Is underemployment considered unemployment for Washington ESD benefits?

I've been working part-time at a retail job for the past two months making about $180/week, but I used to make $850/week at my previous full-time position before getting laid off. I'm actively looking for full-time work but haven't found anything yet. Can I qualify for Washington ESD unemployment benefits even though I'm technically employed? I'm confused about whether underemployment counts as unemployment for UI purposes. My hours are inconsistent too - sometimes 15 hours, sometimes 25 hours per week.

Yes, you can absolutely file for partial unemployment benefits in Washington! If you're working part-time and earning less than your weekly benefit amount, you may qualify for reduced UI payments. The key is that you need to report all your earnings when you file your weekly claims.

That's great news! Do I need to meet the same job search requirements as someone who's completely unemployed?

0 coins

Yes, you still need to do 3 job search activities per week and be able and available for full-time work.

I was in a similar situation last year. Washington ESD calls it 'partial unemployment' and you can definitely qualify. Just make sure you report your exact earnings each week, not just estimate. They'll deduct a portion of what you earn from your weekly benefit amount.

0 coins

How much do they typically deduct? Is it dollar for dollar?

0 coins

No, they have a formula. I think you can earn up to about $7 per week without any deduction, then they deduct 75 cents for every dollar you earn above that amount.

I've been trying to get through to Washington ESD for weeks about this exact same issue but their phone lines are always busy or I get disconnected after waiting 2+ hours. It's so frustrating when you just need a simple answer about partial benefits!

Have you tried using Claimyr? I found out about it recently and it actually got me through to a real Washington ESD agent in about 20 minutes. They have a demo video at https://youtu.be/7DieNd3C7zQ that shows how it works. Basically calls for you and holds your place in line.

0 coins

Never heard of that but I'm definitely going to check it out. I can't keep losing entire days trying to call Washington ESD.

0 coins

Claimyr.com saved my sanity too. Worth every penny when you actually need to talk to someone at Washington ESD about complicated situations like partial unemployment.

0 coins

Wait, so if I'm making $200 a week at my part-time job, I can still get unemployment? That doesn't seem right... I thought you had to be completely out of work.

0 coins

It's called partial unemployment and it's designed to help people who are underemployed while they search for full-time work. You still have to meet all the regular requirements though.

0 coins

Okay that makes more sense. I guess it encourages people to take part-time work instead of just sitting at home.

0 coins

FINALLY someone asks this question! I've been wondering the same thing. My unemployment ran out but I'm only getting 12 hours a week at Target. Living paycheck to paycheck and still can't find anything full-time.

0 coins

You should definitely apply for partial benefits if you haven't already. Even getting a couple hundred extra per week would help with bills.

0 coins

Yeah I'm going to file this weekend. Just hope it doesn't take forever to get approved.

0 coins

One thing to keep in mind - you have to be available for full-time work to qualify for partial benefits. So if your part-time job is during typical business hours and prevents you from accepting full-time work, that could be an issue.

0 coins

My schedule is pretty flexible and I work mostly evenings and weekends, so I think I should be okay on that front.

0 coins

This is important! I got denied initially because my part-time job was 9-5 Monday through Friday, so they said I wasn't available for full-time work.

0 coins

Did you appeal that decision? Seems like there might have been room to argue that point.

0 coins

The job search requirement is the same whether you're fully unemployed or partially unemployed - 3 activities per week minimum. Keep good records because they do audit job search logs randomly.

0 coins

What counts as a job search activity? I've been applying to jobs online but wasn't sure if that's enough.

0 coins

Online applications count, but you can also do things like attending job fairs, networking events, or even informational interviews. Just document everything in your WorkSourceWA account.

Update: I tried that Claimyr service someone mentioned and wow, it actually worked! Got through to Washington ESD in about 30 minutes instead of the usual 3-hour nightmare. The agent confirmed I can file for partial benefits even though I'm working 20 hours a week.

0 coins

That's awesome! Did they give you any specific advice about filing while partially employed?

0 coins

She said to make sure I report my gross earnings each week, not net. And to keep looking for full-time work since that's a requirement for partial benefits.

0 coins

For anyone still confused about the earnings calculation: Washington ESD allows you to earn 1/4 of your weekly benefit amount without any reduction. After that, they reduce your benefit by 75% of what you earn. So it's still worth working part-time.

