Social Security online application stuck on 'save and exit' with no submit button - how to complete?

I've been working on my Social Security retirement application online for the past week, and I thought I was finally done today. But when I got to what seems like the last page, there's only a 'save and exit' button at the bottom - no 'submit' button anywhere! The MySocialSecurity dashboard shows my application as 'not submitted' even though I've filled out everything. I've gone through every tab and section multiple times, answered all the questions, and uploaded all the required documents. Every time I hit 'save and exit', it takes me back to my account page showing an incomplete application. I'm totally stuck and frustrated - how do I actually SUBMIT this thing? Has anyone else run into this problem? I'm worried I'll miss my enrollment window if I can't figure this out!

Thanks for responding! I've looked for a review button everywhere and can't find it. I'll try Chrome instead of Firefox - maybe that will help. It's driving me crazy that there's no clear instructions about this!

There are a couple of possibilities here: 1. You may have missed a required field somewhere in the application. The system won't let you submit until ALL required fields are completed. Go back through each section and look for any red asterisks or highlighted fields. 2. There should be a "Review" or "Submit" button on the final summary page. If you're only seeing "Save and Exit," you're likely not on the actual final page yet. 3. Sometimes the SSA online system has session timeouts that can cause issues. Try logging out completely, clearing your browser cache, and logging back in. 4. Check if you have any pop-up blockers enabled - sometimes the submission confirmation appears in a pop-up window that might be blocked.

Thank you for these suggestions! I'll try each one. I'm pretty sure I filled out everything with red asterisks, but maybe I missed something. I'll pay extra attention to that when I go back through it all.

While calling is an option, the online application system does work correctly for most people. It's designed to ensure all information is complete before submission is allowed. I'd recommend trying the troubleshooting steps first before spending hours trying to reach someone by phone.

I had this EXACT same problem two months ago! What fixed it was clicking on the "Application Status" tab first, then there was an option to review the application, and THEN the submit button finally appeared. The website navigation is really confusing. If that doesn't work, try using Internet Explorer (if you still have it) because some government sites work better with older browsers for some reason.

Thank you! I'll check the Application Status tab right now. I didn't think to look there because I was focused on the application itself. I appreciate the tip about Internet Explorer too - I think I can still access that on my old laptop if needed.

If you're still having trouble submitting your application online, I'd recommend using Claimyr to connect with a Social Security representative quickly. I was stuck in a similar situation with my disability application and spent days trying to get through on the regular SSA phone line with no luck. With Claimyr (claimyr.com), I got connected to an agent in about 15 minutes who helped me complete my submission. They have a video that shows how it works: https://youtu.be/Z-BRbJw3puU. Definitely worth it to avoid the frustration of the website issues.

I hadn't heard of this service before. If I can't get the online submission to work by tomorrow, I'll definitely look into this. The thought of waiting on hold for hours is making me anxious. Thanks for the suggestion!

The submit button should appear after you've completed the "Review and Submit" section. Sometimes it's not obvious that you need to click through one more screen. Also, check if you have any sections marked as "incomplete" on your application status page. The SSA online system won't let you submit if even one question is unanswered or one document is missing. If all else fails, you can schedule an appointment at your local office or call the main number (though be prepared for a long wait). The good news is that as long as you've started your application, your filing date is protected even if there's a delay in actually submitting it.

That's a relief about the filing date being protected! I didn't know that. I'll take another look for the Review and Submit section - maybe I've been overlooking it somehow. I appreciate the detailed help!

Yes! I finally got it to work. For me, the issue was that I needed to click on the "Ready to Submit" tab that was kind of hidden at the top of the application status page. Once I did that, it took me to a review page where the actual submit button appeared. The website navigation is really not intuitive at all. Good luck!

I'm glad to see this got resolved! This is such a common issue with the SSA online system. For anyone else running into this problem, here are the key things that seem to work based on everyone's experiences: 1. Look for a "Ready to Submit" or "Application Status" tab at the top of your dashboard 2. Make sure ALL required fields are completed (even ones that seem optional) 3. Try different browsers - Chrome and Edge tend to work better than Firefox 4. Clear your browser cache and cookies before trying again 5. Check that pop-up blockers aren't interfering with the submission process The SSA website definitely needs better user experience design, but at least there are workarounds. Thanks to everyone who shared their solutions - this thread will be really helpful for future people dealing with the same frustration!

This is such a helpful summary! I'm bookmarking this thread for future reference. It's really frustrating that the SSA website has these issues, but at least there's a community here helping each other figure out the workarounds. I haven't had to deal with this specific problem yet, but I'm sure I'll run into something similar when I eventually need to apply for benefits. Thanks to everyone who shared their experiences - it's so much better than trying to navigate this alone!

