PA UC claim stuck in week 9 with appeal pending & additional questionnaires - no payment timeline

UGH, I'm about to lose my mind with this entire process! Currently on week 9 of my PA unemployment claim and still haven't seen a SINGLE payment. Nothing. I filed an appeal after getting denied (my employer incorrectly reported I quit when I was actually laid off due to department restructuring), but I don't even have a hearing date scheduled yet. Now they're making me fill out these detailed questionnaire forms about 2 previous jobs I had in 2023-2024. Why are they just NOW asking about these? Is this normal to take this long? My savings are practically gone and I'm starting to panic about rent next month. Has anyone else had their claim drag on this long? Any idea when I might actually see some money or at least get my appeal hearing scheduled? I check my dashboard daily but nothing changes.

I feel your pain! PA UC is notorious for taking FOREVER with appeals. Mine took 12 weeks from filing to hearing date, then another 3 weeks after the hearing to get a decision. Those job questionnaires are actually a good sign - they're finally processing your claim. Make sure you fill them out super detailed and return them ASAP. Any small inconsistency will restart the whole verification process.

12 weeks?! Omg I don't think I can survive that long without income. Did you eventually get backpay for all those weeks once they approved you? I already sent the questionnaires back the same day I got them... that was 6 days ago and still nothing.

Thanks for the warning about the phone call! I've been letting unknown numbers go to voicemail because of all the spam calls, but I'll definitely answer everything now. Did they give you any advance notice about the hearing date or just call randomly?

The questionnaires about past employment are part of the standard wage investigation that happens during appeals, especially when there's a dispute about your separation reason. This is actually moving at a normal pace for PA's current backlog. For the appeal hearing, you should receive a written notice at least 10 days before the scheduled date, and they typically occur 8-12 weeks after filing the appeal. To prepare for your appeal hearing, gather documentation that proves you were laid off rather than quit: severance letters, emails about the restructuring, any communication with HR, and contact information for any witnesses who can verify your version of events. Make sure you've completed your weekly certifications every week even though you're not getting paid yet - if you win the appeal, you'll receive backpay for all properly filed weeks.

Thank you for the detailed explanation. I've been filing every week religiously even though it feels pointless. I have the layoff notice and some emails about the restructuring saved, so that's good to know those will help. It's just so stressful waiting with no income. Is there any way to check if they've scheduled the hearing yet, or do I just have to wait for them to contact me?

I had almost the identical situation last year. The appeal process is frustratingly slow in PA, but there's one service that actually helped me get through to an agent to check on my status. I used Claimyr (claimyr.com) to contact UC instead of wasting hours with busy signals. They got me connected to a rep who explained exactly what was happening with my claim and gave me a timeline. They have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 The rep I spoke with was able to see that my questionnaires were received and being processed, and could tell me approximately when my appeal hearing would be scheduled. Definitely worth it to get actual information instead of just checking the portal daily and seeing no changes.

Thanks for the tip! I'll check out that service. I've been calling the UC number multiple times a day with no luck - just constant busy signals or getting disconnected after waiting an hour. At this point I'm desperate for ANY information about what's happening with my claim.

THE SYSTEM IS DESIGNED TO MAKE U GIVE UP!!!!!!!! They drag these appeals out HOPING you'll just find a job and stop pursuing it. I waited 14 WEEKS for my hearing and had to take out a payday loan just to survive. When I finally got approved they suddenly 'found' all these supposed overpayments from 2 YEARS AGO to deduct from my backpay. The whole UC system is a SCAM to protect employers!!!!

Not everything is a conspiracy. They're just understaffed and overwhelmed with claims. My brother works for PA UC and says they're doing their best with limited resources.

Your brother is part of the problem then!!! Why does EVERY SINGLE PERSON have issues with UC??? It's not a coincidence!!! I've been through this nightmare TWICE and both times it took MONTHS to get what I was legally entitled to!!

I got those questionnaires too. filled them all out and then they sent me more for jobs from like 3 years ago that weren't even in my base year. so confusing

That's unusual. They should only be requesting information about employment within your base year (first 4 of the last 5 completed calendar quarters prior to your initial claim). If they're asking about employment outside that period, there might be confusion about your work history or claim dates. I'd recommend getting in touch with a UC representative to clarify why they need that information.

I know it's stressful but hang in there! My claim took 10 weeks total with an appeal but I did eventually get all the back payments in one lump sum. It was actually kind of nice getting all that money at once - paid off my credit card debt immediately. Just make sure you're doing your weekly certifications and work search activities (applying to at least 2 jobs per week and doing 1 additional search activity). They'll check your work search record if you win the appeal.

Thanks for the encouragement! I've been keeping detailed records of my job applications and search activities just in case. Did you have to submit any additional documentation after your appeal was filed? I'm worried I might be missing something that's causing the delay.

Nope, just the regular weekly stuff and those job questionnaires. The system is just super slow right now. One tip though - I found calling right when they open at 8am gives you slightly better odds of getting through than calling later in the day.

anybody else notice how the UC website is always down for "maintenance" exactly when you need to file your weekly claim? happened to me like 3 times already this year

YES!!!! I swear they do this ON PURPOSE to try to make people miss filing deadlines!!!! Then they can deny you for "failure to file" and save $$$$. CORRUPT SYSTEM!!!

After trying that Claimyr service someone mentioned above, I actually did get through to PA UC yesterday. The rep told me they're currently working on appeals filed in early March (this is for anyone filing in late May). So there's about a 10-11 week backlog right now. He also mentioned that if you have multiple employers in your base year, the questionnaires will definitely slow things down because they have to verify with each one. Just sharing in case it helps anyone estimate their timeline.

That's actually super helpful info, thank you! I filed my appeal in early April, so based on that timeline, I might be looking at early July for a hearing date. At least now I have some idea of what to expect instead of checking daily with no clue.
