Won ESD appeal but no payment after 2 weeks - how to actually reach a human?
I'm at my wits end with this whole ESD situation! I appealed my denied unemployment claim and had the hearing with an Administrative Law Judge about a month ago. Good news - I won the appeal 2 weeks ago and received the official order from OAH stating ESD was ordered to pay me. But guess what? NOTHING has shown up in my account yet! The order is clear that I'm eligible for benefits, but my eServices account doesn't show any pending payments. I've tried calling the claims center literally 23 times over the past week but it either says 'high call volume' and hangs up on me or puts me on hold for 40+ minutes then disconnects. I've sent 3 messages through eServices and zero response. Does anyone know how long it typically takes for ESD to process payments after an appeal victory? And more importantly, is there ANY way to actually speak to a real human being there? I'm starting to think they don't actually exist lol. I've got rent due next week and I'm seriously stressing out.

Congrats on winning your appeal! That's a big victory, seriously. But yeah, the payment delay is frustrating but unfortunately normal. In my experience, it takes ESD about 3-4 weeks to process payments after an appeal decision. They're supposed to do it within 10 business days but that rarely happens. The system is completely overwhelmed still. As for reaching a real person, I was in the same boat until I found this service called Claimyr. They basically hold your place in line and call you back when they get an ESD agent on the line. Saved me hours of frustration. •Thanks for the tip! 3-4 weeks is ridiculous considering I've already gone months without income during the appeal process. I'll check out that Claimyr thing - at this point I'll try anything to talk to someone. Did you need to do anything else after winning your appeal or did the payment eventually just show up?

The official process is that after an OAH decision, ESD has to "implement" the judge's order, which means they have to recalculate your benefits and update your claim in their system. This process can take 2-3 weeks, sometimes longer if there are any complications with your specific claim. Do you see anything in your eServices account that says "Decision Status: Implementation in Progress" or anything about "Adjudication"? Sometimes they put the claim back into adjudication to process the changes ordered by the judge. If it's been more than 3 weeks since you received the order, you should contact your state representative's office. They have special channels to reach ESD and can often get things moving faster.

•There's nothing in my eServices account except the original denial! That's part of what's stressing me out - shouldn't there at least be some indication that things are changing? i had literly the EXACT same thing happen in February!!! won my appeal and then NOTHING for weeks. so annoying!!! what finally worked for me was calling RIGHT when they open at 8am sharp. still took like 20 tries but i finally got thru. the lady told me my claim needed "manual implementation" bcuz the system doesnt automatically update after appeals. took 5 weeks total to get paid after my appeal win. hang in there!!!

The whole ESD system is DESIGNED to make you give up! They deny legitimate claims hoping people won't appeal, then when you win the appeal they drag their feet paying you hoping you'll just go away. I had to wait SIX WEEKS after winning my appeal before I saw a dime, and that was only after I contacted my state senator who lit a fire under them. The unemployment system in this state is completely broken and nobody seems to care.

•While I understand your frustration, I don't think it's accurate to say the system is designed to make you give up. ESD is understaffed and operating on outdated technology, which explains many of the delays. They're actually obligated by law to implement appeal decisions, though the timeframes can certainly be frustrating. To the original poster: If your eServices account doesn't show any updates at all after receiving the judge's order, that could indicate that your claim hasn't been queued for implementation yet. I'd recommend contacting the OAH office that issued your decision - sometimes they can nudge ESD to start the implementation process if it's fallen through the cracks.

Something else to try - call the technical support line instead of the regular claims line. Sometimes they can transfer you to a claims specialist after verifying your identity. The tech support line is usually less busy. Also, don't forget that ESD has specific callback hours where they're supposed to return messages left with them. Did you try the callback option?

my cousin works at esd (not saying which office lol) and she says they're WAY behind on processing appeal stuff right now. like hundreds of cases behind. she said to keep checking ur eservices account because sometimes they process the payment but the notification email doesn't go out. did u check ur bank account directly too? sometimes it deposits before the esd website updates.

I was in your exact situation last year. After my hearing, I had to wait almost a month for payment. What ended up working was contacting the Unemployment Law Project - they have advocates who can sometimes intervene with ESD. Also, I found that calling on Wednesday afternoons was somehow better than other times. Less busy for some reason? Hang in there!

UPDATE: I finally got through using the Claimyr service someone mentioned above! The ESD agent told me my case was flagged for "manual processing" due to the appeal decision, but it hadn't been assigned to anyone yet. She expedited it and said I should see payments within 5-7 business days. She also backfilled all my weekly claims that were in limbo during the appeal process. What a relief!