0 coins

Can you give me an example? I'm terrible at math.

0 coins

Sure! If your weekly benefit is $400, you can earn up to $100 without reduction. If you earn $200, they'll reduce your benefit by $75 (75% of the $100 over the threshold), so you'd get $325 instead of $400.

Just to clarify for everyone - underemployment and partial unemployment are essentially the same thing in Washington state. You're working but not earning what you need or what you were earning before. The state recognizes this and provides partial benefits to bridge the gap.

0 coins

Thanks for clarifying the terminology. I wasn't sure if there was a difference between those terms.

0 coins

This whole thread has been super helpful. I had no idea partial unemployment was even a thing.

0 coins

Applied for partial benefits yesterday after reading this thread. Fingers crossed it goes through without any issues. My part-time job barely covers rent, so even a little extra would help a lot.

0 coins

Good luck! Make sure you keep filing your weekly claims even if the initial claim is still processing.

0 coins

Will do! Thanks for all the advice everyone.

0 coins

One more tip for anyone filing for partial benefits - when you do your weekly claim, there's a specific question about hours worked and earnings. Make sure you answer both parts accurately or it can delay your payment.

0 coins

Good to know! I haven't filed my first weekly claim yet so I'll pay attention to that.

0 coins

Yes, and always use gross earnings, not what you take home after taxes. That trips people up sometimes.

0 coins

Does anyone know if there's a time limit on how long you can collect partial benefits? Like if I'm working part-time for 6 months while looking for full-time work?

0 coins

Same time limits as regular unemployment - up to 26 weeks in most cases. But you have to keep meeting all the requirements including active job search.

0 coins

Makes sense. At least there's some consistency with the regular UI rules.

0 coins

This has been really educational. I thought unemployment was all or nothing, but partial benefits make a lot of sense for people trying to get back on their feet.

0 coins

Same here! It actually encourages people to take whatever work they can find instead of turning down part-time jobs.

0 coins

Exactly the point of the program. It's supposed to be a bridge to full employment, not a disincentive to work.

0 coins

Quick question - do you have to have been collecting regular unemployment first, or can you apply directly for partial benefits if you go from full-time to part-time work?

0 coins

You can apply directly for partial benefits. You don't need to have been collecting regular UI first. As long as you meet the earnings requirements from your base period, you should qualify.

0 coins

Perfect, that's exactly what I needed to know. Thanks!

0 coins

UPDATE: I filed my initial claim for partial benefits and it was approved! Got my first payment this week. The amount was exactly what someone calculated earlier in this thread. Really appreciate all the help and advice from everyone here.

0 coins

Congrats! That gives me hope that mine will go through smoothly too.

0 coins

Great news! Remember to keep up with your job search requirements and report your earnings accurately each week.

0 coins

Awesome! This thread helped so many people figure out their partial benefit eligibility.

0 coins

For anyone reading this later - I just want to emphasize that you MUST be actively looking for full-time work to qualify for partial benefits. It's not just supplemental income for people who want to work part-time permanently.

0 coins

Good point. The job search requirement is really important and they do check up on it.

0 coins

Yes, and document everything! Keep records of applications, interviews, networking - whatever you're doing to find full-time work.

0 coins

This thread should be pinned or something. So much useful information about partial unemployment benefits that I never knew existed.

0 coins

Agreed! I learned more from this discussion than from the Washington ESD website.

0 coins

Really glad I asked the question. Seems like a lot of people were in the same boat as me.

0 coins

One last thing to add - if your part-time work hours vary a lot from week to week, make sure you report the exact hours and earnings for each specific week when you file your weekly claim. Don't average it out or estimate.

0 coins

That's actually really important for my situation since my hours are all over the place. Thanks for mentioning that.

0 coins

Absolutely. Accuracy is key with Washington ESD. Any discrepancies can cause delays or issues with your benefits.

0 coins

Thanks to everyone who contributed to this discussion. I'm bookmarking this thread for future reference. Never know when I might need to help someone else understand partial unemployment benefits.

0 coins

Definitely worth bookmarking! This community is really helpful for navigating the unemployment system.

That's what these forums are for - helping each other figure out the complex world of unemployment benefits.
