CalWORKs benefits stopped after LA to Riverside county transfer - rent due tomorrow!

I'm super stressed right now! I moved from LA to Riverside county in November and transferred my CalWORKs case. Everything seemed fine but yesterday I got a notice saying my benefits are stopping?? I rushed to the Riverside DPSS office this morning and the worker just told me 'the new county has 10 days to process your benefits' and said I should call ICT for updates. But my RENT IS DUE TOMORROW and I was counting on that cash aid! Has anyone gone through an inter-county transfer recently? What else should I expect to happen? Will I have to reapply completely or provide all my verification documents again? I don't understand why this is happening when I followed all the procedures for transferring my case months ago...

Unfortunately, inter-county transfers (ICT) can be a nightmare. The 10 days thing is technically correct, but in practice it often takes longer. The problem is that your case file needs to be fully transferred from LA County to Riverside, and sometimes files get stuck in limbo. Here's what you should do immediately: 1. Call the ICT Coordinator at both counties (LA and Riverside) 2. Request emergency/expedited processing due to imminent homelessness risk (mention rent due) 3. Ask if they can issue emergency benefits while your regular case is being processed 4. Request the specific date when your case was officially transferred from LA Also, did you receive any Cash Aid this month at all or is this the first month it's stopping?

Thank you!! I didn't even know there was an ICT Coordinator to ask for! I haven't received any cash aid since the end of January. I got my regular payment in January but nothing in February and now this notice saying March is canceled too. I'm going to call both counties first thing tomorrow morning. Do you know if they can really issue emergency benefits? The worker I talked to today didn't mention anything like that.

Hey, same thing happened to me last summer when I moved from San Bernardino to Orange County. My benefits got cut off for almost 2 months during the transfer! The counties don't communicate well with each other. The problem is EACH county has different procedures and they blame each other for delays. Have you tried using Claimyr to reach someone directly? It's the only way I finally got through to a real eligibility worker instead of the automated system. Their website is claimyr.com and they have a video showing how it works: https://youtu.be/jzISHxCPLwE. Basically helps you skip the hold times and gets you to a real person who can actually help. That's how I found out my case was sitting on someone's desk for weeks! Once I reached the right person they fixed it within days.

Yep seconding this. I was on hold with riverside county for literally 3 hours last month before i gave up. ICT is the worst part of calworks system. They dont tell eachother what there doing. Try that claimyr thing, my sister used it to reach someone about her benefits and said it worked.

did u update ur address with LA county BEFORE u moved? if not thats why. they canceled ur benefits becuz they sent mail to ur old address and u didnt respond. happened to me and i had to start all over with a new application.

Yes I did everything right! I notified LA county in October that I was moving in November. I filled out all their transfer forms and gave them my new address. Then I went to Riverside office right after I moved to make sure they knew I was there. I've been checking BenefitsCal and my case showed active until last week when suddenly it changed to "discontinued" 😭

Here's why this happens with ICT cases - there's a specific timeline for these transfers that both counties need to follow. When you request a transfer, your originating county (LA) has 30 days to transfer your case. Then the receiving county (Riverside) has an additional 30 days to process the transfer and set up your benefits. The big problem is that during this transition, there's often a gap in benefits. The system isn't designed to ensure continuous aid during transfers. However, you DO have rights: 1. If you're facing an immediate financial emergency (like eviction), you can request an expedited hearing through the Appeals Unit 2. You can apply for Emergency Assistance from Riverside while waiting for the regular benefits to resume 3. You should also check if you qualify for Homeless Assistance through CalWORKs since your housing is at risk Don't take "we're working on it" for an answer. Specifically ask about "expedited benefits issuance due to hardship".

This is great advice but expedited hearings are still taking 3-4 weeks rn due to backlog. I work with several clients going thru similar issues. @OP definitely apply for homeless assistance asap - that can sometimes be approved even while regular case is pending. Do you have your discontinuance notice? What exact reason does it list for the stoppage?

Update: I called the ICT unit in LA County this morning and finally got some answers! They said my case WAS transferred to Riverside back in mid-December but Riverside requested additional verification documents in January that I never received notice about!!! So my case has been sitting there waiting for documents I didn't know they needed. I'm heading to the Riverside office right now with every possible document I might need. This is so frustrating - why didn't they just call me or email me?? I'll update again after I talk to them. Thank you all for your help!

Final update: Got it resolved! The Riverside office was actually really helpful once I got to talk to the right person. They said they sent the verification request to my old LA address even though they had my new address in the system (makes no sense!). I had to provide proof of rent, my daughter's school enrollment, and my bank statements again. They're expediting my case and said I should receive my cash aid within 3 business days, which is cutting it close for rent but better than nothing! They're also going to backpay the February benefits I missed. For anyone dealing with an ICT: don't assume the new county has all your info even if they say they do. And keep calling until you get real answers about your specific case status!

I'm so glad you got it resolved! This is unfortunately very common with ICTs. For future reference, whenever you do an ICT, it's good practice to: 1. Get written confirmation that your case was transferred (with dates) 2. Follow up 2 weeks after moving to ensure the new county received everything 3. Ask specifically about what verifications they'll need in the new county 4. Set up electronic notifications through BenefitsCal if possible The system really puts the burden on recipients to manage these transitions, which isn't fair when you're already dealing with the stress of moving. But I'm happy you'll be getting your benefits soon!

Quick question - did you have to do a new WTW plan with Riverside county? When I transferred, they made me come in for a whole new orientation and sign a new WTW plan even though I was already in compliance with my old county. Just wondering if that's standard or if I got extra steps for some reason.

0 coins

They actually mentioned that! They said once my benefits are active again, I'll need to attend a WTW orientation within 2 weeks. I have an exemption for having a child under 2 (my youngest is 18 months) but they still want me to come in and update everything. Sounds like it's standard procedure for all ICTs.

this is why im scared to move counties even tho i could get cheaper rent elsewhere... the system is so broken! glad u got it fixed tho!!

If you're planning to move counties, start the process early. Notify your current county at least 30-45 days before your planned move, even if that's earlier than required. This gives both counties more time to process everything. Also, immediately after notifying your current county, call the new county and ask for their specific ICT procedures - some counties have special ICT workers or processes. Being proactive can help minimize gaps in benefits.
