County transfer delay with CalFresh benefits - Riverside not accepting transfer?

Has anyone dealt with a CalFresh case transfer to Riverside County? I moved from San Bernardino last month and was told my benefits would transfer and I'd get them on the 3rd as usual. It's now the 10th and nothing on my EBT card! Called San Bernardino yesterday and they said they already transferred everything to Riverside weeks ago. Called Riverside's automated line but can't get through to a real person. My kids are asking for dinner and my fridge is nearly empty. How long does Riverside typically take to process transfers? This is ridiculous!

riverside is THE WORST with transfers!! took them almost 5 weeks to process mine from LA county last year. keep calling everyday until u get someone. they prolly have ur case sitting in some digital pile somewhere 🙄

5 WEEKS?! We can't wait that long! Did calling actually help or did they just eventually process it?

Unfortunately Riverside County has been known for slow case transfers. The proper timeline should be 5-7 business days after the transfer is initiated by your previous county. The problem you're experiencing is common because each county has different processing systems, and Riverside in particular is currently upgrading their case management software. You need to speak with someone in the Riverside TAD office directly. Try calling first thing when they open (7:30am) which is when wait times are shortest. Ask specifically for the Inter-County Transfer (ICT) coordinator. Make sure to have your previous case number ready. If emergency food assistance is needed while waiting, call 211 for referrals to local food banks. Also request an expedited processing of your transfer case due to hardship.

Thank you for this detailed information. I'll try calling right at 7:30am tomorrow. I didn't know to ask for the ICT coordinator specifically. Do you know if I need to submit any additional verification documents for the transfer? San Bernardino told me everything was sent over already.

I went through this exact nightmare last year! Took Riverside 3 weeks to process my transfer from Orange County even though OC confirmed they sent everything. What finally worked was using Claimyr (claimyr.com) to get through to an actual person. Instead of waiting on hold for hours or getting disconnected, they got me connected to a case worker in about 10 minutes who found my transfer and processed it that same day. They have a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 Definitely worth it when you're desperate to get your benefits going again. The worker told me transfers often get stuck in their system and need someone to manually push them through.

I've never heard of this service but I'm desperate enough to try anything at this point. Did they actually find your case right away or did it take multiple calls?

They found my case right away once I got through to a human. The worker said my transfer was sitting in their system for 2 weeks but nobody had been assigned to process it. After I called, they processed it that day and I got my benefits loaded within 48 hours. Hope it works out for you too!

u shud just go to the office in person. the one on magnolia ave is less crowded than the one by tyler mall. take a number early and bring ALL ur documents even if San B said they sent them. riverside loses stuff all the time lol

That's a good idea, might be faster than trying to call. Do you know what time they open? And I should bring my ID and any income verification, right?

When I moved between counties last year, I learned that you're actually supposed to submit a new application in your new county rather than just waiting for the transfer to happen automatically. This creates a record in the new county's system that helps them match up with the transfer data coming from your old county. Log into BenefitsCal.com right away and submit a new application for Riverside County. Check the box that indicates you're currently receiving benefits in another county. This creates a 30-day timeline they have to follow by law. In the comments section, note that you were told a transfer was already sent from San Bernardino County on [date] and include your previous case number. Transfers often fall through the cracks when they arrive because there's no matching application in the receiving county's system.

Wait, really? San Bernardino specifically told me NOT to apply again and just wait for the transfer! This is so confusing. I'll try the BenefitsCal application tonight just to be safe though. Thanks for explaining this.

Counties often give contradictory information about transfers, unfortunately. The official CalFresh handbook states that while the sending county initiates the transfer, the receiving county isn't obligated to act until you've either contacted them directly or submitted an application. Submitting through BenefitsCal creates that official contact and starts their processing clock.

Not to make you more stressed but when my benefits finally transferred to Riverside last year they also changed my issuance date! I used to get benefits on the 1st in San Diego but Riverside changed it to the 11th without telling me. You might want to check if they've assigned you a new date too once they process everything.

Great, one more thing to worry about! 😫 Did they at least backdate your benefits to cover the gap period? I really hope I don't have to wait until next month to feed my kids.

Update on your situation: Riverside County is required by ACL 18-13 (All County Letter) to complete Inter-County Transfers within 7 calendar days of receiving the case from the sending county. If it's been longer than that, they're technically out of compliance. I recommend taking these steps immediately: 1. Submit a new application through BenefitsCal as mentioned above 2. Request expedited service due to low/no income and resources 3. Call AND visit in person if possible 4. If you get a worker on the phone, request to speak with a supervisor if they can't immediately locate and process your transfer 5. If there will be a gap in benefits, ask them to issue emergency CalFresh benefits to cover the gap period You shouldn't have to wait for your next issuance date to receive the benefits you're entitled to. The county is required to preserve continuity of benefits during transfers.

Thank you so much for this helpful information! I didn't know they had a 7-day requirement or that I could request emergency benefits to cover the gap. I'm doing all of these steps first thing tomorrow morning. I'll update here with what happens in case anyone else has this problem in the future.

I'm dealing with something similar right now! Moved from LA County to Riverside 3 weeks ago and still haven't received my benefits. What's really frustrating is that when I call the main CalFresh line, they tell me different things every time - one person said the transfer was processed, another said there's no record of it. I ended up going to the Riverside office on Alessandro Blvd last week with all my paperwork and they finally found my case buried in their system. The worker said they've been having issues with their new computer system not properly flagging incoming transfers. She processed it manually and said I should see benefits within 3-5 business days. If calling isn't working, definitely go in person with your case number from San Bernardino and any transfer confirmation they gave you. Bring your kids if you have to - sometimes that helps them understand the urgency of the situation.
