Received PA UC debit card without approval - Money Network card with no funds?
I'm totally confused about my unemployment situation right now. I applied for PA UC benefits about 3 weeks ago after being laid off from my warehouse job. Yesterday I got the Money Network debit card in the mail, but when I activated it, there's zero balance on it. My dashboard still shows my claim as 'under review' and I haven't received any determination letters saying I was approved or denied. Is this normal? Do they send the card to everyone regardless of approval status? I was expecting to at least know if I qualified before getting a card. Anyone else experience this situation?

Yes, PA UC sends the Money Network debit card automatically when you file a claim, regardless of whether you've been approved yet. It's just their way of getting the payment method ready. The card arriving doesn't mean you're approved or denied - that comes separately through a determination letter and dashboard status update. Keep filing your weekly claims while you wait for the determination!

•Thanks for clearing that up! So I should keep certifying each week even though I don't know if I'm approved? The website is confusing me.

same thing with me, card came after 2 weeks but took another 3 weeks for any $ to hit it. just keep filing your weeklys and watch your dashboard

•That's slightly reassuring. Did you ever call them to check on status or just waited it out?

I went through this EXACT thing in January! Got the card but literally took them 5 WEEKS to make a determination on my claim. Turns out I had an 'open issue' that wasn't even showing on my dashboard. The system is completely BROKEN!!! Every time I called the regular number it was busy busy busy. Nothing but frustration.

•5 weeks?! I can't wait that long... bills are due next week. Did you ever figure out what the 'open issue' was? Now I'm worried I might have one too.

Yeah, it was because my employer contested the claim saying I quit (I DIDN'T - they eliminated my position!). But I had no way of knowing this until I finally got through to an agent. They never sent me any notice about the contested claim!

•This happens a lot unfortunately. PA UC is required to investigate whenever an employer contests a claim or provides information that conflicts with what the claimant said. But they should definitely notify you about this. You can check if you have open issues by looking at your claim status in your dashboard and clicking the 'Issues and Determinations' link. That should show any pending issues even if they aren't obvious on the main screen.

After struggling to reach anyone at PA UC for weeks about my card showing zero balance, I finally used Claimyr (claimyr.com) to get through to an agent. They got me connected in about 20 minutes after I was getting nothing but busy signals for days. There's a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2. The agent told me I had an identity verification issue that was never communicated to me, and they fixed it right away. First payment hit my card 3 days later.

•I've never heard of this service before. Does it actually work? I've been trying to call every day this week with no luck.

Yeah, it definitely worked for me. I was skeptical too but was desperate after trying for two weeks straight. They connected me to an actual UC rep who could see my claim and fix the issue. Worth it considering I was about to miss rent.

To answer your original question more completely: 1. Yes, PA UC sends the Money Network debit card automatically when you file, regardless of approval status 2. You should absolutely continue filing your weekly certifications while waiting for determination 3. If approved, back payments for properly filed weeks will be loaded to the card 4. The standard determination timeline is 2-4 weeks, but can take longer if there are issues 5. Check your spam/junk folder for emails from UC, as determination notices sometimes end up there If it's been more than 3 weeks, you likely have an unresolved issue on your claim that needs attention. The fastest way to resolve this is speaking with a representative.

•Thank you for this detailed info! I'll check my spam folder and keep certifying. I think I'll try calling again tomorrow morning right when they open.

I had the same exact issue. Filed in January, got my card in February, but didn't get any money until mid-March. My problem was that I accidentally entered my previous job's end date wrong (put 2/15 instead of 1/15) and that triggered a review. I had no idea until I finally managed to speak with someone. Have you checked if you submitted all your ID verification correctly? That's another common holdup.

•I think I did the ID verification correctly through ID.me, but maybe that's the issue? It's so frustrating that they don't tell you what's wrong.

ID verification issues are very common. Even if you completed the ID.me process, sometimes the data doesn't transfer correctly to the PA UC system. It sounds like you should definitely speak with a representative to identify what's holding up your claim. Once resolved, if you've been filing your weekly certifications correctly, you'll receive all back payments you're eligible for in a lump sum to your card. But the key is finding out what the specific issue is.

•Thanks everyone for your help! I'm going to try calling again tomorrow, and if that doesn't work, I might try that Claimyr service someone mentioned. Will update when I figure this out.

