NY unemployment system glitch - new 'self-employed' question appeared during weekly certification

I've been trying to submit my weekly NY unemployment claim since Sunday night but kept getting 'system unavailable' messages. Finally got through today but now there's a weird glitch in the phone system where the 'press 1 for English' part kept cutting out. After like 10 attempts, I finally got through to the English menu. But then after answering all the usual certification questions, it suddenly asked if I was self-employed at my last job. I answered yes (because I was - that's why I'm on unemployment in the first place). Then it immediately said I had completed my certification with no other questions. This self-employed question never appeared before in my previous weekly certifications. Is this a new requirement for 2025? Anyone else experiencing this? Worried my payment might get delayed because of this system glitch.

did you go on the website to try submitting instead of phone? sometimes the website works better, maybe try that next time. i did my weekly certification yesterday and didnt get asked about self employment stuff.

Thanks for the suggestion. I usually prefer the phone system because the website has been glitchy for me in the past, but I'll try the website next week if this happens again.

This is actually a new verification question NYSDOL added in the January 2025 system update. They're periodically asking claimants about their employment status to verify that your benefit eligibility hasn't changed. It's completely normal and won't affect your payment as long as your status matches what's in your original claim file. The system rotates through different verification questions each week - some weeks you might not get any extra questions, other weeks you might get asked about self-employment, work search activities, or other eligibility factors.

That's a relief to hear! I was worried something was wrong with my claim. Do you know if I need to provide any additional documentation for this self-employment verification?

No additional documentation is needed just for answering the weekly certification question. They're just comparing your answers to what's already in your file. However, if there's a discrepancy, they might send you a Request for Information in your message center asking for clarification or documentation.

DONT TRUST THE SYSTEM WHEN IT ACTS WEIRD!!! Last month the system asked me a question I'd never seen before about whether I had refused work and I answered honestly YES (because the job was paying way below my previous salary). My benefits got PUT ON HOLD for THREE WEEKS while they "investigated" and I had to upload all kinds of proof that the job offer was substantially lower than my previous work!!! They're adding these trick questions to try to disqualify people!!!

Oh no, that sounds awful! I'm really hoping my benefits don't get put on hold. I can't afford to wait three weeks for payment right now.

That's not exactly accurate. The refusing work question isn't new - it's always been part of certification. What's happening is that NYSDOL is cycling through different verification questions more frequently due to their new fraud prevention system. Answering honestly is always the right approach, but refusing work *can* affect eligibility depending on the circumstances. It wasn't a trick question - refusing suitable work without good cause can impact benefits.

I experienced something similar last week with the phone system. Kept getting disconnected at the language selection, then when I finally got through, it asked me a new question about whether I had performed any volunteer work. The whole phone system has been extremely buggy since they did that upgrade in January. After three failed attempts, I finally gave up and used Claimyr to get through to an actual agent (claimyr.com). They have this service where they connect you directly to an unemployment rep without the hours of waiting. Their video demo (https://youtu.be/Rdqa1gKtxuE) shows how it works. The agent confirmed that they've been having phone system issues and processed my certification manually. Saved me so much frustration!

Thanks for sharing! I might check out that service if I keep having these issues. Was it easy to use?

Super easy to use - just followed their process and got connected to a live agent in about 15 minutes instead of spending hours trying to get through. The agent explained that these new verification questions are random and supposed to help prevent fraud, but acknowledged their phone system has been having technical issues.

I'm actually a former call center worker at DOL (left last year). What you're experiencing is the new 'Enhanced Eligibility Verification System' they implemented this year. It randomly selects claimants to answer additional verification questions based on your claim type. Self-employed folks will periodically get asked to confirm their status. It's not a glitch - it's working as designed, though the implementation has been problematic. One thing to watch for: if you're asked this question 3 weeks in a row, it usually means your claim has been flagged for a more thorough review. In that case, you might want to proactively upload your latest tax documents to your account to avoid delays.

Thank you so much for this insider information! I'll definitely keep track if I get asked again in the coming weeks. If I do need to upload documents, where exactly in my account should I do that?

Go to your dashboard, then 'Document Upload Center' which should be in the left menu. Select 'Employment Verification' as the document type. Include both your Schedule C (if you have one) and any 1099s from the relevant tax year. The system accepts PDFs and clear photos/scans.

I want to clear up a few things about these new verification questions: 1. They ARE part of the new 2025 system update 2. They rotate randomly among claimants 3. As long as your answers match your original claim information, your benefits won't be affected 4. The system IS experiencing technical issues, especially with the phone certification If you're concerned about your claim status, log into your account and check if there's a message in your inbox requesting additional information. If there isn't one within 48 hours of certification, your payment should process normally. Also, I recommend using the website for certification until they fix the phone system issues. The website certification tends to be more stable and provides confirmation numbers you can screenshot as proof of completion.

Thanks for the detailed information! I just checked my online account and don't see any messages requesting additional information, so hopefully that means everything is processing normally. I'll definitely try the website next week.

According to the NYSDOL Twitter account, they're aware of the phone certification issues and are working on fixes. They estimated mid-March for the complete system stabilization, so probably another 2-3 weeks.
