How many hours do I need to get Washington ESD unemployment benefits?

I'm trying to figure out if I qualify for unemployment in Washington state. I've been working part-time at a retail job for about 8 months now, usually getting around 25-30 hours per week. My manager just told me they're cutting my hours down to maybe 10-15 hours because business is slow. I heard you can get unemployment if your hours get reduced but I'm not sure what the requirements are. Does anyone know how many hours you need to have worked to qualify for Washington ESD benefits? And can you get partial unemployment if you're still working but with way fewer hours?

It's not just about hours worked - Washington ESD looks at your wages earned during your base period. You need to have earned at least $3,850 in wages during your base period, and you need wages in at least two quarters of your base period. Your base period is typically the first four of the last five completed calendar quarters before you file your claim.

Thanks! What exactly counts as wages? Just my regular hourly pay or does it include tips and overtime too?

0 coins

Regular wages, overtime, tips, commissions, and most bonuses count toward your base period wages. However, severance pay and some other types of compensation might not count.

You can definitely get partial unemployment benefits if your hours got cut! I went through this same situation last year when my restaurant reduced everyone's shifts. As long as you're earning less than your weekly benefit amount, you can get partial benefits to make up some of the difference.

0 coins

That's exactly what I was hoping to hear! Do you remember how the process worked? Did you have to prove your hours got cut?

0 coins

Yeah, Washington ESD will verify your reduced hours with your employer. You'll need to report your earnings each week when you file your weekly claim. They'll calculate your partial benefit based on what you earn vs what your full weekly benefit amount would be.

I had trouble getting through to Washington ESD when I needed to ask about my eligibility. Spent hours on hold and kept getting disconnected. Finally found this service called Claimyr that helped me get through to an actual agent. They have a system that waits on hold for you and calls you back when someone picks up. Check out claimyr.com - there's even a demo video at https://youtu.be/7DieNd3C7zQ showing how it works.

How much does something like that cost? I'm already struggling financially and don't want to pay a bunch of money just to talk to unemployment.

0 coins

It's way cheaper than missing work to sit on hold all day. Plus they only charge you if they actually get you connected to someone. Saved me probably 6+ hours of calling myself.

I'm always skeptical of these third-party services but honestly the Washington ESD phone system is so broken that it might be worth it.

The wage requirement is just one part of eligibility. You also need to be able and available for work, actively seeking work, and you can't have been terminated for misconduct. Since your hours got reduced through no fault of your own, you should be fine on that front.

0 coins

What does 'actively seeking work' mean exactly? Do I need to be looking for a completely new job or can I just be available for more hours at my current job?

0 coins

You need to be genuinely looking for work that would provide you with full-time employment or at least enough hours to meet your needs. Just waiting for more hours at your current job usually isn't enough to satisfy the job search requirement.

ugh the job search requirement is such a pain. you have to log into that WorkSource website every week and document your job search activities. make sure you're applying to at least 3 jobs per week and keeping detailed records

0 coins

3 jobs per week seems like a lot when I'm still working part-time. Do they really check up on that?

0 coins

Xan Dae

they can randomly audit your job search log so yeah you need to actually be doing it. but you can count things like attending job fairs, networking events, or even online training courses toward your weekly requirements

0 coins

Actually, Washington state requires you to make at least 3 job search contacts per week, but they need to be genuine efforts to find work. The WorkSource system tracks this and yes, they do audit people randomly.

0 coins

I think I qualify too but I'm scared to apply because what if they say I don't and then somehow that affects my current job? Can your employer find out you applied for unemployment?

0 coins

Your employer will be notified if you file an unemployment claim because they get a chance to respond and contest it if they disagree with your reason for claiming benefits. But they can't retaliate against you for filing a legitimate claim.

0 coins

That makes me even more nervous. What if they just decide to fire me completely once they find out I applied?

0 coins

That would actually be illegal retaliation. Plus if they fire you for filing for unemployment due to reduced hours, you'd have an even stronger case for benefits.

