I went through something similar and won my appeal. The key was showing that reasonable person would have quit under those circumstances. Your hour reduction sounds even more extreme than mine was.
One more tip - if you have any medical conditions or family obligations that made the reduced schedule particularly problematic, mention those in your appeal. It adds to the 'good cause' argument.
One more tip - if your employer does contest your claim and you disagree with the initial decision, you can appeal. Don't give up if the first decision doesn't go your way.

Bottom line - focus on your own claim rather than worrying about the state percentage. Make sure you're filing your weekly claims on time and meeting all the requirements. The unemployment rate is just a macro economic indicator.
The weekly claim process becomes routine after a few weeks. Just set a reminder to file every Sunday and keep track of your job search activities throughout the week.
Don't forget to check your claim status regularly too. Sometimes Washington ESD will put a hold on your claim for various reasons and you need to resolve it quickly to avoid missing payments.
