CalWORKs benefits suspended for 3+ months during recertification - can't reach anyone!

I'm at my wit's end with this CalWORKs recertification nightmare! Submitted everything back in December 2024 and it's now March 2025, and my benefits have been suspended this ENTIRE TIME. Three months with no Cash Aid for me and my two kids. I've called the county office literally 50+ times (always disconnected after 2 hours on hold), tried going in person twice (waited 5 hours each time and never got seen), and sent messages through BenefitsCal that never get answers. My worker's voicemail is always full. Meanwhile, I'm behind on rent, had to borrow money from everyone I know, and my kids need basic stuff. Has anyone broken through this recertification black hole? Any tricks to actually connect with a human being at social services? I'm desperate here.

5AM?? Seriously? I've gone at 8am when they open and there were already like 30 people ahead of me. Did you have to take your kids too? Mine are 3 and 5 and I can't imagine making them wait that long ugh

I'm so sorry you're going through this. The recertification backlog is especially bad right now after the system update they did in November. A few things to try: 1) File for an administrative hearing immediately - this often gets attention faster than regular channels. You can request this through BenefitsCal or call the state hearing division at 1-800-743-8525. 2) Contact your county Board of Supervisors office - they can sometimes expedite cases that have been pending too long. 3) Specifically ask for "immediate need" assistance when you go in person, as this requires them to address your case within 3 working days if you have no income. 4) Make sure all your verification documents are uploaded to BenefitsCal AND bring physical copies when you go in. Don't give up! They legally have to process your recertification, and you should receive retroactive benefits for any months you were eligible.

Thank you so much for these tips! I didn't know about the administrative hearing option - definitely going to try that tomorrow. I've uploaded everything to BenefitsCal multiple times but will try the Board of Supervisors too. Do they really have to give retroactive payments? My worker once told me if I miss deadlines I just lose those months completely.

This is absolutley CLASSIC CalWORKs behavior!!! They WANT you to give up so they dont have to pay you. My sister had her benefits cut off during recert and when she FINALLY got through 2 months later they claimed they "never received" her SAR7 even though she had the receipt from when she dropped it off!!! The system is DESIGNED to be impossible to navigate and they know it. Don't let them win!!

That's not entirely accurate. The county workers are just overwhelmed with cases. After funding cuts last year, many offices are operating with 30% fewer staff handling the same caseloads. It's not a conspiracy to deny benefits, it's just an overloaded system. Not making excuses, but having worked in the system, I know most workers genuinely want clients to get their benefits.

Have you tried calling right when they open? I had a similar issue with my CalWORKs recertification and I found if I called exactly at 8:00am, I had better luck getting through. Also, I discovered this service called Claimyr (claimyr.com) that actually calls the office for you and then connects you once a real person answers! Saved me from hours of hold time. They have a video showing how it works: https://youtu.be/jzISHxCPLwE Also, write down the name of ANYONE you talk to, even if it's just the receptionist. Having names gives you leverage when you have to follow up.

I've tried calling right at 8am but I'll check out that Claimyr thing! At this point I'll try anything. Did they actually get you through to someone who could help? And did your benefits eventually get reinstated?

Yes! I actually got through to a supervisor who looked up my case right away. Found out my recertification was sitting in someone's queue who was out on medical leave. Got my benefits back within a week AND backpay for the missed months. The service just puts you at the front of the queue basically.

I deal with this situation frequently with clients. Here's what you need to know: if your recertification was submitted on time (even if they claim documents were missing), you should receive "aid paid pending" until they make a determination. This means your benefits continue while they process your recertification. Call the main line and specifically request to speak with a supervisor about "aid paid pending" for your recertification. Be clear that you submitted everything on time and have had no formal denial notice. Also request an "expedited benefit determination" due to hardship. If they don't resolve this within 48 hours, contact your county's Department of Social Services Ombudsman office. They have authority to intervene in delayed cases.

Aid paid pending has sadly been very inconsistently applied since the post-COVID policy changes. I work at a legal aid office, and we're seeing more cases where benefits are suspended during recertification even when submitted on time. The system was supposed to default to continuing benefits, but the actual implementation has been spotty at best.

That's a good idea. Do you know if they have a long waiting list? I need help like yesterday 😩

I understand your frustration completely. I'd recommend documenting everything meticulously from this point forward. When you call, note the time, date and reference number. When you go in person, ask for something in writing confirming you were there seeking assistance with your recertification. One often-overlooked approach is contacting your state assembly member's office. Their constituent services staff can often work wonders with benefits issues. Google "[your county] state assembly member" and call their district office. Also, make sure you understand what specific documents they need. Sometimes the hold-up is something simple like missing a particular verification that wasn't clearly communicated. Check your BenefitsCal account for any notices showing what might be missing.

Thank you! I never thought about contacting my assembly member. I'm honestly not even sure what's missing - my last letter just said "pending verification" but didn't specify what documents they needed. I've uploaded my rent receipts, pay stubs, kids' school enrollment forms, basically everything I could think of.

This is mostly correct, but with an important clarification: you'll receive retroactive benefits only for months where you met all eligibility requirements. If your recertification was actually incomplete (missing documents they requested), they may not backdate for that period. However, if you submitted everything and they just didn't process it, then yes, you should receive all benefits you were eligible for during the delay.
