NY unemployment KeyBank debit card sent to wrong address - how to fix?
I'm beyond frustrated! I've been without my NY unemployment debit card since July 2025 because KeyBank keeps sending new cards to my old address. I went into my NYSDOL account, completed the whole ID verification process, and called KeyBank directly to send another card to my NEW address. But KeyBank's system is still showing my old address and they refuse to send a new card until they get updated info from NYSDOL (which feels like it will NEVER happen!!). Has anyone else dealt with this address change nightmare? If so, how long did it take after updating your address in the NYSDOL system for KeyBank to actually get the updated info? I need my benefits and this runaround is driving me crazy! 🤦♀️

I went through this exact situation last year! It's incredibly frustrating. After I updated my address in my NYSDOL account, it took about 2-3 weeks for KeyBank to receive the updated information. What helped me was calling NYSDOL directly and specifically asking them to push the address update to KeyBank. Make sure when you call NYSDOL that you mention you've already updated your address in the system but KeyBank hasn't received it yet. Sometimes there's a separate process they need to complete for the bank to get the update.

Thanks for the info! Did you just call the regular NYSDOL number? I've been trying for DAYS and can't get through to a human being. It's always "due to high call volume" and then disconnects me!

Oh great, so even if I get the new card I might have to deal with freezes too? This is a nightmare, I just need to pay my rent!

I recently went through this exact situation. The problem is that NYSDOL and KeyBank don't communicate address changes automatically - there's actually a specific form you need to submit. Go to your NYSDOL account and look for Form DC-4725 (Direct Deposit/Debit Card Information Change). Submit that form specifically, as just changing your address in your profile doesn't trigger the update to KeyBank. After submitting the correct form, it took about 10 business days for KeyBank to receive my updated information. In the meantime, you can request that they expedite your card delivery once the address is updated.

Thank you! I don't think I filled out that specific form - I just updated my address in my general profile. I'll look for the DC-4725 form right now. Really appreciate this info!

Have you tried using the Claimyr service to get through to an agent? I was stuck in a similar situation where I couldn't reach anyone at NYSDOL for weeks. A friend told me about claimyr.com - they get you through to an actual NYSDOL agent who can help with these issues. I was skeptical but tried their service and got connected to a rep who manually updated my address in both systems. There's a video demo at https://youtu.be/Rdqa1gKtxuE that shows how it works. Saved me weeks of frustration!

I've never heard of this service before. Does it actually work? I'm desperate enough to try anything at this point, but I'm also wary of scams.

It's definitely legitimate. The service just helps you get through the phone system to reach a real NYSDOL agent (which is the hardest part). Once you're connected, you're talking directly with the official unemployment office. The agent I spoke with was able to see that my address update hadn't been properly processed to KeyBank and fixed it while I was on the call.

When I updated my address last winter, I discovered that you have to call both NYSDOL AND KeyBank separately. NYS updates their system but the info doesn't automatically transfer to KeyBank right away. After I updated my address with NYSDOL, I called KeyBank directly at 866-295-2955 and explained the situation. The KeyBank rep had to submit a special request to pull my updated info from NYSDOL. Took about a week after that call for everything to sync up. Then they sent my new card expedited shipping.

This isn't completely accurate. KeyBank cannot update your address directly - they HAVE to get it from NYSDOL. The system is designed this way to prevent fraud. But you're right that calling both can help speed up the process.

I went thru something simlar but with direct deposit information not address... took FOREVER to fix!!! Ended up having to go in person to the local labor office with 2 forms of ID and proof of address. Maybe try that? At least then you're talking to real person face to face.

That's a good idea. There's an office about 30 minutes from me. At this point I'd rather drive there than keep dealing with this phone nightmare. Did you need an appointment or could you just walk in?

I just walked in but had to wait like 2 hours. Bring a book lol

I work with unemployment claims professionally, and this is unfortunately a common issue. Here's the official process: 1. You must update your address in your NYSDOL account first 2. Then file the specific address change form (DC-4725) 3. Changes process every Sunday night in batch updates 4. KeyBank receives updates within 2-3 business days after that Total time should be about 5-7 business days IF everything is done correctly. If it's been longer than that, the error is likely that: (1) the form wasn't properly submitted, or (2) there's a mismatch in your identifying information between systems. My recommendation is to call NYSDOL directly and ask them to verify the address change was properly processed AND transmitted to KeyBank.

This is exactly right. I forgot to mention the Sunday batch processing part. That's why my update took 10 days - I submitted the form on a Monday so I had to wait almost a full week before it was even processed in the first batch run.

UPDATE: I finally got this resolved! I tried Claimyr to get through to NYSDOL (it actually worked!) and the agent confirmed I had never submitted the correct form. I had only updated my profile address but not filled out the specific DC-4725 form for banking info changes. The agent helped me submit it properly while on the phone. They also placed a note on my account and did some kind of manual sync with KeyBank. My new card should arrive within 7-10 business days. Thanks everyone for your help!
