The NYS Department of Labor system is honestly confusing about this stuff. I spent forever trying to figure out which application to fill out. If you're having trouble getting through to them by phone (which you probably will), I used a service called Claimyr that helped me reach an actual agent. They have a demo video at https://youtu.be/qyftW-mnTNI and the site is claimyr.com. Made the whole process way less stressful than sitting on hold for hours.
Just apply for regular unemployment insurance through my.ny.gov - that's what 99% of people need. Don't overthink it. The system will tell you if you're not eligible for something. I made the mistake of researching too much instead of just filing and it delayed my claim by weeks.
The whole system is rigged against American workers!! Companies get tax breaks to move jobs overseas while we get unemployment checks that barely cover rent. Globalization is just corporate greed disguised as economic policy. At least NY unemployment benefits are better than some states but it's still not enough to live on long term.

New York's Unemployment Insurance Law was enacted in 1935 to comply with the federal requirements. That's why NYS Department of Labor has some unique features compared to other states while still following the overall federal framework.
For your research you might want to look into how the original 1935 system has evolved. The basic UI structure is the same but things like extended benefits during recessions, work search requirements, and online filing through NYS Department of Labor are all much more recent additions to the original New Deal framework.
I've been on unemployment twice and both times barely covered my expenses. The first time I had to move back in with family because $190/week wasn't cutting it. The second time I was getting $340 which was better but still had to pick up gig work just to survive. The system assumes you have other resources or savings which most of us don't.
Check if you qualify for SNAP benefits too, that can help with groceries. Also look into your local food banks. I know it sucks having to use these programs but unemployment really isn't meant to replace your full income unfortunately.

•That's not good advice. If you quit without proper documentation or good cause, you could be disqualified and have to wait weeks or months before becoming eligible. Better to prepare properly first.

The hour reduction alone might qualify you. When they cut you from full-time to part-time like that, it can be considered constructive dismissal. Make sure you have your old schedule in writing and the new one too. NYS Department of Labor takes substantial changes in working conditions seriously during their review process.
