NYS Department of Labor - which type of unemployment is the least harmful and will always exist?

I'm taking an economics class and we're studying different types of unemployment. My professor mentioned that some types are actually normal and not necessarily bad for the economy. I'm trying to understand which type is considered the least harmful and will always exist even in a healthy economy. I know NYS Department of Labor deals with all kinds of unemployment claims, but I'm curious about the economic theory behind it. Does anyone know which type economists consider unavoidable and actually healthy?

yeah frictional unemployment is what your looking for. its actually good because it means people have choices and can find better jobs. when i filed my claim with NYS Department of Labor last year it was because i left my old job to find something better in my field
