my cousin had the same problem last month and she went to her local WorkSource office in person and talked to someone there. they couldn't fix her claim directly but they had some special email or something to contact ESD staff that actually got a response. might be worth trying that before governor stuff.
Just to provide a bit more context that might help: When a claim is stuck in adjudication for that long, it's usually for one of three reasons: 1) Identity verification issues, 2) Employer dispute about separation reason, or 3) Able & available/job search compliance questions. Do you know which category your issue falls into? If it's identity verification, the Governor's office rarely helps with those due to security protocols. For employer disputes, your state representative is usually more effective. For job search compliance issues, the WorkSource suggestion above is your best option. Understanding what's holding up your claim can help you target the most effective solution.
I'm pretty sure it's an employer dispute. My former employer contested my claim saying I quit, but I was actually laid off when they eliminated my position. I submitted documentation showing this (the layoff notice they gave me), but it's been sitting in adjudication ever since. Does that change who I should contact?
Yes, that definitely helps clarify. For employer disputes, your state representative's office is typically most effective. They can directly contact ESD's legislative liaison, who has authority to investigate why adjudication is taking so long. Make sure to tell your representative's office specifically that this is an employer dispute case where you've already submitted documentation. Also mention the financial hardship and potential eviction to emphasize urgency. If you have your layoff notice, attach a copy to your email to the representative.
One more thing to try: check if you can see your weekly claim status under the "Weekly Claims" tab in eServices. Sometimes there's more information there about why a claim is being held. Also, while waiting to get this resolved, make sure you continue completing your job search activities (3 per week) and documenting them. Even though you can't file right now, you'll need to report these activities when you file retroactively after the pending issue is cleared.

Update: I finally got through to ESD yesterday! Turns out my former employer questioned my hours worked (they reported fewer hours than I claimed). The agent said they'd expedite the adjudication since it's a relatively small discrepancy. She also helped me file my missed weekly claim over the phone and said I should be able to file online again starting next week. Such a relief!
Update: I called ESD this morning about this issue (was on hold for 2.5 hours). The agent confirmed exactly what's happening - when your claim switches from an old one to a recalculated one with new wage data, it automatically triggers a review of ALL separations within the base year, even previously approved ones. The agent said this is to prevent fraud where someone might have been fired for misconduct from one job but laid off from another. The good news is that since you already have documentation from your employer stating they won't contest the claim, you should be fine. The agent should be able to expedite the adjudication if you call and explain that you already provided this documentation.
just wonderng did u get paid for the weeks while in adjudication or did they hold all payments until everything was resolved?
Almost forgot to mention - if your waiver gets denied, don't give up! You can still request a payment plan. I know someone who got a 48-month payment plan with really low monthly payments. Not as good as a waiver but WAY better than having to pay it all back at once or getting your wages garnished!
If you need some guidance on filling out the form, the Northwest Justice Project has a really helpful guide specific to ESD pandemic overpayment waivers. Just search "Northwest Justice Project ESD overpayment waiver guide" and it should come up. They walk through exactly what to include in each section and what documentation is most important. Also - be sure to check if you qualify for a "blanket waiver" which is different from the individual waiver process. In some specific situations, ESD is automatically waiving certain types of overpayments from the pandemic period. This includes cases where you were eligible under one program but should have been paid under a different program.
I found that guide - it's incredibly helpful! After reading through everything, I think I might qualify for the blanket waiver since my overpayment notice mentions something about being paid under regular UI when I should have been under PUA. I'm going to call ESD (using that Claimyr service if I can't get through) to confirm if I'm eligible for the blanket waiver before I go through the whole individual application process. anyone else notice that the ESD site always seems to have "technical difficulties" right when you need it most? lol. i swear they do this on purpose to reduce the number of claims. my partner tried for TWO WEEKS to get in before finally getting through on a tuesday at exactly 10:15am. so maybe try that specific time? not sure if it was just coincidence but worth a shot

Update: I tried clearing my cache and cookies, then used Firefox instead of Chrome like some of you suggested. It worked! I was able to log in at 2pm today and got my claim submitted. Thanks everyone for your help! For anyone else having this issue - definitely try a different browser and clear your cache. Also, mid-afternoon on a weekday seemed to be a good time to access the system.
