What qualifies you for unemployment in Washington state - confused about eligibility requirements

I'm trying to figure out if I qualify for unemployment benefits through Washington ESD and honestly the requirements seem confusing. I worked at a restaurant for about 8 months before they laid me off due to slow business. I made around $18,000 during that time but I'm not sure if that's enough to qualify. I also had a part-time job at a retail store for 3 months earlier in the year where I made maybe $4,000. Do they look at all your jobs combined? And what about the job search requirements - do you have to start looking immediately or can you wait a few weeks? I've never filed for unemployment before so I'm really lost on what the actual qualifications are.

Washington ESD looks at your total wages from all jobs during what they call your 'base period' - usually the first 4 of the last 5 completed quarters before you file. You need to have earned at least $1,005 in your highest quarter and total wages of at least $1,005 in your base period. Sounds like you should qualify with $22,000 total. You also need to be able and available for work, actively seeking work, and have lost your job through no fault of your own.

Oh okay that makes sense. So the $22,000 I made should be enough. What counts as 'actively seeking work' though? Do I need to apply to a certain number of jobs each week?

0 coins

Yes, you need to make at least 3 job search activities per week and keep a log. This can include applying for jobs, attending job fairs, networking events, etc. You'll report this when you file your weekly claim.

I was in a similar situation last year and qualified easily. The hardest part was actually getting through to Washington ESD to ask questions about my claim. Their phone lines are constantly busy and I kept getting disconnected. I ended up using this service called Claimyr that helped me get through to an actual agent. You can check them out at claimyr.com - they have a video demo at https://youtu.be/7DieNd3C7zQ that shows how it works.

How much does that cost? I'm already tight on money and don't want to pay extra fees just to talk to someone.

0 coins

It's worth it when you're stuck and need answers. Way better than spending hours trying to get through on your own. Plus they don't ask for your personal info which I liked.

The basic requirements are pretty straightforward but there are some nuances. You need to have worked in Washington state, lost your job through no fault of your own (layoffs, business closures, etc.), be physically able to work, available for work, and actively seeking employment. You also can't quit voluntarily unless it was for 'good cause' like unsafe working conditions or harassment.

What if you were fired for performance issues? Does that disqualify you?

0 coins

It depends on the circumstances. If you were fired for misconduct or willful violations of company policy, you might be disqualified. But if it was just performance issues or not being a good fit, you might still qualify. Washington ESD will investigate and make a determination.

ugh the whole system is so confusing!! i tried to file last month and got so overwhelmed by all the questions. they ask about every single job you've had and want exact dates and wages. took me like 2 hours to fill out the application because i had to dig through old pay stubs

0 coins

Yeah it's definitely tedious but having all that information ready makes the process smoother. I recommend gathering your Social Security card, driver's license, and pay stubs from the last 18 months before you start.

thanks! wish someone had told me that before i started filling it out lol

Don't forget about the waiting week! In Washington, you have to serve one waiting week before you can receive benefits. So even if you qualify and get approved, your first week of unemployment won't be paid. It's basically a penalty for filing.

0 coins

Wait what? So I won't get paid for the first week even if I qualify? That seems unfair.

0 coins

Actually, Washington eliminated the waiting week in 2021. You can now receive benefits for your first week of unemployment if you're eligible. @8 might be thinking of how it used to work.

0 coins

Oh wow really? I didn't know they changed that. That's actually great news!

0 coins

I qualified last year but it took forever to get approved because my claim went into adjudication. Apparently when you have multiple jobs or there are questions about why you lost your job, they have to investigate. Mine took 6 weeks to resolve and I couldn't get anyone on the phone to explain what was happening.

0 coins

Six weeks?! That's crazy. How did you survive financially during that time?

0 coins

It was rough. I had to borrow money from family and use credit cards. When it finally got approved I received all the back pay, but those 6 weeks were hell.

0 coins

This is exactly why I mentioned Claimyr earlier. When you're in adjudication and can't get answers, being able to actually reach an agent makes a huge difference.