Just wanted to add that if you're having trouble getting through on the phone, try calling right at 8 AM when they open - that's when you have the best chance. Also, make sure you have your SSN and PIN ready because they'll ask for it right away. I had a similar situation where my card came but no money for weeks, and it turned out to be a simple employer wage verification issue that got resolved once I talked to someone. The waiting is the worst part, but hang in there!

•That's really helpful advice about calling at 8 AM sharp! I've been trying random times during the day which probably explains why I keep getting busy signals. I'll set my alarm for 7:55 AM tomorrow and try again. Did you have to wait on hold for a long time once you got through, or did they answer pretty quickly at that hour?

•When I called right at 8 AM, I still had to wait on hold for about 45 minutes, but at least I got through to the queue instead of getting a busy signal. The key is being persistent with that redial button right at 8:00:00 - literally have your finger ready to hit call the second it turns 8 AM. Even a few seconds can make the difference between getting through or hearing "all circuits are busy." Good luck tomorrow!

I'm going through the exact same thing right now! Filed my claim 2 weeks ago after getting laid off from my retail job, got the Money Network card yesterday with $0 balance, and my dashboard still says "under review." It's so confusing because you'd think they'd at least tell you if you're approved before sending a card. Reading through these comments is actually really helpful though - sounds like this is totally normal and I just need to keep filing my weekly certifications while I wait. The hardest part is not knowing what's taking so long, but at least now I know the card coming doesn't mean anything good or bad about my claim status.

•I'm in basically the same boat as you and Diego! Filed 3 weeks ago, got my card last week with zero balance, and still showing "under review." It's definitely nerve-wracking when you're waiting for that first payment to come through. From what everyone's saying here, it sounds like we just have to be patient and keep doing our weekly certifications. The waiting game is brutal though, especially when bills are piling up. At least we know we're not alone in this situation!

I'm dealing with this same situation right now - filed my claim about 2.5 weeks ago after being furloughed from my manufacturing job, got the Money Network card 4 days ago but it's completely empty. My dashboard also says "under review" with no updates. It's really stressful not knowing if there's an issue or if this is just how long it takes. Based on what everyone's sharing here, it sounds like getting the card early is standard procedure and doesn't indicate approval status at all. I've been doing my weekly certifications religiously, but I'm definitely going to try calling at 8 AM sharp tomorrow to see if there are any hidden issues on my claim. Thanks for posting this question - it's reassuring to know so many others are going through the exact same thing!

•You're definitely not alone in this frustrating situation! I just went through something very similar - filed my claim in early February after getting laid off from my office job, received the Money Network card about 10 days later with zero balance, and had to wait nearly 4 weeks for any determination. Like others mentioned, the card arrival is just their automated system preparing for potential payments, not an approval indicator. What helped me was calling exactly at 8:00 AM (set multiple alarms!) and also checking the "Issues and Determinations" section in my dashboard that someone mentioned earlier - turns out I had a wage verification hold that wasn't obvious from the main screen. Keep filing those weekly certifications no matter what, because if you're approved, you'll get all the back payments for properly filed weeks. The system is definitely confusing and stressful, but hang in there!

I'm going through this exact same situation right now! Filed my claim about 10 days ago after my restaurant closed down unexpectedly, and just got my Money Network card yesterday - completely empty of course. My dashboard still shows "under review" and I was so confused about whether getting the card meant I was approved or not. Reading through all these comments is honestly such a relief because I thought maybe I did something wrong with my application. It sounds like PA UC just sends these cards out automatically as soon as you file, which is honestly pretty misleading if you ask me. I've been doing my weekly certifications but was worried I was wasting my time if I wasn't even approved yet. Now I know to keep doing them and just wait it out. Definitely going to try calling at 8 AM tomorrow to see if there are any issues I don't know about. Thanks to everyone who shared their experiences - it really helps to know this is normal!

•Same here! Filed about 2 weeks ago after my temp contract ended and got the empty Money Network card a few days ago. I was so confused and actually called the card number thinking there was a mistake - nope, just PA UC's weird system of sending cards before approval. It's definitely misleading because you get excited thinking money is coming, then reality hits when you see that $0.00 balance. I've been religious about doing my weekly certifications too, but the uncertainty is killing me. Going to follow everyone's advice and try calling right at 8 AM tomorrow. Fingers crossed we all get through this soon!