I work as a benefits counselor and see this issue frequently. One thing that hasn't been mentioned yet is that sometimes the system requires you to electronically "sign" your application before the submit button appears. Look for a section called "Electronic Signature" or "Sign Application" - it might be a separate step that needs to be completed after you've finished all the other sections. Also, make sure you're using a supported browser version. The SSA website sometimes has compatibility issues with older browser versions, and they don't always display clear error messages when this happens. If you continue having problems, you can also visit your local SSA office with a printed copy of your application (you should be able to print it from the "save and exit" page) and they can help you complete the submission process in person.

This is really valuable information! The electronic signature step makes so much sense - I bet that's what trips up a lot of people. It's not always obvious that there's a separate signing step after completing all the forms. I haven't run into this issue myself yet, but I'm definitely saving this thread for when I need to apply for benefits. It's amazing how many different solutions everyone has found for what seems like the same problem. The fact that you can print and take it to the local office is also good to know as a backup option. Thanks for sharing your professional insights!

Thank you for this professional insight! The electronic signature step is something I would never have thought to look for. It makes perfect sense that the system would require that before allowing submission. I'm curious - in your experience as a benefits counselor, what's the most common mistake people make when filling out these online applications? It seems like there are so many potential pitfalls that aren't immediately obvious to first-time users. The backup option of printing and visiting the local office is also really reassuring to know about.

As someone who recently went through this same nightmare, I wanted to add one more potential solution that worked for me. After trying all the browser switching and cache clearing (which didn't work), I discovered that my ad blocker was actually interfering with the SSA website's JavaScript. Once I disabled my ad blocker specifically for the SSA site and refreshed the page, suddenly all the navigation elements appeared properly, including the submit functionality. It's crazy that government websites aren't designed to work with basic browser security extensions, but here we are. Also, for anyone still struggling, the SSA has a technical support phone line (1-800-772-1213) that's separate from their general customer service - they can sometimes walk you through the online submission process step by step if you're still logged in while on the call with them. Glad to see @Liam McGuire got it sorted out eventually! These kinds of threads are so helpful for the rest of us dealing with these frustrating technical issues.

This is such a great point about ad blockers! I never would have thought that could interfere with government websites, but it makes total sense. Modern ad blockers can be pretty aggressive about blocking JavaScript, and if the SSA site relies on that for core functionality, it would definitely cause problems. I'm going to remember this tip for any future government website issues. It's also really helpful to know about the separate technical support line - I had no idea that existed. Thanks for sharing your experience and for mentioning @Liam McGuire - it s'so satisfying when these community problem-solving threads actually result in solutions!

This thread has become such a valuable resource! I'm dealing with a similar issue right now with my spouse's application, and reading through all these solutions has given me so many things to try. It's incredible how many different technical issues can cause the same symptom - missing submit button. Between the ad blocker interference, browser compatibility, electronic signature requirements, hidden "Ready to Submit" tabs, and incomplete field validation, it's like a troubleshooting checklist for SSA website problems. What really stands out to me is how this community came together to help solve a frustrating government website issue. The SSA really needs to invest in better user experience design and clearer error messaging, but until they do, threads like this are invaluable. I'm bookmarking this for sure and will definitely try the ad blocker solution first since that seems to be an overlooked cause. Thanks to everyone who shared their experiences - you're making the SSA application process a little less painful for the rest of us!

I'm new to this community but wow, what an incredibly helpful thread! As someone who will likely need to apply for Social Security benefits in the coming years, this is exactly the kind of practical information I hope to find here. It's really eye-opening to see how many different technical issues can cause the same problem with the SSA website. The fact that something as common as an ad blocker could prevent submission is particularly surprising - you'd think government websites would be designed to work with standard browser security tools. I'm definitely saving this thread as a reference guide for when my time comes to navigate the SSA application process. Thank you to everyone who shared their troubleshooting experiences and solutions!

This is an excellent compilation of troubleshooting steps! As someone who works in IT support, I can add that another common issue is having multiple browser tabs open with the SSA website - the session management can get confused and prevent proper form submission. Always try closing all SSA-related tabs and opening just one fresh session. Also, for anyone still struggling, the SSA website performs maintenance on Sunday nights (usually 10 PM - 6 AM EST), so if you're trying to submit during those hours, that could explain the missing submit button. The system should display a maintenance message, but sometimes it just shows incomplete functionality instead. One more tip: if you're using a VPN, try disabling it temporarily. Some government sites have geolocation checks that can interfere with form submissions when they detect VPN traffic. Thanks to everyone for building such a comprehensive troubleshooting guide - this thread should be pinned as a reference!

This is fantastic additional technical insight! The multiple browser tabs issue is something I never would have considered, but it makes perfect sense that session management could get confused. And knowing about the Sunday night maintenance window is really valuable - I can imagine how frustrating it would be to think there's something wrong with your application when it's actually just scheduled downtime. The VPN tip is also really helpful since so many people use them now for privacy. I agree this thread should be pinned - between all the different solutions everyone has shared, this covers pretty much every possible cause of SSA website submission problems. Thanks for adding your IT expertise to this amazing community resource!