Another thing to consider is that you need to register with WorkSource Washington and maintain an active job search profile there. It's part of the work search requirements. You can do this online at WorkSourceWA.com.

0 coins

Is that something I need to do before filing for unemployment or after?

0 coins

You should do it as soon as possible after filing your initial claim. Washington ESD will eventually check to make sure you're registered and actively using the WorkSource system.

just a heads up - if you worked in food service make sure you report ALL your tips when you file. i know a lot of servers who got in trouble later because they didn't report cash tips to the IRS and then couldn't prove their full income for unemployment

0 coins

Oh good point. I did get cash tips but I always reported them on my taxes. Should I have documentation of that?

0 coins

yeah keep your tax returns handy just in case. washington esd can request proof of income if there are discrepancies

0 coins

The income requirements aren't too hard to meet but you also need to have worked for a certain number of weeks. I think it's at least 680 hours in your base period or wages in at least two different quarters. Someone correct me if I'm wrong on the exact numbers.

0 coins

Close but not quite. You need wages in at least two quarters of your base period, but there's no specific hour requirement. It's based on wages earned, not hours worked.

0 coins

Ah thanks for the correction! I was thinking of the old requirements.

Does anyone know if there are different rules for seasonal workers? I worked construction during the summer but the company always lays everyone off in winter. I've been doing this for 3 years and always file for unemployment during the off-season.

0 coins

Seasonal workers can definitely qualify for regular unemployment benefits. The key is that you're laid off due to lack of work, not because the season ended. Construction workers often qualify during winter months.

0 coins

Good to know! I was worried they might consider it a voluntary separation since I knew the layoff was coming.

0 coins

Be prepared for the identity verification process too. Washington ESD has gotten really strict about confirming who you are before approving benefits. You might need to upload photos of your ID and Social Security card.

0 coins

Is that something everyone has to do or just in certain cases?

0 coins

It seems pretty random but they've definitely increased security since the pandemic fraud issues. Just be ready to provide documentation if they ask.

0 coins

The job search requirement is 3 activities per week but they're pretty flexible about what counts. Networking, updating your resume, attending virtual job fairs, even creating profiles on job sites like Indeed or LinkedIn can count as activities.

0 coins

That's helpful! I was worried I'd have to apply to 3 jobs every single week.

0 coins

Nope, just 3 work search activities. Keep good records though because they do audit people randomly.

0 coins

I've been on unemployment twice and both times I had issues getting through to customer service when I had questions. Last time I tried that Claimyr service someone mentioned and it actually worked - got connected to an agent within minutes instead of calling for hours.

0 coins

Did you have to pay for that service? Seems like something Washington ESD should provide for free.

0 coins

Yeah it costs money but honestly it was worth it when I was stressed about my claim status. Sometimes you just need to talk to a real person to get answers.

0 coins

One more thing - if you're thinking about going back to school while on unemployment, there are special programs that might let you collect benefits while in training. Look into the Training Benefits program if you're interested in learning new skills.

0 coins

That sounds interesting. Do you know what kinds of training programs qualify?

0 coins

Usually vocational training, community college programs, or approved online courses. You have to get approval from Washington ESD first though.

0 coins

Just file and see what happens honestly. The worst they can do is say no, and if you think you qualify then you probably do. The application process will walk you through everything step by step.

0 coins

Yeah I think I'm overthinking it. I'll just gather my documents and file this week. Thanks everyone for all the helpful info!

0 coins

Good luck! Remember to file your weekly claims every week even if your initial claim is still being processed. Don't let those weeks go by without filing or you might lose them.

0 coins

The system has definitely improved since the pandemic chaos but there are still delays sometimes. Just be patient and keep following up if you don't hear anything for a while. Most people do get approved if they legitimately qualify.

0 coins

Thanks for the encouragement! I feel much better about the process now.

0 coins

Yeah don't stress too much about it. The hardest part is usually just getting started with the application.
