If you run into issues getting through to NYS Department of Labor by phone, I had success using a service called Claimyr (claimyr.com) that helped me reach an actual agent. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. Was really helpful when I needed to check on my adjudication status and couldn't get through the regular phone lines.
One thing they don't tell you upfront - you'll need to do job search activities and report them when you file your weekly claims. NYS Department of Labor requires proof that you're actively looking for work. Keep a log of applications, interviews, networking events, etc.
Just want to say hang in there - being thrust into unemployment is scary but you'll figure it out. I was laid off last year and the anxiety was the worst part honestly. The actual process isn't as complicated as it seems at first.
The system is such garbage though. They make it so confusing ON PURPOSE so people give up and don't claim benefits. I had to file THREE TIMES because their website kept glitching and losing my information. And don't even get me started on the job search requirements - they want you to apply to jobs that don't even exist!!

The agent was able to help me get my tax documents resent and answered questions about the withholding options for my ongoing claim.
The whole unemployment system is ridiculous anyway. They make it so complicated that people don't even know they qualify for help when their employer screws them over with hour cuts. Of course you can get partial unemployment - employers would abuse workers even more if that wasn't an option!

Wait I'm confused - if you quit can you still get unemployment? I thought you had to be fired or laid off??

•You can get benefits if you quit for 'good cause' but it's harder to prove than being laid off. NYS Department of Labor will review your case and may require a hearing to determine if your reason for quitting qualifies.

The whole system is confusing honestly. I got denied the first time because I didn't understand how to explain my situation properly. Had to appeal and it took months to get straightened out. Make sure you read everything carefully when you file.
