NYS Department of Labor showing 'issue on file' for unemployment claim - what does this mean?

My unemployment claim has been showing 'issue on file' status for the past two weeks and I have no idea what this means. I filed my initial claim about a month ago after being laid off from my retail job, and everything seemed to go fine at first. I've been doing my weekly certifications but haven't received any payments yet. When I check my account on the NYS Department of Labor website, it just says 'issue on file' with no other explanation. I tried calling but can't get through to anyone. Has anyone else seen this status before? What kind of issue could be holding up my claim?

I'm dealing with the exact same thing right now! Been stuck on "issue on file" for almost 3 weeks and it's driving me crazy. I did manage to get through to someone last week (took calling literally hundreds of times) and they told me it was just a routine review of my separation reason, but they couldn't give me a timeline for when it would be resolved. They said to just keep certifying weekly and wait. It's so frustrating when you're counting on that money and have no idea what's happening or how long it will take.
