PA UC Board appeal stuck at 'VOTE SUBMITTED' status - What happens next?
I've been waiting on my PA UC board appeal decision for nearly 2 years now (filed in March 2023). Last month, my status changed to 'VOTE WAS IN PROGRESS' which got my hopes up. About 2 weeks ago, it updated to 'VOTE SUBMITTED' but I haven't received any notifications or decisions in the mail or online. Does anyone know what this status actually means? How much longer should I expect to wait before I hear the final verdict? This has been dragging on forever and I'm getting desperate to know if I'll get those benefits or not.

VOTE' SUBMITTED means the Board of Review members have voted on your case, and'they re now preparing the written decision. Typically, you should receive the written decision within 2-4 weeks after that status change. If'it s been 2 weeks already,'you re probably getting close! The decision will come by regular mail to your address on file, so make sure'that s current. The pandemic created huge backlogs in the appeal system that'they re still working through even in2025.

•Thanks for explaining! I didn't realize it could take another month after the vote. My mail has been a bit unreliable lately - do you know if they also post the decision in my online portal, or just mail it?

2 YEARS??!! omg that is insane!! i had an appeal last year and it only took like 4 months total. something must be wrong with your case. did u try calling them????

•I've tried calling at least 50 times in the past few months. Either get busy signals or end up on hold for 2+ hours only to get disconnected. I think my case got lost in the shuffle during all the covid backlog stuff, then once I finally got a hearing, the employer appealed, and it's been a mess ever since.

I went through this exact same situation last year! The "VOTE SUBMITTED" status sat there for almost 3 weeks before I got my decision letter. The Board of Review is EXTREMELY backed up right now. They're still processing thousands of cases from the pandemic period. My advice: keep checking your mailbox daily. The decision only comes through mail, not through the portal (at least in my case). And the letter might look like junk mail, so check everything carefully!

•That's really good to know! I'll make sure to check all my mail carefully. Was your decision in your favor, if you don't mind me asking? I'm so nervous about this.

•Mine was approved, but I had pretty clear documentation that my employer had reduced my hours below sustainable levels. Every case is different though. Make sure you have all your paperwork organized just in case there's yet another appeal step needed.

I used to work in the UC system (not PA, but similar). "VOTE SUBMITTED" means the board members have finished reviewing your case and submitted their votes, but the written decision is still being prepared. This can take 2-6 weeks depending on backlog. The board meets periodically to vote on batches of cases, then staff prepares the formal written decisions which have to be reviewed by legal before mailing. One tip: if you haven't been able to reach someone by phone about the status, try using Claimyr (claimyr.com). They have a service that connects you directly to UC agents without the wait. I've seen many people have success with it after struggling to get through for weeks. They have a video demo at https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 showing how it works. Worth considering if you need to check on your case status urgently.

•I second the Claimyr recommendation. I spent 3 weeks trying to get through the regular PA UC line with no luck. Used Claimyr and was talking to a rep within 20 minutes. Expensive but worth it if you're desperate.

•Thank you for the detailed explanation! That makes more sense now. I might try that Claimyr service if I don't receive anything in the next week. At this point, I just need answers even if it costs a bit extra.

my friend had a board appeal last year and they denied him even after the vote was submitted. just be prepared that it could go either way. the system is totally rigged against workers if you ask me!!! but good luck i hope yours turns out better

•While I understand your frustration, I wouldn't say the system is completely rigged. Board decisions are based on PA UC law and the evidence presented. Some claims are rightfully denied, while others are approved. The main problem right now is the severe backlog and processing delays, not necessarily bias in the decisions themselves.

UPDATE: I actually just received my decision letter today! It was approved! The letter is dated only 3 days after the status changed to VOTE SUBMITTED, but it took almost 2 weeks to arrive in the mail. For anyone else waiting - don't lose hope, and keep checking your mailbox! Thanks everyone for your help and advice through this stressful process.

•Congrats! So happy to hear this worked out for you. Did they mention anything about when you'll receive the backpay? That's usually the next step and sometimes takes another few weeks to process.

•Thank you! The letter says payment will be issued within 14 business days. It also mentions I need to verify my payment information is current in the system. Going to call tomorrow to make sure everything's set up correctly.

I waited 18 months for my board appeal and when I finally got the decision they had sent it to my old address even though I updated it online three times!!! Make sure your address is updated both online AND by calling them directly. The left hand doesn't know what the right is doing in that department.

•Thanks for the warning! I've lived at the same address throughout the whole process, but I'll double-check everything is correct in their system. Was your appeal eventually resolved correctly?

Congratulations on getting your approval! That's such a relief after 2 years of waiting. Your update is really helpful for others going through the same process. It's good to know that even though the letter was dated quickly after the status change, mail delivery can still take a couple weeks. Hope your backpay comes through smoothly within those 14 business days!

Wow, what a rollercoaster! I'm so glad to see your update that you got approved - that must be such a huge relief after 2 years of uncertainty. Your timeline is really helpful for others waiting: it sounds like once it hits "VOTE SUBMITTED" the decision is basically done, it's just the mail delivery that takes time. I'm currently waiting on a referee hearing decision myself (only 3 months in, which feels like nothing compared to your journey!). Thanks for sharing all the details throughout this thread - it's really valuable info for the rest of us navigating this confusing system.
