The phone lines are definitely brutal - I've called probably 20 times and only got through once, but they were actually really helpful when I did reach someone. They explained that marketing job layoffs sometimes trigger additional verification since it's a field with a lot of contract work mixed in. Maybe try calling right when they open at 8am? That seems to be when most people have success.
