CalWORKs showing payment 'qualification' status - no EBT card yet. What do we do?
My family just got approved for CalWORKs cash aid after waiting for months. My husband finally got his disability determination and we qualified based on that. I checked the BenefitsCal portal yesterday and it shows a payment was issued on 1/15/2025 for the period 12/20-1/14 but the status just says 'qualification'. We haven't received an EBT card or any instructions on how to access the benefits. Does anyone know what 'qualification' means in the system? Do we need to wait for a card to come in the mail? Should we go to the county office in person? We're already behind on rent and utilities and really need this money ASAP. The worker who helped with our application is never available when I call.

Congrats on getting approved! 'Qualification' usually means the payment has been authorized but hasn't been issued to your EBT card yet. If this is your first CalWORKs payment, you should receive your EBT card in the mail within 7-10 business days after approval. The card comes in a plain white envelope that looks like junk mail, so check your mail carefully! If it's been more than 10 business days since your approval date, you might want to contact your county office. They can verify if a card was mailed out and when. They can also issue an emergency replacement card if needed, especially if you explain your urgent situation with rent and utilities.

•Thank you for explaining! We got the approval notice about 5 days ago, so maybe we just need to wait a few more days for the card. Do you know if we'll get back benefits from when we first applied (3 months ago)? The worker mentioned something about that but I can't remember the details.

What county are you in? In LA County you can actually go to the office and get an EBT card issued same-day if you explain it's an emergency situation. I had to do this when my rent was due and I couldn't wait for the mail. Just bring your ID and your approval notice if you have it. And definitely ask about retroactive benefits - if your application has been pending for 3 months, you should get back payments from your application date as long as you were eligible during that time.

•We're in Sacramento County. Going to the office might be our best option then. My husband can barely walk right now due to his disability, but I can probably get someone to drive us there tomorrow. I'll definitely ask about the retroactive benefits too!

•Oh no, I hope that's not what happened with us! We moved right before applying so maybe there was confusion about our address. Definitely going to the office tomorrow now.

congrats on getting approved! why did it take 3 months tho?? thats crazy long for calworks. was there a problem with his disability verification?

•Yeah, the disability determination took forever. They kept requesting more medical records and then there was some issue with his previous employer not submitting income verification on time. The whole process has been a nightmare honestly.

If you need to reach someone at the county office quickly, try using Claimyr (claimyr.com). I was in a similar situation where I couldn't reach anyone about my CalWORKs application for WEEKS. Claimyr got me through to a real person in under 25 minutes when I had been trying for days on my own. You can see how it works in this video: https://youtu.be/jzISHxCPLwE They basically call the county for you and navigate the phone tree, then call you when they get a real person. Saved me so much frustration when I was dealing with my EBT card issues.

•It worked for me twice now. Once for my initial application issues and again when I needed to report a change in my household. Both times I got through to a worker when I'd been trying for days on my own.

I don't think 'qualification' means it's pending. It usually means your benefit amount has been calculated based on your particular circumstances (income, family size, etc.). That payment should load onto your EBT card once you receive it. If this is your first time receiving CalWORKs, your worker should have told you that a card would be coming in the mail. They often come in plain envelopes that look like junk mail, so be on the lookout. If it's been more than 10 days since approval, definitely go to the office. You can get a card issued on-site if you explain the emergency nature of your situation. Also, be aware that if your husband's disability is the basis for your eligibility, you might need to submit verification every few months depending on the nature of his disability. Make sure to ask about the reporting requirements when you talk to someone so you don't lose benefits unexpectedly.

•Thanks! His disability is permanent according to his doctors, but I'll definitely ask about the verification requirements. Our worker never explained any of this to us - the communication has been really poor throughout the whole process.

THEY ALWAYS DO THIS!!!! The system is designed to make things as difficult as possible. They approve you but then make it impossible to get your benefits. I had a similar issue last year and ended up having to make FOUR trips to the county office before I finally got my card. Each time they told me something different. Make sure you bring EVERY document you can think of - ID, social security cards, birth certificates, approval letters, everything. Otherwise they'll just send you home to get whatever document they suddenly decide they need.

•I understand your frustration, but in most counties, you only need your photo ID to pick up an EBT card at the office if you're already approved. They should be able to look up your case in their system. Bringing your approval notice can help, but they shouldn't need birth certificates or social security cards just to issue a card for an already-approved case.

•Maybe in YOUR county! In Riverside they made me bring everything plus proof of address. Then they said my lease wasn't good enough and I needed a utility bill too. Everyone's experience is different and better to be over-prepared than waste a trip!

UPDATE: We went to the county office this morning and got our EBT card! You all were right - there was an issue with our address in the system. They had our old apartment number even though we submitted the correct address on our application. The case worker was able to issue us a card on the spot and the benefits were already loaded on it. They also confirmed we'll be getting retroactive payments from our application date, which is a huge relief. Thanks everyone for your help!

•That's great news! So glad you got it resolved. Make sure you keep that EBT card in a safe place - replacements can take time. Also, now that you have access to your benefits, remember to submit your SAR7 form on time every 6 months. If you miss that deadline, your benefits can be cut off automatically even if you still qualify.

•Thanks for the reminder about the SAR7! The worker mentioned that but there's been so much information to take in. Is there a way to submit that online through BenefitsCal or do we have to mail it in?

•Yes, you can submit the SAR7 through BenefitsCal now! It's much easier than mailing it. You can upload any required verification documents right there too. I always take screenshots of my confirmation page as proof that I submitted it, just in case.
