmare.

Something people get confused about - Medi-Cal and EDD unemployment are completely separate programs run by different state agencies. EDD does not manage Medi-Cal and they can't help you apply for it. Medi-Cal is through the Department of Health Care Services. You apply through your county social services office OR through coveredca.com which is the easier route. EDD benefits count as unearned income for Medi-Cal purposes - this matters because the income calculation methodology is slightly different than for wages.

Liam Cortez
AuthorThis is really helpful context. I kept thinking EDD would know the answer to my Medi-Cal question but I guess they're totally separate.

Savannah Vin
Correct - and this is why calling EDD about Medi-Cal is pointless. They literally don't have that information. Covered California or your county DPSS office are your resources for this.

can i ask a dumb question lol - if you get medi-cal does that affect your edd unemployment in any way? like does having health coverage change your benefit amount or anything?
0 coins
Isla Fischer
Not a dumb question! No, Medi-Cal has zero effect on your EDD unemployment benefits. They're completely independent programs. Getting Medi-Cal won't reduce your weekly benefit amount, won't affect your eligibility for UI, nothing. You can have both simultaneously.

ok good that's what i thought but wanted to make sure. thanks

The income calculation thing is actually a bit nuanced and worth understanding correctly. Covered California and Medi-Cal both use projected ANNUAL income for their calculations, but how you project it matters. If you're currently unemployed and expect to be collecting EDD benefits for say 6 months before finding work, you'd estimate your annual income as 6 months of UI benefits plus whatever you expect to earn when you're employed again. The key is being honest about your best estimate - if you significantly underestimate and then find a higher paying job, you may have to repay some subsidy at tax time.
0 coins
Liam Cortez
AuthorOK so I should try to estimate realistically what I'll make this whole year total, not just what I'm getting from EDD right now?
0 coins
Christian Bierman
Exactly. Add up your EDD benefit income you expect to receive plus any earnings from future employment this year. If you genuinely don't know, that's OK - Covered California knows people's situations change and has a process for updating income mid-year. The important thing is to enroll and update when things change.

I messed this up my first year on Covered California. Had to repay like $800 at tax time because I ended up earning more than I projected. Not the end of the world but definitely annoying.

WAIT. Does anyone know if the Medi-Cal rules changed in 2024-2025? I thought California expanded Medi-Cal eligibility to include undocumented adults too which obviously doesn't apply to OP but I'm wondering if the income thresholds shifted at all with the expansion.
0 coins
Isla Fischer
Yes California did expand full-scope Medi-Cal to all income-eligible adults regardless of immigration status in 2024. The income thresholds themselves are based on the Federal Poverty Level and do adjust slightly each year. For 2025 a single adult qualifies for Medi-Cal up to 138% of FPL which is approximately $20,783 annually. Above that you move to Covered California with subsidies available up to 400% FPL.

Thanks for clarifying! So OP's situation with $520/week benefit is likely going to land them in the Covered California subsidy zone as others said.

I work in HR and deal with benefits questions a lot. One thing I want to flag - when you DO find a new job and gain access to employer health insurance, you'll need to cancel your Medi-Cal or Covered California plan. You're required to report gaining access to other coverage. With Medi-Cal specifically there can be issues if you have both and Medi-Cal paid for something that your employer insurance should have covered. Just something to be aware of during the transition back to employment.

Liam Cortez
AuthorGood to know, I'll make sure I report when I start a new job. Does EDD also need to know when I stop collecting benefits if I get a job?
0 coins
Logan Chiang
Yes absolutely - you report any wages earned on your weekly EDD certification even for partial weeks. When you start a full time job you'd stop certifying for benefits. EDD and Covered California/Medi-Cal are separate notifications though - you'd need to update both systems independently.

Austin Leonard
This is really important advice. I forgot to cancel Medi-Cal when I got a new job and it became a whole mess to sort out. Just update everything right away when your situation changes.

Apply right now! You may still be within your 60-day special enrollment window from losing your job coverage. Go to coveredca.com and run the numbers. Even if your 60-day window closed you might qualify for Medi-Cal based on current income which has no enrollment window restrictions.
0 coins
Mason Stone
I think I'm past 60 days unfortunately. Would I still qualify for Medi-Cal?
0 coins
Savannah Vin
Medi-Cal you can apply any time of year, there's no enrollment window. If your current monthly income is low enough you can get it starting basically immediately. Apply through coveredca.com or your county social services office.

