Just went through this whole process myself. The wage calculator on their website is pretty accurate. Put in your quarterly earnings and it'll tell you if you qualify and estimate your weekly benefit amount.
One more thing - keep good records of everything. All your pay stubs, any communication with your employer about the hour reduction, etc. You might need it if they have questions about your claim.
The most important thing is to be completely honest on your application and weekly claims. Washington ESD takes fraud seriously, but as long as you're truthful about everything, you shouldn't have any problems as an IHSS worker.
Just wanted to follow up one more time about Claimyr - if you do run into any issues where you need to actually talk to someone at Washington ESD about your IHSS work situation, that service really does make a huge difference. The phone system is impossible otherwise.
Bottom line is you should file the claim if you believe you had good cause. Washington ESD will investigate and make a determination based on the facts. Just be honest and provide as much supporting evidence as possible.
The non-compete thing is interesting. I wonder if Washington ESD would consider that as limiting your ability to search for work in your field. Might be worth asking about during your initial claim interview.
One last tip - if you do end up needing to appeal anything related to your separation agreement and unemployment eligibility, don't wait. The appeal deadlines are pretty strict with Washington ESD.

One thing to keep in mind - if you're filing a new claim, make sure all your wages from the base year are showing up correctly. I had an employer that didn't report wages properly and it took forever to get it fixed. Had to provide pay stubs and tax documents.
