PA UC backpay approved but stuck in 'prevent payment' status - what now?
Just got the news that my 2-year battle with PA unemployment is finally over - or so I thought! Board of Review ruled in my favor on March 8, 2025, overturning the referee's decision and confirming I'm eligible for benefits from May 2023-September 2023. They issued the backpay on March 15, but checking my portal shows everything is stuck in 'prevent payment' status! There are zero open issues showing and I don't have any overpayments. I'm completely confused why this is happening after fighting so hard to win my case. Has anyone dealt with this 'prevent payment' status after winning an appeal? Will the system eventually fix itself or do I need to start calling them (which is basically impossible)? I'm so frustrated after waiting 2 years just to hit another roadblock!

•Thanks for responding! That gives me some hope. Did you ever find out WHY it was in prevent payment? I'm worried because it's a pretty large amount of backpay (almost $9,800) and I'm afraid it might just sit in limbo forever.

Prevent' payment usually means'they re doing a final review before releasing funds. Since your case took 2 years to resolve,'they re probably double-checking everything. I won a similar appeal in January and it took 17 days from 'the payment' issued notice until the money actually hit my Money Network card. The UC system is painfully slow even when'you ve won. One thing though -'you re SURE you'don t have any open issues? Sometimes they hide in different sections of yourdashboard.

•I've checked every section I can find and don't see any open issues. I even went to the overpayment section and it shows $0.00. I guess I just need to be patient, but after fighting for 2 years, waiting more weeks is torture!

PREVENT PAYMENT IS THE WORST!!! I had this happen twice and both times they were claiming it was because of "verification issues" even though I'd already done IDme and uploaded all my documents!!! The system is designed to make us give up. Call them IMMEDIATELY and don't wait for the system to magically fix itself because IT WON'T!!!

•Oh no, that's what I was afraid of. Did you eventually get your money? I've been trying to call but I just get busy signals or it hangs up on me after the automated menu.

•Yes but only after TWO MONTHS of calling EVERY SINGLE DAY!!!! The UC system is BROKEN and they hope you'll just give up!!!

I've been a volunteer helping people with PA UC issues for about 3 years now. The 'prevent payment' status happens for several reasons, but after a Board of Review decision, it's usually one of these: 1. System needs time to process the overturned decision (usually 2-3 weeks) 2. There's a benefit year-end issue that needs manual review 3. Your identity verification needs to be reverified (even if previously done) 4. Your banking info needs to be confirmed again Since you mentioned it's been about a week since they issued payment, I'd give it another week before panicking. But if you want to be proactive, try to get through to an agent to check if there's something specific causing the hold.

•Thank you for such a detailed explanation! I think #2 might be the issue since my original benefit year would have ended during this waiting period. Is there a way to check if that's causing the problem, or do I need to talk to a rep?

•You'd need to speak with a UC agent to confirm if it's a benefit year issue. They'd have to manually review your claim. Unfortunately, there's no way to see this specific detail in your online portal. But based on the timing you mentioned, that's a very likely cause.

I had a similar situation last month and discovered Claimyr's service (claimyr.com) which helped me actually get through to a PA UC agent instead of dealing with busy signals. They have a video demo at https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 that explains how it works. For me it was worth it because I found out my payment was stuck because they needed to verify my current address (I had moved since filing). Once I spoke to an agent, they fixed it in 10 minutes and my money arrived three days later.

•I've never heard of this service before. Have you personally used it? I'm desperate to talk to someone at this point.

•Yes, I used it about three weeks ago. It basically connects you to an actual PA UC agent instead of dealing with busy signals and hangups. I had been trying to call for two weeks on my own without success. Given the amount of backpay you're waiting for, it might be worth checking out.

my cousin had this happen and it was because his address changed since he first filed. make sure all ur personal info is updated in the system

•I did move once during the appeal process, but I updated my address in the system. I'll double-check that everything is current though - thanks for the tip!

I think you guys are overthinking this. Whenever there's back payments, especially large ones like $9,800, they automatically go into prevent payment status for review. It's to prevent fraud. My wife's claim was like this too. They'll release it eventually. Just be patient for a few more weeks.

•A few more WEEKS??? After fighting for TWO YEARS??? That's ridiculous! The system is designed to wear us down!!!

•I know it's frustrating, but that's just how the system works. Large backpayments get additional scrutiny. Would you rather they rush it and have it flagged as fraud and start the whole process over? Sometimes patience is the best approach.

I've been following this thread and wanted to add one more important point: Even though your claim has been approved by the Board of Review, sometimes there's paperwork that must be manually updated in the system. The Board's decision gets sent to a separate unit that has to implement it. If you do decide to call, make sure you mention you had a Board of Review decision in your favor, as those require special handling. Ask specifically if there's any action needed from you or if it's just in queue for processing.

•Update: I finally got through to someone at PA UC today. Turns out the payment was stuck because I had changed my payment method from direct deposit to the Money Network card during the appeal process. The agent had to manually verify this change was legitimate. She said the funds should be released within 3-5 business days. Thanks everyone for your help and suggestions!

•Great to hear! That's exactly why I always suggest calling - sometimes it's just a simple verification issue that can be quickly resolved. Hope your payment comes through as promised!