0 coins

The whole system is designed to make you give up. I've been fighting with Washington ESD for months over my claim and they keep asking for more documentation. First they wanted pay stubs, then they wanted a letter from my employer, now they want tax records from 2 years ago. It's ridiculous.

0 coins

Wow that sounds really frustrating. What kind of documentation did they want from your employer?

0 coins

They wanted a letter explaining why my hours were reduced and confirmation of my work schedule before and after the reduction. My manager was super annoyed about having to write it.

0 coins

This is exactly why I used Claimyr - when they start asking for all that extra documentation, you really need to talk to someone who can explain what's actually required vs what they're just asking for out of abundance of caution.

0 coins

Just a heads up - even if you qualify for benefits, there's usually a waiting period before you start receiving payments. And your first payment might be delayed while they process everything. Don't count on getting money right away.

0 coins

How long is the waiting period usually? I need to know if I can cover my bills while waiting.

0 coins

There's a one-week waiting period for everyone, but if there are any issues with your claim it can take weeks or even months to get your first payment. That's why it's important to apply as soon as possible after your hours get reduced.

I applied for partial unemployment when my hours got cut and it was actually pretty straightforward. The hardest part was getting through to someone on the phone when I had questions. The online application itself wasn't too bad though.

0 coins

Did you have any problems with the weekly claims? I heard you have to file every week even if you're working part-time.

0 coins

Yeah you have to file your weekly claim every Sunday and report exactly how much you earned that week. If you forget to file or file late, you can lose that week's benefits completely.

0 coins

The weekly filing is super important - I missed one week because I was out of town and forgot, and they made me wait an extra week to get back on track with payments.

0 coins

Does anyone know if the wage requirement changes if you're under 25? I feel like I read something about different rules for younger workers but I can't find it anywhere on the Washington ESD website.

0 coins

The wage requirements are the same regardless of age. However, if you're a recent graduate or new to the workforce, there might be different programs available through WorkSource that could help with job training or placement.

0 coins

Thanks, I was getting confused by something I read online. Good to know the requirements are the same for everyone.

0 coins

One thing to keep in mind is that if you're getting partial benefits, you'll need to keep looking for full-time work. They expect you to be trying to replace the income you lost, not just supplement what you're currently earning indefinitely.

0 coins

That makes sense. So even though I'm still employed part-time, I need to be actively looking for either more hours or a different job that gives me full-time work?

0 coins

Exactly. The partial benefits are meant to be temporary assistance while you're working to get back to full employment. You can't just stay on partial benefits forever.

0 coins

I tried to call Washington ESD last week about my reduced hours situation and spent literally 4 hours on hold before giving up. Has anyone actually gotten through to them recently?

0 coins

I got through using that Claimyr service someone mentioned earlier. Took about 2 hours but they called me back when an agent was available instead of me having to sit on hold the whole time.

0 coins

I might have to try that. I can't afford to spend entire days trying to get through to them.

0 coins

I've had good luck calling right when they open at 8am on weekdays. Still takes a while but better than calling in the middle of the day.

0 coins

Just want to add that if your claim gets approved, you'll get a determination letter explaining your weekly benefit amount and how long you're eligible to receive benefits. Make sure to read it carefully because it has important information about your job search requirements and how to report your earnings.

0 coins

Thanks for the tip! Is there anything specific I should look for in that letter?

0 coins

Pay attention to your weekly benefit amount, your maximum benefit amount for the year, and the specific job search requirements. Also note any special conditions they might have put on your claim.

0 coins

For what it's worth, I think you have a good case for partial benefits based on what you described. Reduced hours through no fault of your own is exactly the kind of situation these benefits are designed for. Just make sure you apply sooner rather than later.

0 coins

Thanks everyone for all the helpful information! I'm going to start gathering my pay stubs and apply this week.

0 coins

Good luck! The process can be frustrating but if you qualify, the benefits really do help bridge the gap when your income gets reduced.

0 coins

Hope it works out for you! Don't get discouraged if they ask for additional documentation - it's pretty normal and doesn't mean you won't get approved.
