I've been working as a per diem nurse at three different hospitals for the past 18 months. My hours have been really inconsistent - some weeks I get 40+ hours, other weeks maybe 15-20, and sometimes nothing at all. Just went through this myself! Had to call Washington ESD multiple times to get someone who understood per diem work.
