Riverside County CalFresh office claiming 'understaffing' caused my application to stall after interview - no benefits issued!

I'm at my wit's end with Riverside County's CalFresh office! I completed my application over 3 weeks ago, did the phone interview when they called me (waited 45 minutes but whatever), submitted ALL requested verification documents through BenefitsCal, and still NOTHING. When I finally got through on the phone yesterday after being disconnected twice, the worker had the nerve to tell me they're 'understaffed' and haven't gotten to my case yet! Are you kidding me?? I have three kids to feed and was counting on those benefits starting this month. The worker couldn't even tell me when they'd process it - just said to 'check back next week.' Is this even legal? They've already verified my income and completed the interview! Has anyone else dealt with this in Riverside County recently? What are my options here? My cupboards are literally empty.

Unfortunately, this is happening a lot in several counties, not just Riverside. By law, they're supposed to process applications within 30 days of submission (or 3 days if you qualify for expedited service). Since you've already had your interview, you should be close to that 30-day mark. Call the main CalFresh customer service line (not your county office) at 1-877-847-3663 and specifically ask about your 'right to expedited service' and mention that you're experiencing a 'food emergency.' Also ask if they can submit an 'escalation request' to the county. Document everything - who you talked to, what time, what they said.

Thank you for this info! I didn't realize there was a different customer service line I could call. I definitely qualify for expedited service because my rent is $2,150 and my monthly income is only $2,800. I'll call them tomorrow and use those exact terms. I've been taking notes of all my calls but didn't think to get the workers' names - I'll do that from now on.

the same thing happened to my sister last month in riverside. they told her the same thing but then she called her assembly persons office and filed a complaint and MAGICALLY her case was processed the next day. try that!!

ya she just googled 'assembly person riverside county' and called the office that covers her zip code. they have staff who handle these problems all the time!

I've been dealing with CalFresh for over 5 years now, and this 'understaffing' excuse is just their way of avoiding accountability. You need to file a formal complaint AND request a 'state hearing' - you have the right to both. For the state hearing, call 1-800-952-5253. The second you request a hearing, they usually process your case because they don't want to deal with the state investigation. Also, request 'retroactive benefits' from the date you first applied. Don't let them off the hook - they're required by federal law to process your application within 30 days. Period.

This is somewhat misleading advice. While you absolutely have the right to request a state hearing, it won't necessarily speed up your application if they're genuinely understaffed. Most counties ARE severely understaffed right now - it's not just an excuse. A state hearing typically takes 2-3 weeks to schedule, so it may actually take longer than just waiting. However, I do agree about requesting retroactive benefits from the date of application - that's your right regardless of when they approve you.

have you tried going IN PERSON to the office?? sometimes thats the only way to get them to do anything. bring all your documents and ask to speak to a supervisor not just a regular worker

I thought about that but honestly I don't have reliable transportation and with 3 kids, it's hard to get there during their open hours. Plus I heard they're still limiting how many people can be inside at once? The last time I went in person (for a different issue last year), I waited 4.5 hours and still didn't get seen. 😫

I had a super similar issue with San Bernardino County last month. Called and called and kept getting the runaround about being understaffed. I finally tried Claimyr.com which got me through to an actual eligibility worker in like 15 minutes. It cost a few bucks but was worth it to actually talk to someone who could help instead of waiting on hold forever or being disconnected. Yeah, it connects you to the same county office but they somehow get through all the hold queues. The person I talked to was actually helpful once I got through. Worth it because I was literally on hold for 2+ hours the day before I tried it.

Listen, instead of waiting for them to get to your case, you need to MAKE them get to your case. The squeaky wheel gets the grease in this system. Every single morning at 8:00 AM when they open, call them. Every. Single. Morning. Eventually, someone will get annoyed enough to just process your case to stop you from calling. Also, if you have ANY changes (even tiny ones like a $5 change in rent), report it through BenefitsCal - this sometimes triggers them to look at your case. The system is BROKEN and you have to work it to get what you legally deserve.

One thing that hasn't been mentioned yet - check with local food banks in the meantime. If you're in Riverside County, try Feeding America Riverside|San Bernardino at (951) 359-4757. They can connect you with emergency food assistance while you're sorting out the CalFresh issues. Don't let your kids go hungry while dealing with bureaucracy. Also, most school districts in Riverside County have summer meal programs that provide free breakfast and lunch to anyone under 18, no questions asked about income or residency.

Thank you for this suggestion. I actually went to a food bank last week but they only gave us enough for about 3 days. I'll try the one you mentioned. And yes, my kids are getting the school meals which has been a huge help, but weekends are still tough.

That said, you still have rights. Here's what you should do: 1. Request expedited service if your household income is very low compared to your rent/utilities (sounds like you qualify) 2. Call the county AND submit a message through BenefitsCal specifying that you're facing a food emergency 3. If no response in 2 business days, contact your county Board of Supervisors office 4. You can also file a formal Civil Rights complaint if you believe the delay is discriminatory in any way Remember that when your benefits are eventually approved, they should be backdated to your application date. Make sure they don't just start from the approval date.

YES! Finally got it resolved yesterday! I used the Claimyr service that someone mentioned above to get through to a real person, and then I specifically mentioned I needed 'expedited service' and was experiencing a 'food emergency' (using those exact terms). The worker pulled up my case right away and discovered it had actually been assigned to someone who went on medical leave! They reassigned it on the spot and processed my approval within an hour. Benefits should be on my EBT card by tomorrow. They're also backdating it to my application date like they're supposed to.
