Won ESD appeal 9 months ago but still no payment - anyone dealt with this?

So frustrating! I filed for unemployment back in August 2024 after being laid off from my construction job. ESD initially denied my claim saying I quit voluntarily (which was 100% false). I appealed right away and had my hearing with OAH in November. The judge ruled in my favor in December 2024 and said I was eligible for benefits from the beginning. It's now SEPTEMBER 2025 and I still haven't received a single payment! My eServices account shows the appeal as 'decided' but my claim is still stuck in some weird limbo status. I've called ESD literally 40+ times and either get disconnected or told 'it's being processed' with no timeline. I'm owed around $19,200 in back benefits (32 weeks @ $600/week) and have burned through all my savings waiting. Has anyone else had their appeal approved but then waited forever for actual payment? What finally worked to get your money? I'm at my wits end here!!!

Yep, this is unfortunately common with post-appeal payments. The system doesn't automatically process payments after an appeal win - there's a manual review that has to happen with an ESD specialist. What worked for me was: 1. Call first thing Monday morning (literally 7:59am) when they open 2. Specifically ask for a 'post-appeal payment specialist' 3. Have your appeal decision number ready (should be on your OAH paperwork) It took me about 4 months after my appeal win to get paid, but it did eventually come through with all back payments. Don't give up!

Thanks for the tips! I've been calling random times of day so maybe the morning strategy will work better. Did you have to call multiple Mondays or did you get through on your first try? My appeal decision number starts with '25-' something if that helps.

same thing happend to me!!!! won my appeal in may still no $$$ in september. ive left like 100 messages in the eservices message center and NOTHING. its like they hope we just give up and go away

The message center is useless for post-appeal issues. You NEED to talk to someone on the phone who can manually push it to the payment team. I know it's frustrating, but keep trying to reach a live person.

This is a common issue with appeal implementations. After an OAH judge rules in your favor, the case goes back to ESD for what's called "appeal implementation" - basically they have to reconfigure your claim to reflect the judge's decision. This is a manual process handled by a specific team and unfortunately, there's often a backlog. You need to specifically request to speak with the "Appeals Implementation Unit" when you call. Regular agents often can't see or don't understand where your claim is stuck. Also, you might consider contacting your state representative's office - they can sometimes expedite these issues through legislative inquiry. Don't worry though - when you do get paid, you'll receive ALL back payments including interest if it's been more than 30 days since the appeal decision.

OMG the same exact thing happened to me! Won my appeal last year and waited SEVEN MONTHS before getting paid. What finally worked for me was using Claimyr to actually get through to a human at ESD. Yeah it's legit - they basically just help you skip the phone queue. I was skeptical too but nothing else was working for me after months of trying. They don't handle your actual claim or anything, just help you connect with ESD agents faster.

wtf its been 9 MONTHS since u won?? that is INSANE even for esd!! when i had my appeal in 2023 i got paid like 3 weeks after winning. something is def wrong with ur claim. u need to DEMAND a supervisor when u call, dont take no for an answer. regular agents just read scripts.

I know right? I thought maybe 2-3 weeks max after winning. I've asked for supervisors but they always say "one will call you back" and then nothing happens. Did you do anything special to get yours processed so quickly?

One other thing to try - check if your claim is showing as "pending payment" or if it's still in "adjudication" or some other status. If it's in adjudication even after your appeal win, that means they're reviewing something else about your claim unrelated to what you appealed. This happened to me - I won my appeal for the voluntary quit issue, but then they started reviewing my job search activities, which caused another delay.

Interesting... mine shows "Under Review - Appeal Implementation" when I log in. Does that mean they're still working on implementing the appeal decision? I assumed that would be a quick process.

"Under Review - Appeal Implementation" means you're in exactly the queue I mentioned. Your claim is with the Appeals Implementation Unit waiting for them to process the judge's decision. This is a specialized team that handles post-appeal claim adjustments, and they're typically handling a significant backlog. When you call ESD, specifically say "My claim shows as Under Review - Appeal Implementation and I need to speak with someone who can help with expediting appeal implementation." General agents often can't help with this specific status.

Have you been filing your weekly claims this entire time? Even while waiting for appeal and after winning, you MUST continue filing weekly claims or you won't get paid for those weeks, regardless of eligibility. I've seen many people win appeals but not get full back pay because they stopped filing weekly claims during the appeal process.

Yes! I've filed every single week without fail since August 2024. I was very careful about that because I read on this forum that you need to keep filing even during appeals. All my weekly claims show as "pending" in the system.

Update for anyone following this thread: I talked to the OP privately and they finally got through to ESD using the advice here. Their payment is being processed now and they should receive all back benefits within 48 hours! Sometimes it just takes persistence (and knowing exactly who to ask for).

Yes! Thank you all SO MUCH for your help! I finally got through and spoke to someone in the Appeals Implementation Unit. They said my claim had been caught in a technical glitch where the system wasn't properly coding my eligibility after the appeal. They fixed it manually and I should have ALL my back payments by Friday! What worked was calling right at 8am and specifically asking for the Appeals Implementation team. Can't thank this forum enough!!!
