I work for a credit union and can confirm that 7-10 business days is standard for any debit card mailing. The postal service just isn't faster than that for regular mail. Some banks offer expedited shipping but I don't think KeyBank does that for the Washington ESD cards.
Update: My card arrived today (day 9)! Thanks everyone for the reassurance. Now I can finally pay my bills. This whole unemployment thing is stressful enough without worrying about when you'll actually see the money.
Just wanted to add - if you run into issues getting through to Washington ESD by phone, that Claimyr service someone mentioned earlier really does work. I was skeptical at first but it saved me hours of frustration when I needed to resolve an issue with my claim.
The most important thing is to file as soon as you're unemployed, even if you're not sure about all the details. You can always ask questions later but you can't backdate your claim very far if you wait too long to file.
The good news is that since you were laid off and not fired for misconduct, you should have a straightforward approval process. Just make sure to apply soon and keep up with your weekly claims and job search.
One last tip - keep track of everything. Save copies of all your applications, correspondence with Washington ESD, and job search activities. You never know when you might need to reference something later.
The wait times are definitely frustrating but hang in there. Once your claim gets approved, you'll receive all the back pay for the weeks you've been waiting. Make sure to keep filing those weekly claims even while you're in adjudication status.
One more thing - if you're really struggling financially while waiting, look into local food banks and assistance programs. Many communities have resources to help people waiting for unemployment benefits. No shame in getting help when you need it.

Your situation sounds very similar to mine from last year. Reduced hours at part-time job, previous full-time employment, family reasons for leaving. I got approved for partial benefits and it really helped bridge the gap while I looked for better employment. Don't let the complexity of the system scare you away from applying.
