For what it's worth, I used to work at Washington ESD and we processed these garnishment orders every day. The caseworkers there understand it's a difficult situation but their hands are tied once they receive the court order. Your best bet really is working directly with Division of Child Support.
Update us on how it goes OP. I'm in a similar situation and might need to deal with this myself soon. Good luck with getting through to DCS and hopefully you can work out something reasonable.

Seriously consider the Claimyr service if you have trouble getting through to DCS. It saved me weeks of frustration trying to reach them on my own.
Final thought - if you need to speak with Washington ESD during the process and can't get through on your own, that Claimyr service at claimyr.com really does work. Sometimes you just need to talk to a human to get things sorted out.