My experience with EDD and health insurance questions: EDD agents genuinely cannot help you with Medi-Cal or Covered California questions. I wasted an hour on hold trying to get through to EDD to ask about this and the agent was like 'I'm sorry we don't handle health insurance.' If you DO need to reach EDD for your actual unemployment claim stuff, Claimyr at claimyr.com is legitimately the best way to get through. The regular EDD phone lines are basically impossible. Check the demo video at https://youtu.be/JmuwXR7HA10 to see how it works.

can someone explain the difference between medi-cal and covered california like im 5 lol. i see people using these terms and i'm not sure if they're the same thing

Covered California is the state's health insurance marketplace - it's a website where you shop for private insurance plans and get subsidies based on your income. Medi-Cal is the state's free public health insurance program for low-income residents (California's version of Medicaid). Covered California is how you apply for BOTH - the website determines which you qualify for based on your income. If your income is low enough you get free Medi-Cal, if it's higher you get subsidized private insurance through Covered California.

ohhh that makes so much more sense now. so covered california is like the front door and then it routes you to the right program. got it thank you

Something that tripped me up - when I first applied through coveredca.com while on unemployment, I wasn't sure what to enter for income. I entered just my EDD weekly benefit amount and the system calculated my annual projection automatically. But I forgot to include a small amount of freelance income I was doing on the side. When I reported those earnings to EDD as partial wages I should have also updated my Covered California income estimate. Just make sure if you have ANY other income sources you include them.

Liam Cortez
AuthorOh good point - I do have a small amount of savings interest income. I'll make sure to include that.

Investment income, interest, freelance, gig work - all of it counts for Covered California and Medi-Cal income calculations. Good catch to flag this.

Yeah it's all the small stuff that gets people. Better to slightly overestimate than underestimate and owe money back.

I'm going to push back slightly on some of the info here. The 138% FPL cutoff for Medi-Cal is correct BUT California also has the 'gap' issue where some people earn just over the Medi-Cal limit but the Covered California plans are still unaffordable even with subsidies. If anyone finds themselves in this situation, look into whether your county has any local health programs. LA County has one, SF has Healthy SF, etc.

Fair point but for most people on unemployment the subsidy amounts through Covered California are actually quite substantial. The ACA subsidy formula caps your premium at a percentage of your income so it's usually manageable. But yes county programs exist as a backup and worth knowing about.

AuthorI'm in Sacramento County - do you know if there's anything like that there?

Sacramento County has a program called SASH (Sliding Scale) and there's also HWAC depending on your situation. Google 'Sacramento County low income health programs' - but honestly try Covered California first since you likely qualify for good subsidies given your current income from EDD benefits alone.

Update for OP and anyone following - if you end up needing to resolve any EDD claim issues while you're sorting out health insurance, don't forget that EDD has a lot on their plate and wait times are brutal. Last time I needed to reach them my claim had an adjudication hold and I genuinely couldn't get through for days. Claimyr (claimyr.com) was how I finally got a live EDD agent. They have a video showing how it works: https://youtu.be/JmuwXR7HA10. Mentioning again because I know OP said their claim is showing pending.

Just want to add - once you get on Medi-Cal or Covered California, make sure you understand how it interacts with your EDD job search requirements. Being on unemployment means you need to be actively job searching (3 employer contacts per week in California). Your health insurance situation doesn't change those requirements but I know when people are stressed about insurance they sometimes lose track of the EDD certification requirements. Don't let your claim lapse while you're dealing with the insurance stuff.

Liam Cortez
AuthorOh good reminder. I've been keeping my job search log and certifying every two weeks. I definitely don't want to lose my EDD benefits on top of everything else.

Makayla Shoemaker
The 3 employer contacts per week requirement is important. Make sure you're documenting them properly in your CalJOBS account and on your EDD weekly certification. A lot of people miss this.
0 coins
Mason Stone
wait you have to log job searches in CalJOBS separately from the EDD certification? i've been doing weekly certifications but not using caljobs at all

CalJOBS registration is required and you're supposed to be using it for your job search record. Go to caljobs.ca.gov and register if you haven't already. EDD can ask for your job search records at any time.

this whole thread is really informative. i think a lot of people don't realize you don't have to just suck it up and pay for COBRA when you lose your job. the covered california subsidies are legitimately massive when your income is low

Completely agree. COBRA is almost never the right choice for most people who get laid off. The only exception is if you're mid-treatment for something and need to keep your exact same network/plan without any gap. Otherwise Covered California is almost always going to be way cheaper.

AuthorYes! Update: I went to coveredca.com and based on my projected income this year (mostly EDD benefits plus maybe a few months of work if I find something) I qualified for a Silver plan with about $490/month in subsidies. My actual premium is going to be around $65/month. And I finally got through to EDD about my claim pending issue using Claimyr - turns out there was just an identity verification step I needed to complete that nobody told me about. Claim is now moving forward. Things are finally looking up!
