Who do I contact about my California EDD — Money Network (Benefit Card) debit card issues?
So I've been going back and forth trying to figure out who I'm even supposed to call about my EDD debit card situation. My Money Network benefit card stopped working at an ATM last week and I genuinely have no idea if I contact California EDD directly or if I call Money Network customer service. The card itself has a number on the back but when I called it I got stuck in an automated loop for 45 minutes and then just got disconnected. Meanwhile my rent is due in 5 days and my funds are sitting there completely inaccessible. I tried logging into the EDD portal to see if there was a message or some kind of alert but nothing looks out of the ordinary on my end — my claim is showing as paid and everything. Is this a Money Network issue or a California EDD issue? Who exactly handles debit card problems vs. benefit payment problems? I feel like I'm getting the runaround between two different agencies and nobody wants to own the problem.

Here's the breakdown: Money Network handles everything that's physically card-related — so ATM issues, card replacement, transaction disputes, PIN problems, and account balance questions all go through Money Network directly. Their dedicated line for EDD cardholders is separate from the general EDD phone line. California EDD itself handles the actual benefit payments — so if your claim shows paid but you're not seeing the funds, that's when it gets tricky because it could be either one. If the EDD portal shows your payment went out, then the issue is almost certainly on the Money Network side and that's who you need to chase down.

•The number on the back should work but their hold times are brutal. Try calling very early in the morning like right when they open. Also make sure you have your card number, SSN, and date of birth ready because they'll ask for all of that before connecting you to anyone.

the card number on the back goes to money network not edd. edd doesnt control the physical card at all. two completely different things

MONEY NETWORK AND EDD DO NOT COMMUNICATE WITH EACH OTHER PROPERLY THIS IS THE WHOLE PROBLEM. I went through this nightmare last year. Your money is in limbo between two systems and neither one wants to take responsibility. Money Network will tell you EDD needs to reissue the payment. EDD will tell you Money Network received the funds. You end up stuck in the middle with zero access to your money. The system is designed to frustrate you into giving up!!

•Eventually yes but it took me calling Money Network like 8 times and demanding to speak with their escalation team. The magic words are 'I want to file a formal dispute and speak with your escalations department' — regular reps will just read from a script but escalations can actually do stuff.

Sometimes cards get flagged for suspicious activity especially if you tried the ATM multiple times after a decline — repeated failed attempts can trigger a security hold. Second, check if your card shows an available balance on the Money Network site that matches what EDD says was paid. ugh the money network phone system is SO BAD. just to add — if your atm card is locked from too many attempts you can usually unlock it through the money network app or website without even calling. look for account settings or security settings in there

I work in HR and deal with employees asking me about this stuff all the time so let me just clarify the whole ecosystem: California EDD processes your unemployment claim and determines your benefit amount. When they approve a payment, they send those funds electronically to Money Network. Money Network then loads those funds onto your prepaid debit card (the Benefit Card). After that handoff, EDD has no control over the card. So for anything card-related — ATM access, spending limits, card replacement, fraud, disputes — Money Network is your contact. For anything claim-related — why you haven't been paid, why your payment is less than expected, adjudication holds, overpayments — EDD is your contact. The confusion happens because both systems use similar language and claimants often don't know where one ends and the other begins.

also don't forget you can transfer money from your money network account to a personal bank account if you have that set up. so if your card is being janky you could potentially move the funds to your regular bank as a workaround while you sort out the card issue

•on the money network website go to transfers or direct deposit settings. you link your bank routing and account number and then you can transfer funds over. takes a day or two but at least you can access your money

Small update from me — I tried the Money Network app and sure enough there was a security hold on my card from the multiple ATM attempts. I was able to unlock it directly through the app without having to call anyone!! Balance is accessible now and I just did a test transaction that went through. For anyone who hits this same problem: download the Money Network app, go to Card Management, and look for any security holds or locks. You can clear them yourself in some cases. Saving this thread in case I ever need the other info though.

ALSO want to mention for people who need a new card issued — that process takes forever. They claim 7-10 business days but mine took almost 3 weeks. If you need your funds urgently and a new card is required you HAVE to escalate and specifically request expedited delivery or they will just send regular mail and you're stuck waiting

•Not directly, no. Venmo doesn't accept ACH transfers from prepaid benefit cards in the same way. Your best bet is the bank transfer option mentioned earlier — link a real bank account to Money Network and transfer from there, then from your bank to Venmo if needed. Extra step but it works.

•Dispute resolution with Money Network takes way longer than a normal bank. Two months is unfortunately not unusual but you should be following up every 2 weeks. Make sure you have a dispute case number — if you don't have one that means your dispute may not have been properly filed. Also document every call you make including date, time, and rep name.
